About this file
This document is a notification from the U.S. Army Corps of Engineers (USACE) to the U.S. Coast Guard (USCG) regarding a Section 408 review for the USCG's proposed Covered Moorage and Shoreline project (NWP-2023-946) at the USCG Station Siuslaw in Florence, Oregon.
The USACE has determined that the proposed project, which involves removing and rebuilding a covered moorage in place, does not constitute an alteration to a USACE civil works project. The new design is similar to the original, and the project area is located in a stretch of the Siuslaw River where dredging is infrequent and only performed upstream. Additionally, the proposed construction location holds depth naturally below the project depth of 16 feet, and there are no federal levees within the vicinity of the project. Therefore, the USCG's Covered Moorage and Shoreline project will not affect a USACE civil works project, and no further action is required under Section 408.

Kirsten:
Section 408 has reviewed 0275-FY24 USCG’s application for the proposed Covered Moorage and Shoreline project (NWP- 2023-946) and determine that there is No Alteration to a USACE Civil Works project. The proposed project consists of removing and rebuilding a covered moorage in place. The new design is similar to the original, but closer to the FNC. Within this stretch of the Siuslaw River, Cannery Hill Reach, dredging is infrequent and is only performed upstream, (approximately 0.5-mile) from the project area. Further the proposed construction location holds depth naturally below the project depth of 16-feet, therefore, no impact to navigation. There are no federal levees within the vicinity of the project. Therefore, the USCG’s Covered Moorage and Shoreline project will not affect a USACE civil works project.
No work can commence on this project under the Regulatory permit is issued.
Any questions please let me know. Otherwise, consider this your notification of Section 408 no alteration.
Thank you, Sally
