About this file

This document is an amendment to a federal construction contract for the U.S. Coast Guard Station Siuslaw in Florence, Oregon. The amendment updates various specifications in the Statement of Work, including requirements for vibration monitoring, pile driving methods, and geotechnical instrumentation. Key changes include:

  • Requiring continuous vibration monitoring with alarms, including at least three monitoring points along the north and south property lines.
  • Prohibiting burning holes above the cutoff length for lifting piles, and requiring spliced piles to have details submitted for approval.
  • Allowing simultaneous augering to assist with pile installation, but prohibiting soil removal.
  • Expanding the geotechnical instrumentation program to include more monitoring points around the site.

The related federal contract opportunity is a Design/Bid/Build construction project to correct shoreline erosion at the U.S. Coast Guard Station Siuslaw River in Florence, Oregon. This opportunity is only available to the successful offerors of the NMACC III Pool 1 contract.

PROJECT NO 13-5067032 IS AMENDED AS FOLLOWS:

SPECIFICATIONS

In section 01 57 19, Page 16, INSERT:

“3.13 VIBRATION MONITORING

Provide vibration monitoring throughout entire construction duration. See 31 14 16 - 3.9 VIBRATION MONITORING for specific requirements.”

In section 31 14 16 - 1.5.2

REMOVE:

“Lift piles to ensure that the maximum permissible curvature is not exceeded. Holes may be burned above the cutoff length for lifting piles into the leads. If there is evidence of pile damage during driving due to the holes, Contracting Officer may forbid the burning of holes. Do not damage piles when dragging piles across the ground or barge deck.”

REPLACE WITH:

“Lift piles to ensure that the maximum permissible curvature is not exceeded. No holes may be burned above the cutoff length for lifting piles into the leads. Do not damage piles when dragging piles across the ground or barge deck.”

In section 31 14 16 - 1.5.3

REMOVE:

“A pile driven below the specified butt elevation must be corrected by one of the following methods approved by the Engineer:

a. The pile is spliced (if approved).”

REPLACE WITH:

“A pile driven below the specified butt elevation must be corrected by one of the following methods approved by the Engineer:

a. The pile is spliced. Contractor to submit splice details to the Engineer for review and approval prior to installation in the field. Contractor's design for splice to be signed and sealed by a licensed structural engineer.”

In section 31 14 16 – 2.1

REMOVE:

“Submit detail drawings for sheet piling, including fabricated sections, showing complete piling dimensions and details, driving sequence and location of installed piling.”

REPLACE WITH:

“Submit detail drawings for sheet piling, including fabricated sections, showing complete piling dimensions and details, driving sequence and location of installed piling. Submit details of temporary grading or shoring as required for pile installation and proper alignment. Work shall adhere to the construction considerations provided in the Geotechnical Report.”

DATE: June 27, 2024 In section 31 14 16 – 3.3.1.2.a INSERT at end:

“Temporary grading or shoring as required for maintaining proper alignment shall adhere to the construction considerations provided in the Geotechnical Report.”

In section 31 14 16 – 3.3.1.2.c

REMOVE:

“Take adequate precautions to ensure that pilings are driven plumb. Where possible, drive Z-pile with the ball end leading. If an open socket is leading, a bolt or similar object placed in the bottom of the interlock will minimize packing material into it and ease driving for the next sheet.

If at any time the forward or leading edge of the piling wall is found to be out-of-plumb in the plane of the wall the piling being driven must be driven to the required depth and tapered pilings must be provided and driven to interlock with the out-of-plumb leading edge or other approved corrective measures must be taken to insure the plumbness of succeeding pilings. The maximum permissible taper for any tapered piling must be 1/8 inch per foot of length.”

REPLACE WITH:

“Take adequate precautions to ensure that pilings are driven plumb. Where possible, drive Z-pile with the ball end leading. If an open socket is leading, a bolt or similar object placed in the bottom of the interlock will minimize packing material into it and ease driving for the next sheet.

If at any time the forward or leading edge of the piling wall is found to be out-of-plumb in the plane of the wall, submit corrective measures to restore the plumbness of succeeding pilings to the Engineer for review and approval. Tapered pilings, if used, must interlock with the leading edge of the out-of-plumb pile for the full driving depth. The maximum permissible taper for any tapered piling must be 1/8 inch per foot of length.”

In section 31 14 16 – 3.3.1.2.e

REMOVE:

“Driving assistance using augering will be permitted as approved in the submittal process.”

REPLACE WITH:

“Driving assistance using simultaneous augering will be permitted as approved in the submittal process. The continuous flight auger attachment shall be used to penetrate ahead of the sheet piles while pressing in the sheet piles at the same time. The size of the auger shall be in accordance with equipment specifications as required to assist in pile installation and minimize the disturbance to the soil strata. Care shall be taken not to remove the soil.”

In section 31 14 16 – 3.3.2

REMOVE:

“Provide pile splicing information and details for Government review and approval prior to installation in the field.”

REPLACE WITH:

“Contractor to submit splice details to the Engineer for review and approval prior to installation in the field. Contractor's design for splice to be signed and sealed by a licensed structural engineer.”

DATE: June 27, 2024 In section 31 14 16 – 3.3.2.b

REMOVE:

“Cut holes in pilings for bolts, rods, drains or utilities in a neat and workmanlike manner, as shown or as directed.”

REPLACE:

“Cut holes in pilings for bolts, rods, drains or utilities as shown or as directed and meet the requirements for workmanship in accordance with Section 05 12 00 Structural Steel.”

In section 31 14 16 – 3.8

REMOVE:

“Prepare a geotechnical instrumentation program to monitor settlement and lateral movement of all permanent structures, utilities, and bluff slope during pile driving. The design and distribution of instrumentation must demonstrate an understanding of the need, purpose and application of each proposed type. Provide two monitoring point locations per building and two monitoring points at the stone/concrete retaining wall and storm facility. The monitoring points shall be on opposite sides of the building, with one point landside and one point riverside to assess any differential. The Contractor shall submit the proposed monitoring locations to the Engineer for approval.”
