Answers to the following questions are as follows:
1. Is the 75% performance completion requirement for IDIQ contracts, or is this requirement specific to individual task orders?
Response: Both would be acceptable.
2. Section B.4 of the RFP states, “the small business contractor whose proposal is considered the best value will be awarded the seed project.” IHS areas of performance in Section B.6.3, allows offers to select which areas they are interested in performing in. How will the seed project be awarded to the best value contractor, if this offeror did not select “Great Plains” as a performance location of interest?
Response: Reference Section M.4.1 paragraph c, “If the seed project is awarded to an offeror who did not wish to receive task orders in the Great Plains Area, the offeror may decline the task order, which will not be counted against the contractor when the Government is considering off‐ramping procedures. In this case, the award will be offered to the contractor who offered the next best value to the government until the task order is accepted.”
3. Will the Government consider making the Seed Project a “Sample Project” due to unfair competition for those contractors who are not selecting South Dakota (Great Plains) as a performance location of interest?
Response: The Seed project will remain as such at this time.
4. We would like to request clarification regarding the seed project in Kyle, SD. Specifically, if we submit pricing for the seed project, would that automatically make us eligible for award of that project: …..we do not believe we can be competitive in that location and would prefer not to be considered for the seed project.
Response: See Response to Question #2. However, please keep in mind that all offerors must submit seed project pricing so the Government can evaluate each offeror’s price for reasonableness under FAR 15.404‐1. Submission does not obligate an offeror to accept award if they did not elect the Great Plains Area; in that case, the offeror may decline without penalty and award will be made to the next best‐value offeror. The Government understands that firms unable to accept task orders in the Great Plains Area may not be competitive and that their pricing will reflect higher costs due to distance and other such factors. We are not seeking to award at an unreasonably higher price, but rather to confirm that pricing submitted is reasonable for the circumstances.
5. It states that the limit for past performance is 500K to 5,000,000.00 – One of our relevant experiences is over the 5 million by a small amount would it be considered?
Response: The government will evaluate projects over $5M on a case by case basis. We do not anticipate rating relevant projects over $5M less favorably. However, projects under $100K may be rated less favorably. It is noted that the range is the question is incorrect. The range is between $100K and $5M.

6. Please clarify that when PPQs or CPARs are included in the proposal, that they are outside the page count restrictions. And if so, shall they be added as attachments separately or is it okay to insert in the proposal?
Response: Correct, PPQs and CPARS do not have a page restriction. The only page restrictions in Factor 2:
Past Performance is the narratives addressing adverse past performance ratings (limit 2 pages per project). All documents should be included in your proposal.
7. Please clarify if you will accept previously completed PPQs that are on this same form?
• The PPQ (attachment 1) states on page 2 of 5 in the NOTE at the bottom of the page “AND MAY
DUPLICATE THIS QUESTIONNAIRE FOR FUTURE SUBMISSION ON IHS SOLICITATIONS”
• RFP Page 77 instructions for L.14.2.2 Factor 2: PP ‐ …. Offerors shall not include or reference PPQs previously submitted for other RFPs.
Response: PPQs must be submitted on the forms specifically identified for this solicitation. We will not accept PPQs submitted for other RFPs in this solicitation.
8. Are there any Liquidated Damages for the Seed Project? I do not see any listed.
Response: There are no Liquidated Damages for the Seed Project.
