1. What NAICS Code will be awarded for this MATOC?
Response: The primary NAICS for the MATOC is 236220, Commercial and Institutional Building Construction. However, task orders may be issued under this NAICS or any of the other NAICS identified in the solicitation.
2. Do you want Design Experience (from a design partner) as well as Construction Experience. If yes, how many of each?
Response: Specific Design Experience from a subconsultant or design partner firm is not required.
However, if submitting a design‐build project for Factors 1 and 3, please identify how design services were performed.
3. Can as‐built drawings be provided for the seed project?
Response: The As‐Builts are provided as attachments to this amendment.
Due to size limitations, the as‐builts cannot be uploaded to SAM.gov. Please send a request to matt.sanders@ihs.gov to request a download link for the as‐builts via IHS Secure Data Transfer Service.
4. Will the Government consider individual executive past performance (e.g., Executive Leadership, Program Manager or other Key Personnel) and allow it to qualify as company experience for evaluation purposes?
Response: Company experience must be demonstrated through recent and relevant projects performed by the submitting entity (or entities in a joint venture/teaming arrangement). Individual experience gained while employed at other companies cannot be submitted or evaluated as company (offeror entity) experience.
5. Are the existing lights to be reused or installation of new? SOW and Drawings do not state which.
Response: A separate contract has been awarded to replace most of the light fixtures. The light fixtures are 2x4, so the ceiling grid must accommodate these. See Updated Attachment J5.3 SOW.
6. Drawings and SOW do not provide a case work layout for demolition; will one be provided or verify count at site visit?
Response: The existing casework measurements and layout are the same as the new install, minus the two nurse stations (RM313 and RM406) and the provider desks in the exam rooms.
7. Store Front dimensions not provided, only locations.
Response: Refer to plan sheet A‐15.
8. Need bldg sizes provided, or take off done at site visit?
Response: No as‐builts for the administration building, approximate SF added to SOW. Contractor to verify before ordering materials. Updated Attachment J5.3 SOW.
9. Can specifications be provided for lighting protection system?
Response: See page 19 of the Electrical plan sheets.
10. No sizing provided on beams and wood ceilings or sprinkler system.
Response: Updated SOW. See Attachment J5.3
11. Painting the fire suppression system white, is the code requirement for red bands every 20 feet going to be waived?
Response: Not required. The sprinkling piping can be painted. The sprinkler heads and escutcheon cannot be painted.
12. Reference SOW para P. No electrical room location provided, no control box location provided.
Response: Updated SOW. See Attachment J5.3
13. Reference SOW para Q. Please provide example.
Response: Updated SOW. Refer to the signage example in as‐built drawings.
14. Please provide as builts of the existing MEP. Case work with sinks will require sanitary and water rough in.
Response: Provided. Sanitary and water are existing, new stainless‐steel sinks is all that is needed.
15. Installing a new ceiling system requires at minimum removing and reinstalling grills and registers in the HVAC system. This is not mentioned in the SOW or Drawings; is the intent to reuse or replace new?
Response: Updated SOW. See Attachment J.5.3. Replace with new, both supply and return.
16. Paint all walls and ceilings, are walls to be repaired to level 4 finish before paint? Pin holes damage etc no guidance provided.

17. Replace acoustical ceiling, no HVAC/Sprinkler/occupancy sensor/Telecom or Fire Alarm shown; need this layout and count.
Response: Provided as builts.
18. Does the new case work need any power or telecom at work station locations?
Response: No
19. 2.06 states to demo walls back to studs. Drawings and SOW do not provide direction on new wall type, insulation, drywall type, finishes.

Response: No. Install new materials in the same locations.
22. What is located in the area for the synthetic lawn? Natural ground? Concrete? Preexisting turf? How do install Drainage for the synthetic lawn; no civil drawings provided.
Response: Natural ground. Positive drainage away from the building foundation.
23. Seed project information calls out lighting deficiencies and a requirement for duct cleaning not called out the in SOW or Drawings.
Response: Delete the reference to duct cleaning in the RFP Section L.14.1.b. This is not required.
24. Is the work area currently furnished? If so, who is responsible for relocating and storing furniture?
Response: Yes. The entire facility is currently operational. A phasing plan will need to be drafted by the contractor to encompass areas where relocation may be necessary. The contractor will be responsible for the moving and storing of existing furniture, such as desks, if not relocated during construction.
25. Will the work area be occupied during construction? If so, is there a phasing plan to ensure work can be completed in the allotted time?
Response: See response to question 24. The phasing plan is a required submittal after award of the task order.
26. Ceiling heights are not provided for any room ceiling heights needed to accurately price painting.
Response. Provided in as‐builts
27. Are there any fire rating requirements for doors walls or penetrations?
Response: Door 412 is the only required fire door. 45‐minute rating. Refer to A103 for location.
28. Reference Door Schedule: 313 coiling: where is power being provided from?
Response: Currently, no coil door is installed. Refer to electrical schedules. Panel EE, NE, NG, ED, and ND are all in proximity.
29. Does the contractor remove, store, and reinstall the 2 8ft benches or demo and replace with new?
Response: Replace with new.
30. Does the contractor remove, store, and reinstall the Flag pole or demo and replace with new?
Response: Replace with new.
31. Window sizes not provided, are there asbuilts that show current sizing?
Response: Refer to plan sheet A‐15.
32. Are there any asbuilts showing bldg elevations? Elevation to determine correct equipment for material access to roof.
Response: Refer to plan sheet A‐2.
33. Roof elevations and asbuilts needed to determine roof access for workers?
Response: Refer to plan sheet A‐2 and A‐3.
34. There are power requirements for toilets, urinals and faucets. Where is power being provided from?
Response: This is battery provided.
35. Is Bldg power 3 phase or single phase?
Response: 3‐phase 208V
36. Please provide a user occupancy of male and female employees as well as anticipated customers so temporary services can be correctly priced.
Response: This information is not needed.
37. Will this project require temp offices for contractor and GV inspectors?
Response: No
38. Will contractors staging area require fencing?
Response: No. Would like to see a storage container to be able to secure materials.
39. Please provide dates for winter exclusion as this will affect roofing windows exterior doors concrete and turf work.
Response: The current 365 calendar day period of performance incorporates winter weather months, as it is assumed that exterior work can be completed during warmer months and interior work can be completed in winter weather conditions.
