Borings taken are relatively far from location of work and are not believed to accurately depict soil conditions to be encountered on this project. Please advise if additional information is available. If not, please note that there is potential for additional costs for slowed production on piles/tie-backs due to the possible presence of rip/rap and rockier conditions at the locations of the actual work location. It is recommended that the pricing schedule be amended to include unit rate costs for drilling through harder material than shown in the boring logs.
Answer: See attached Geotechnical Report and Appendix B for more borings and other information.
PPI 009
Please provide sign-in sheet from the site walk held on 06/06/24.
Answer: The last page of this Amendment 0005 document contains the sign in sheet. (Page 17)
PPI 010
Please provide a full geotechnical report for the investigation performed as part of borings B1-B6.
Answer: See Amendment 0005 Attachment Geotechnical Report. This file will be uploaded w/ Amendment 0005 to SAM.gov also.

Subcontractor market is requesting additional time for bidding following the site walk. Please extend the bid proposal due date by 3 weeks to 07/19/24.
Answer: The proposal closing date has been extended by 2 weeks as result of this Amendment.
The Price Proposal due date of June 28, 2024 on Page 1 (Cover Page), Page 5, and Page 17 of the Task Order Announcement is hereby updated to Friday July 12, 2024 at 2:00PM Pacific Daylight Time (PDT).
PPI 012
Section 31 41 16 – 2.4 of the project specifications clearly states that a hydraulic press-in machine should be used for the sheet pile wall installation for this project. The rip rap and steep slope site conditions will make this extremely difficult / cumbersome. Assuming the reasoning for using the press-in method is due to concerns with resonant vibrations affecting the surrounding soils/structures, consider allowing use of a Variable-Moment Driver/Extractor for this scope. These machines are intended to be used within close proximity to existing buildings and have no amplitude, or moment (energy), when the hammer is being started and stopped. Please advise.
Answer: The hydraulic press-in method will be used as specified.
PPI 014
The “upper retaining wall” is labeled as a bid option in S-100 and S-102. Details for this retaining wall are included on S-103, but S-103 does not reference this area as a bid option. Please confirm ALL work included on S-103 is to be included in bid option 1.
Answer:
Drawing S-102 As per the Drawing S-102, the following statement is hereby deleted:
"PROVIDE UPPER RETAINING WALL" BID ALTERNATE SHOWN. SEE CG100 FOR
INFOR MATION ON "NO UPPER RETAINING WALL "BID ALTERNATE WHICH
INCLUDES NO STRUCTURAL WALL SCOPE IN THIS UPPER AREA.
The statement above is replaced by the following:
"PROVIDE UPPER RETAINING WALL" BID OPTIONS SHOWN. SEE CG100 FOR
INFORMATION ON "NO UPPER RETAINING WALL "BID OPTIONS WHICH INCLUDES
NO STRUCTURAL WALL SCOPE IN THIS UPPER AREA.
PPI 015
Bid option 2 is for “no upper retaining wall.” Base item indicates “provide shore erosion wall and base site civil improvements, excluding site grading and upper retaining wall area described in option 1 and option 2.” Grading & Drainage plan CG100 includes note 7 and 10 referring to the upper retaining wall, however there is no limits of disturbance to verify the extent of grading the should be included under option 2, and excluded under the base item. We are assuming base item excludes all work in this area, but please provide the extent to which grading should be considered for option 2 and base item.
CD100 Demo plan includes a section for clear and grub and fence removal – is this the extent that should be excluded from the base item?
Answer: The upper retaining wall bid options include the "NO UPPER RETAINING WALL" BID OPTION, and the "PROVIDE UPPER RETAINING WALL" BID OPTION. Only one will be awarded with the base bid. The limits of disturbance for both bid options are shown on CG100 as a "dash-dot-dot" line. Both bid options include the removal and replacement of the fence shown on CD100 and CS100 respectively. The limits of disturbance for the "PROVIDE UPPER RETAINING WALL" BID OPTION extend to the edge of pavement at the parking lot. The limits of disturbance for "NO UPPER RETAINING WALL" BID OPTION extend approximately 10' past the edge of pavement. The BASE BID grading extent at the southwest portion of the site goes up to approximately Elevation 30.0 where the new slopes conform to the embankment.
PPI 016
In Specification Section 31 41 16 Metal Sheet Piling, we find no mention of coating requirements. If the metal sheet piling is to be coated, please specify what the product to be used is and in what specification section this is located.
Answer: The metal sheet piling is to be uncoated. Pile sizes have been increased to account for long term corrosion.
PPI 017
In the specifications for this project, we noticed that the contract completion time period is stated as 884 calendar days from the award date. Could you confirm that this duration is correct?
Answer: Base item duration shall be amended to be 400 calendar days.
If Option 1 is awarded, add 43 calendar days to 400 calendar days.
If Option 2 is awarded, add 28 calendar days to 400 calendar days.
If Option 3 and/or 4 are awarded then POP will be extended to the end of the In Water Work Window (IWWW) Feb 15th, 2026.
The period of performance of 884 calendar days as noted on Pages 4 and 19 on the Task Order Announcement (TOA) is deleted and replaced with 400 calendar days.
PPI 018
We acknowledge Appendix B – Permits (single page table of contents) is a placeholder that indicates to the bidding contractors which Permits have been initiated, but not received/authorized yet. No anticipated dates are included on this page. Will contractors receive copies of these permits prior to the final bid submission date? If not, please confirm that constraints not identified at the time of bid, but included within future permit language, shall be considered a changed condition where the contractor’s Cost and Time impacts will be payable.
Answer: See PPI 007. We are confirming that if any agencies impose permit constraints which are not part of contract documents, this shall be considered a changed condition.
PPI 021
Specification Section 01 14 00 1.1.4 – “Occupied and Existing Buildings” includes a statement that describes the effort to remove and relocate government property in areas of the “site areas, bridgeway, and floating dock.” Regarding the “bridgeway,” please clarify the effort the USCG plans to perform.
See Keynote A on WD101 which indicates to “REMOVE, SALVAGE, AND REINSTALL BRIDGE SUPERSTRUCTURE.” Drawing WD-402 further clarifies the segment of the Bridge Superstructure to be removed (Bent #2 back to the Concrete Retaining Wall). Will the USCG be performing any of the removing, salvaging, and reinstalling? Or is the entirety of this effort to be performed by the contractor? If so, this instance would conflict with 01 14 00, 1.1.4. Please confirm.
Answer: Government will remove any portable equipment which may be in this area, Contractor to perform remaining.
Contractor will provide 2 weeks written advance notice to the Contracting Officer and COR prior to starting work.
PPI 022
Specification Section 01 14 00 1.1.4 – “Occupied and Existing Buildings” includes a statement that describes the effort to remove and relocate government property in areas of the “site areas, bridgeway, and floating dock.” Regarding the “floating dock,” we assume this to mean that USCG will relocate the floating dock prior to scheduled activity for removing old piles and driving and concrete filling the new steel pipe piles. Please confirm the contractor shall not include any effort to remove floating dock and shall expect the necessary surface water space to perform its work.
Answer: Government will not remove floating dock. Government will clear portable objects.
Contractor will provide 2 weeks written advance notice to the Contracting Officer and COR prior to starting work.
PPI 023
Specification Section 02 41 00, 3.1.2.1 – This paragraph indicates to not interrupt existing utilities serving occupied or used facilities. REFERENCE: Section 05 12 00, page 4 Sect 05 12 00 pg 4 says to provide the system in accordance with AISC 341 which is the Seismic Provisions for Structural Steel Buildings that requires welding and inspection per AWS D1.8 which we are not qualified for. AISC 341 specs can be found at https://www.aisc.org/globalassets/aisc/publications/standards/seismic-provisions-for-structural-steel-buildings-ansi-aisc-341-16.pdf it is full of QA/QC requirements. I’m surprised that they refer to AISC 341 since they do not require D1.8 welding in the General Notes on Sheets S-001 & S-101. Please Advise.
Answer: For the shoreline wall, welding to conform to AWS D1.1 per the General Notes on Sheets S-001.

