C. Extend the due date for proposals from 31 October 2025 to 7 November 2025. The due time remains unchanged at 2 PM Pacific Time.
D. Answers to the following questions are as follows:
1. Section L states that the seed project is a 100% Small Business set‐aside. If, following evaluation, the Government designates the Great Plains Area as an ISBEE set‐aside pool, will the seed project be awarded only to an ISBEE firm? If so, please clarify whether non‐ISBEE Small Businesses that submit proposals and are evaluated as providing the best value would remain eligible for award of the seed project.
Response: If the Great Plains Area is designated as an ISBEE set‐aside pool after technical evaluations, the seed project will also be awarded only to a qualified ISBEE firm that received a MATOC for the Great Plains area. If the Contracting Officer determines that a fair and reasonable price cannot be achieved within the designated ISBEE pool, the Government reserves the right to award the seed project to a qualified non‐ISBEE Small Business in accordance with the Buy Indian Act (25 U.S.C. § 47) and HHSAR 326.603‐1. Any such qualified non‐ISBEE firm must be willing to accept the project for the Great Plains area.
If the Great Plains Area is not designated as an ISBEE set‐aside, the seed project will be awarded to the qualified Small Business offeror that provides the best value to the Government, consistent with the evaluation criteria stated in the solicitation.
The Government notes that the seed project represents a unique, one‐time evaluation and award requirement used to establish the MATOC contracts. Following MATOC award, all future Task Order Requests for Proposal (TORFPs) will be issued and competed solely among the contractors within each designated Area pool in accordance with its final ISBEE or Small Business designation.
2. Per the Bidding Documents, it is hard to tell if there is any work regarding the following trade package: Is “Telecom Infrastructure” need to be included as part of the Seed Project scope of work, or will that be handled separately?"?
Response: No. The nurse stations will be the only locations that require data and electrical connections.
3. Per the Bidding Documents, it is hard to tell or not stated if there is any work regarding the following trade package: Do any of the existing fire extinguishers/cabinets need to be removed and replaced? If some do need replacing, do we just use the existing ones or purchase new ones? If they are to be replaced, please provide information on the size and styles wanted.
Response: No
4. Per Amendment 0006, the Attachment 5.2 Price Schedule was updated, but we have a question regarding two CLIN’s on this form, 8 and CLIN #15. Both of these are unclear as to what is indicated on the plan sheets they are referenced to, and what should be put in these two bid items. Please clarify what Doors‐Frames‐Hardware as listed below should go into which bid item?

a. CLIN #15 has “8” JOB, should this be “1”?
b. CLIN # 8 has “46 ea.” listed below, but plan sheets A103 & A121 add up to?
c. Plan sheet A103 has a count of 23 ea. ‐Doors‐Frames‐Hardware as per “08‐01 Install Doors per the Door Schedule and SOW.
d. Plan sheet A121 has a count 33 ea.‐Doors‐Frames‐Hardware as per “08‐01 Install Doors per the Door Schedule and SOW.

5. With the ongoing government shutdown, what is the possibility of this MATOC being delayed or defunded?
Response: The government shutdown will not affect the award of this MATOC.
6. What is the steel gauge of the metal studs required for the framing?
Response: 20‐guage
7. Can you provide more detail on concrete requirements (PSI, reinforcement requirements, etc)?
Response: 4,000 psi at 28 days. Same thickness as existing. Concrete joints. ABA/ADA ramp with detachable warning. Curb and Gutter detail will be provided later. Broom finish. No reinforcement unless existing.
8. What is the requirements for the bedding/media/fill material for the turf?
Response: Manufacturers' recommendations to be followed.
9. Does the underlayment/decking need to be replaced with the roofing?
Response: Unknown at this time. If not structurally sound, replace as needed.
10. Is there onsite storage for equipment/desks/etc that need storage during work, or will that be contractor provided?
Response: No. Would like to see a storage container to be able to secure materials.
11. Are the door frames grouted?
Response: Unknown if not stated on as‐builts
12. What make/model for cabinetry was used for the design?
Response: Midmark. Refer to section 2.G in the SOW.
13. For the Tipi roof, do the existing end pieces need to be wrapped/replaced with new metal?
Response: Yes. Regal Blue color.
14. Is there a preference for the bathroom accessories (toilet paper, bars, etc)?
15. Since there is no identified or decided on signage, can you provide a budget number for the bid to provide equality amongst bidders?
Response: Approximately 125 rooms and 5 exterior signs.
16. Will cutovers and shut offs for any utilities or services be required after hours?

Response: Preferably but will depend on the ICRA and PCRA documents and which areas will be affected.
17. Is any attic stock required after ACT installation?
Response: 5 boxes
18. All exterior doors are to have automation products, But they don’t list it out, will all that be by others?
Response: See updated Construction Drawings Amendment 09
19. Reference spec’s for the wood doors and it says see updated door schedule, it looks like it is still White Maple?
Response: Select White Maple Alpine AL18 or equivalent
20. Replaced windows, are they all aluminum?
Response: Yes, black in color
21. For the hardware groups we are just going by what is called out on the door schedule in the hardware column?
Response: Yes, those are the Make of what was installed on the Pharmacy project, and the other doors will need to match.
22. Please clarify where to find opening I1, 301 & 302B? they were added to the door schedule but the floor plan they included in the addendum doesn’t show rooms I1 or 301, and room 302 only shows the one door, not a second one.

23. There are several drawings referenced in the revised Statement of Work for the Kyle Health Center Modernization that were not included in the Amendment 08 updated construction drawings, Please advise.

Item 2N – Signage Example Will the preferred exterior signage be monument type, post and panel, or mounted to building?
Will this signage be lighted?
Response: Signage example provided. Only an example and will be used as a basis of design.
Exterior signage will not be mounted to the building. Could be a monument type with post and panel, both lit. Dependent on design.

25. The SOW does not reference removing and replacing the countertop and sinks in the main bathroom. Should these tasks be priced into the bid?
Response: SOW updated. Yes, bid on these. CLIN 022.
26. Are contractors expected to replace the light fixtures in the solid‐surface ceiling areas? The SOW only specifies new fixtures in the suspended ceilings.
27. The plans call for the removal of the existing ceramic tile on the walls to be removed but do not specify a replacement. What is desired by the Government here?

28. The plans provide call for corner and wall protectant. What is the height of the corner protectant?
What material is desired stainless steel or plastic?
Response: Same height as wall protection. Same material as wall protection.
29. Are there any third‐party inspections required, e.g., for rebar/epoxy, etc.?
Response: No, the government will provide inspection.
30. Is testing required for concrete cylinders and/or soils and compaction?
Response: Yes for both
31. The SOW calls for a new flag pole, Will this need new lightning ground rod protection?
