C. ANSWERS TO OFFEROR QUESTIONS:

PPI 013

A separate file labeled “USCG Siuslaw Drawings 100% Wall Plan” is included in the solicitation. This appears to be the same files that are already included under the file “USCG Siuslaw FINAL Drawings 2024.04.16”. Please advise if the “Wall Plan” file has any differences from the drawings in the “FINAL Drawings” file, and which set of S-001 – S-102 drawings should be utilized. Please advise if “USCG Siuslaw Drawings 100% Wall Plan” should be disregarded.

Answer: The "USCG Siuslaw Drawings 100% wall Plan" was sent out by mistake, disregard that file that includes 4 dwg sheets.

The drawings labeled "USCG Siuslaw FINAL Dwgs 2024.04" include the correct version of the wall plans and should be followed.

PPI 019

Specification Section 01 14 00 – “Work Restrictions” does not clearly identify any working constraints regarding the in-water work. We see no time constraints for our construction in dealing with environmental windows, such as fish window limitation. Will there be any for this project and if so, where are we to find this information in the specifications?

Answer:

In Section 01 14 00, page 1 INSERT at end:

“1.1.1.1 IN - WATER WORK WINDOW

The in-water work window is NOVEMBER 1ST current year to FEBRUARY 15TH following year. Sheet piles and tie backs are to be installed above Highest Measured Tide (HMT) and are not considered in-water work."

PPI 020

Specification Section 01 14 00 1.1.4 – “Occupied and Existing Buildings” includes a statement that describes the effort to remove and relocate government property in areas of the “site areas, bridgeway, and floating dock.” Regarding the “site areas,” what items are being relocated by USCG? Does this include work per Notes 16 and 17 on CD100? What else?

Answer: USCG will move portable equipment/gear in the site area, the contractor is responsible for what is required on Sheet CD100 Key Notes 14, 16 and 17. see revised spec sections, and revised Key Notes

In Section 01 14 00, page 1

1.1.4 REMOVE: "The Government will remove and relocate Government property in the areas of the site areas, bridgeway, and floating dock scheduled to receive work, prior to Contractor work in the respective areas."

1.1.4 INSERT: "The Government will remove portable equipment in the site area as needed for the contractor to complete their work. The Contractor is responsible for all utilities running under the bridgeway to the waterfront area. The utilities may be down for the same 3-week period the bridgeway is allowed to be inaccessible. If Contractor need more than 3 week to disrupt bridgeway access and utilities to floating docks/covered mooring then temporary utilities will be re-established at the end of the 3 weeks until the utilities can be returned to their original condition"

Drawing Sheet CD100:

REMOVE: Key Notes 15, 19, and 20 INSERT: "New" Key Note 15: Contractor is responsible for maintaining all utilities down to the floating dock/covered mooring during work. Utilities may be disrupted for the same 3 weeks as the bridgeway disruption. At the end of the three-week disruptions utilities must be reestablished.

PPI 032

REFERENCE: Section 01 50 00, Paragraph 1.11 QUESTION: Section 01 50 00, Paragraph 1.11 Government access to the Covered Moorage and floating dock can only be restricted for a continuous period of no longer than 1 week. Would the Coast Guard consider extending this duration? The potential complete temporary removal of the Access Bridge and Pile for Crane Barge and Drilling equipment access on site would require a longer duration to complete the Erosion Wall. Please advise if temporary moorage of the Vessels is available elsewhere and if access can be restricted for several months to the covered moorage.

Answer:

In Section 01 50 00

1.11 REMOVE: "Any one continuous period of no access to either the covered moorings, the exterior float, or both, must be less than one week in duration and must be arranged with and approved by the COR or their representative with no less than 30 calendar days’ notice prior to the beginning of that loss of access."

1.11 INSERT:

“Access to the Covered Mooring and Floating dock may be restricted for a maximum of 3 consecutive weeks. If contract work requires the access to the mooring to be restricted longer than 3 weeks, the Contractor will provide alternate access as well as restore all utility services to the Covered Mooring/Floating dock structure.”

PPI 040

REFERENCE: Section 01 30 00, Paragraph 1.7.5 and Section 01 45 00, Paragraph 1.4.2.1 QUESTION: There are requirements for the Quality Assurance Manager in Spec Section 01 30 00 para

1.7.5 that indicate this person cannot also be the Superintendent or Project Manager, and that they must have at least 3 similar design-build project experiences. As this project is Design-Bid-Build, is the requirement to have similar design-build experience still necessary? Note that Spec Section 01 45 00 para 1.4.2.1 contains similar restriction on the Quality Program Manager not being the Project Manager or Superintendent.

Answer: QAM, PM, Superintended should have project experience of at least 3 similar project regardless of contract delivery vehicle. QPM may not be the same person as PM or Superintendent, however may be a shared responsibility as the SSHO.

Section 01 30 00 para 1.7.5 Remove: "Design-Build"

PPI 044

In-water work window is not specified in contract documents. Without permitting information, offerors cannot properly plan the schedule for the project. Please advise on the following:

a. In-water work window timeframe

b. Work to be considered “in-water” – specifically, is sheet pile work considered “in-water”? Are tie-backs considered “in-water”?

Answer: Reference PPI #19. See previous response.

PPI 046

Spec: 01 30 00 1.7.5: 1.7.5 Quality Assurance Manager (QAM) refers to experience with 3 design-build projects, however, this project is not design build. Please remove the design-build reference from the QAM requirements.

Answer: See PPI Response 40. Experience will be from similar project regardless of contract delivery vehicle.

PPI 074

REFERENCE: Section 05 05 23.16, page 3 Specs in 05 05 23.16 pg 3 call for an AISC Certified Shop – Category BU (Building Fabricator) and we are an AISC Certified Bridge Fabricator – Simple Bridge. It also calls for an AISC Certified Erect.

Please advise if an AISC Certified Shop is Required. If so, would a Simple Bridge Cert be acceptable?

Answer: Use of an AISC certified shop will not be required.

Use of an AISC certified erector will not be required.

In section 05 05 23.16, article 1.4.1, page 3:

REMOVE:

“Fabricate work in an AISC Certified Fabrication Plant, Category BU. Erect work by an AISC Certified Erector, Category CSE.”

Although the period for RFI’s has closed, we are requesting to be permitted to submit a question regarding the metal sheet piling (Spec Section 31 41 16; Drawing Sheets S-101, S-102, S-401).

There is only one source for the NZ28 steel sheet piling shown in the contract drawings. Please see attached a data sheet showing the PZC28 grade 60 steel sheet piling being submitted for consideration as a substitution. Please confirm that this pile and interlock style will be an acceptable approved equal for the project.

Answer: The proposed sheet piling is an acceptable substitution to what was specified on the plans.

All other terms and conditions remain unchanged. The Proposal due date IS NOT EXTENDED.

Offerors are reminded to acknowledge receipt of this amendment in response to the subject TOA.