Document: Specs Page: 206 Section: 31 41 16 Paragraph: 2.4.1 Section 31 41 16 Metal Sheet Piling requires the use of "Press-In Machine" for installation of sheet piling. This is not a practical solution as it will drive the cost of the project well above the Government's allowance. Paragraph 3.9 requires vibration monitoring, contradicting the requirement for press-in piles. Please confirm that sheet piles can be installed using traditional methods (i.e. sheet pile template, vibratory hammer, and impact hammer if needed). (Note: Section 31 62 16.13 Steel Pipe Piles allows for traditional methods for the pipe piles).
Answer: Please refer to PPI 052.

Document: Plans Section: WS001 WS001 includes notes for "Structural Steel Notes" and Coating System Notes". The Coating System Notes state "All steel except for piles to be hot dipped galvanized…" and the Structural Steel Notes stated "All structural Steel shall be coated in accordance with the specifications." Does this mean the sheet pile should be galvanized? If so, what would the limits be for galvanizing? If just a coating what would the coating limits be? Galvanizing the sheet piles would add significant cost to the project.
Answer: The sheet piles do not need to be coated or galvanized. Refer to sheet S-001 for notes on the sheet pile wall and the S drawing series.
The notes on sheet WS001 apply to the WS drawing series. For work that is depicted in the WS series: 1) the pipe piles shall be coated with a FBE system per the specifications, and 2) all other steel elements shall be hot dip galvanized per the project specifications.
