QUESTIONS AND ANSWERS

Answers to the following questions are as follows:
1. Solicitation section H.18 COORDINATION OF TRADES states "The contractor shall have a competent and registered engineer to coordinate all fieldwork and shop drawings of the various trades prior to installation and for submission of coordinated shop drawings for approval" Question: Is the Government requiring a "registered engineer" to coordinate filed work and shop drawings or can this work be performed by the project superintendent?
Response: A registered engineer is only required if specified in the task order’s Statement of Work;
otherwise, the project superintendent may perform the coordination.
2. Please confirm for the seed project that one contractor individual can fill the position of the superintendent, safety officer, and quality manager.
Response: For the purposes of this seed project, a site superintendent may also fill in the positions of safety officer and quality assurance. Individual task orders will specify how key personnel positions should be filled.
3. Please confirm if the seed project is a design build project. The SOW doesn’t indicate anything about design requirements. If design‐build what are the design submission requirements?
Response: The Seed project is not a design‐build project. No design is required for this project.
4. If proposing as a teaming arrangement the solicitation indicates “teaming proposals shall clearly identify the roles and level of participation of each firm in the proposed work and shall include the Small Business Administration approval of Small Business status of the offering business entity.” The SBA doesn’t approve teaming agreements. Please advise.
Response: This is correct. The SBA does not approve teaming agreement. However, the solicitation is not requiring SBA approval of the teaming agreement; rather, it requires the offering entity to submit proof of its SBA‐approved small business status.
5. Can past performance be utilized by both team members if contemplating a teaming agreement?
Response: Yes
6. Can a business that is considered a small business provide two proposals? One as a small business and another proposal as a team member of an ISBEE teaming partner.
Response: This is allowable. Each submission will be evaluated independently, but offerors should be mindful of potential Organizational Conflict of Interest concerns.
7. Solicitation indicates “Relevant and recent experience with design‐build projects for healthcare or related facilities where the Offeror performed all Mechanical/Electrical/Plumbing (MEP) design activities in‐house.” To be considered in‐house does this mean that the designers are employees of the offeror or can outside consultants/design firms be considered in‐house if design services were subcontracted by the offeror?
Response: The designers must be employees of the offeror.
8. Should design team members be identified in the offeror’s proposal.
Response: Offerors may either identify design team members or explain how subconsultant design services will be obtained in their technical proposal; this information must be included under Factor 3(a)(5) to achieve a “Satisfactory” rating. Offerors may also identify their design team in Factor 1 when design‐ build projects were performed entirely in‐house for MEP design.
9. In the RFP – Section K – it goes from K.1, K.2 then skips to K.6. Please clarify if K.3, K.4 and K.5 was meant to be omitted.
Response: Section K.6 is renumbered to K.3.
10. And there is no listing for Reps and Certs to be inserted into the Price Proposal. If you do want them included, can I just place them in the back of the price proposal?
Response: Reps and Certs are not a required submittal for this solicitation. However, firms should ensure that their Reps and Certs are current and active in SAM.gov.
11. See attached Attachment 2 – Contractors Surety Information. Reference the below line item, copied and pasted from Section B, noted in italics.
“What is the contractors rating?_____________________”
Are you asking for the contractor’s bonding rates? Or are you asking for the surety’s rating (i.e., A.M.
Best rating of A)? Please review and clarify.
Response: Some surety companies have provided us with an overall assessment of the firm using their own rating system. Usually it’s based on the contractor’s financial strength, credit history and/or track record on bonded projects. We do not need the surety’s AM Best Rating.
12. Are project specifications (specification book) for the seed project intended to be included as part of this solicitation? None were provided.
Response: A specification book is not included; the seed project is defined by a Statement of Work and drawings, which provide the necessary information for proposal preparation and reflect the type of documentation to be expected under the MATOC.
13. Wage Determination does not include wage rates for the following required by RFP: Flooring installation, window installation, ceiling installation. Is laborer, carpenter or painter to be used in place of these trades?
Response: Contractors should assign employees to the most appropriate listed labor category based on the work performed; if no existing category is suitable, you may submit an additional classification request (conformance) through the contracting officer for Department of Labor (DOL) approval.
14. Contractors Staff requires superintendent onsite at all times, please provide staffing requirement for
QCM/SSHO.
Response: See response to question #2 in this amendment.
