THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE
SOLICITATION:
Please provide further guidance on the project requirements related to potential impacts due to protected/endangered species within the work areas.
Amendment 0005, Summary of Changes, indicates that the IHA Application is still in process and was not provided to bidders. Requirements associated with the IHA Permit are currently not known. Unknown potential project delays resulting from protected/endangered species within the work areas is a project risk to the Contractor and the Government. Without clear direction from the Government, it is difficult to identify fixed costs, if any, related to these potential delays.
Please consider leveling the competing Contractor’s scope by establishing a basis that all Contractors should use to provide revised proposals.
In order to keep project cost to a minimum, we suggest the Government direct Contractors to assume no impact to the project resulting from protected/endangered species. Should this direction change during the performance of the contract the Government would address actual conditions with the Contractor at that time.
Answer: Draft IHA Application and Environmental Assessment are included in this amendment. The Contractor is responsible for meeting the requirements and recommendations for the draft IHA, Environmental Assessment, and other environmental documentation.
Include three (3) separate 4-hour work stoppages for waterfront work associated with endangered species in the Base Item on the Price Proposal Form. Assume in-water equipment is fully manned and mobilized during the three 4-hour work stoppages.
The Proposal Due Date has been extended. The due date for proposals is August 2, 2024.
All other terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment in response to the subject TOA.
