Q&A 70FBR226R00000016_0001 Page 8 of 12

#50 State Road PR-165 Suite 3

30. Can the Government confirm whether offerors may omit the solicitation drawings from the proposal submission to reduce file size and, in lieu thereof, provide an acknowledgment confirming receipt and review of the drawings.

Response: Refer to instructions in Section L Instructions, Conditions, and Notices to Bidders.

31. Can the Government confirm whether projects with a magnitude that exceeds the anticipated project value may be submitted as relevant experience and receive equal consideration during evaluation, provided the scope, complexity, and technical requirements are substantially similar to those required under this solicitation?

Response: Yes.

32. Can the Government clarify what information should be removed or blacked out in the redacted copy of the Technical Proposal. Specifically, please identify which elements are considered proprietary, confidential, or otherwise ineligible for disclosure and therefore should be redacted prior to submission.

Response: If any offeror inputs pricing information in its Technical Proposal, then all pricing must be redacted.

33. Can the Government specify the required type, performance criteria, and minimum sound attenuation ratings for the soundproof wall systems contemplated under this project. If multiple products or systems may be acceptable, please clarify the Government's evaluation process where Offerors propose different manufacturers, materials, or construction methods.

Response: The required sound attenuation performance is STC 35 to 40. The wall system shall be suitable for standard commercial office/basic separation use, rather than a specialized conference room soundproofing system. Offerors may propose commercially available wall systems that meet the required STC rating and SOW requirements. Proposed systems will be evaluated in accordance with the solicitation evaluation criteria.

34. Can the Government provide any available drawings, plans, specifications, details, reports, or other design documents associated with this project to better define the scope and performance requirements, in addition to the Floor Plan and SOW provided?

Response: The Government has provided the available project documentation with the solicitation, including the floor plan, SOW, and attachments. Additional documents are being provided through a solicitation amendment posted to SAM.gov. Offerors shall base proposals on the solicitation documents, site conditions, applicable codes, and amendments issued by the Government. If additional documentation becomes available, the Government may provide it by amendment.

Q&A 70FBR226R00000016_0001 Page 9 of 12

#50 State Road PR-165 Suite 3

35. If drawings and specifications are not available, please clarify how the Government intends to evaluate differing technical approaches, materials, construction methods, and manufacturer selections proposed by Offerors to satisfy the project requirements?

Response: The Government will evaluate offers in accordance with the evaluation criteria stated in the solicitation. Offerors are responsible for proposing technical approaches, materials, construction methods, and manufacturer selections that meet the requirements of the SOW, solicitation, applicable codes, and any Government-issued amendments. The Government will assess whether each proposed approach demonstrates a clear understanding of the requirement, satisfies the stated performance and technical requirements, and provides an acceptable solution at a fair and reasonable price. Any assumptions, exceptions, or deviations from the solicitation requirements shall be clearly identified in the offeror’s proposal and may be considered during the Government’s evaluation.

36. Can the Government consider procuring this project as a Design-Build effort? A Design-Build approach would allow qualified contractors to develop project-specific design solutions that satisfy the Government's performance requirements while reducing the risk of differing interpretations of the scope, pricing disparities between Offerors, and potential change orders during execution.

Response: The Government will not procure this project as a Design-Build effort. Offerors shall prepare proposals based on the solicitation requirements, SOW, drawings, specifications, attachments, site conditions, applicable codes, and any amendments issued by the Government.

37. Can the Government clarify whether any scope items have been removed, modified, or are no longer required?

If so, please identify the specific work elements that have been eliminated or revised so that Offerors may accurately prepare their proposals.
