C. Provide the following Questions/Responses:
1. Please advise contractors how you would like all amendments acknowledged. There are only 10 boxes available on the SF1442. Can Contractors include Amendments 1 and 2 in the first box since they were both issued on the same date?
Response: You may either write the next amendments in the side margin of the SF1442, sign each of the SF30 amendments and send them back with your proposal, or include in your cover letter the number and dates of each amendment being acknowledged. The first 10 amendments must still be acknowledged on the SF1442.
2. Should the locks be mortised?
Response: Falcon cylindrical locks with schlage e keyway or equivalent.
3. I am just wondering on the proposal if we only submit for volume 1 on the SEED? We do not plan to accept this project. Volume 2 is a technical approach and did not know if that is required.
Response: All parts of Section L are required to be submitted, including volume 1 and 2, in order to receive a MATOC. You may refuse the seed project task order at no penalty.
4. If I select multiple regions in my proposal, will I get task orders in every region that I check off, or is the government awarding only a certain number of contractors to certain areas? How will I know which regions I can get awards for? Also does the minimum guarantee apply to each region I select?
Response: If your firm is determined to be an awardee for the MATOC after technical and price evaluations, then your firm will be placed in each pool and price category that you selected. The only exception would be if your firm is not an ISBEE firm, and you selected a region that eventually becomes an ISBEE designated pool. In which case, your firm will not receive task order request for proposals in that region. However, you will be placed in a separate pool for possible future on‐ramping in that region.
The minimum guarantee applies only to your overall MATOC, not to each region on your MATOC. A firm’s first task order will cover the minimum guarantee.
5. We would like to propose multiple areas but different categories for each respective location. For example, can I indicate that I only want to accept task orders for category C & D for ABQ and NAV areas, category A, B, & C for GP and OKC areas, and all categories for BIL & POR areas?
Response: That is acceptable, you will need to identify this very clearly in your proposal and you must do so within Sections B.6.2 and B.6.3 of the solicitation.
6. In terms of Tribal documentation, what forms or paperwork will satisfy this requirement?
Response: Please contact the TERO office POC: Philip Good Crow (605) 867‐5167 for all tribal requirements.
7. I’m requesting the mechanical sheet because our team is reviewing the electrical scope, and under Scope of Work F. Ceiling Grid, it states to “refer to the Mechanical plan sheet M‐5 for quantity and location.”
I just wanted to confirm whether that sheet exists or if there’s an alternate reference we should be using.
Response: This should be in the _MECH as built drawings. M‐5 is a sheet in that attachment. Please refer to Amendment 04 on how to request as built drawings for the Kyle HC.
8. Our bank requires the government to submit the financial reference request via a secure portal at www.confirmation.com. Can the government request our financial information through this online portal instead of us submitting the attachment?
Response: The Government will not be utilizing the third‐party platform www.confirmation.com to purchase and obtain banking information.
The solicitation requirement for financial information remains unchanged. Offerors are responsible for ensuring that the required documentation is submitted as part of their proposal, by whatever lawful and feasible means their financial institution allows.
Determine if your bank can provide the financial information directly to you through confirmation.com; if so, you may include the resulting documentation directly in your proposal submission to the Government.
You will still need to fill out the top half of Attachment 4, Financial Institution Reference Sheet and submit that along with this documentation.
