Questions and Answers Dated 07/28/2023
Question 1: Would the FAA consider super capacitors?
Answer 1: Super capacitors alone will not be considered. Offeror's are welcome to provide a super capacitor option for each category but must also provide a battery option for consideration. The capacitor options will not be a consideration in contract evaluation. Offeror must not include pricing on the basis of capacitors.
Question 2. Attachment J.2, 2.2.1.3 (a) states “battery systems must include an ABM where directed by the FAA.” Please confirm that if an ABM is required, it will be priced separately through CLIN A0900 and not included in the battery pricing in CLIN A0500.
Answer 2. Correct, the price for ABM should be priced separate from the battery as part of the project-specific task order Request for Quote (RFQ). This reference is the spec where we would describe the monitor as a needed accessory.
Question 3. Attachment J.2, 2.2.2.1 (c) and 2.2.2a.1 for VRLA UPS battery strings state “Batteries must have 20 year design life.” The associated batteries specified in Attachment J.1, CLIN A0600, have a 10 year design life. Can Attachment J.2, 2.2.2.1
(c) and 2.2.2a.1 be changed to “10 year design life”?
Answer 3. Yes
Question 4. Attachment J.2, 2.2.2.1 (h) and 2.2.2a.1(g) require inter-tier and intercell connectors, terminal lugs and terminal plates, and electrical safety shields covering battery terminals and energized parts to be furnished with the VRLA battery. These items differ based on rack make/model, configuration, and breaker size and cannot be included in the battery pricing without site-specific information. If these items are required, please confirm they will be priced separately through CLIN A0900 and not included in the battery string pricing.
Answer 4. These components will not be part of clin A0900. Site specific information will be provided (or collected as part of a site survey). Vendor will submit pricing for the battery, straps, covers, terminal connected, etc on the project-specific task order RFQ.
Question 5. Attachment J.2, 2.2.3.2 (b) battery footprint requirements for length and height cannot be met by many of the systems specified in Attachment J.1, CLIN A0700.
Please advise on how to address this discrepancy.
Answer 5. These dimensions in the specs are intended to reflect maximum dimensions related to existing equipment deployed in the FAA. If a proposed battery cannot fit into these dimensions, please note the discrepancy in the submittal. The FAA expects to generally have more flexibility on these dimensions than is noted in the specs; however, the FAA needs to be alerted to the exceptions should they exist.
Question 6. Attachment J.1 CLIN A0900 requests pricing for C&C battery racks with breaker. Please specify the breaker size, breaker accessories, and cabling specifications.
Answer 6. Pricing is not required for Attachment J.1 CLIN A0900 (See section L.9). See Attachments J.2 through J.11 for equipment characteristics and technical exhibits.
Question 7. Attachment J.5, Line 5 and 6 are essentially the same. Should Line 5 price one 24V string of KCT-360 and Line 6 price two 24 strings of KCT-360?
Answer 7. See updated attachment J.5, changes are annotated in red font. Vendor will submit pricing on project-specific task order RFQ.
Question 8. Section F.1 (b) and (f) do not allow time to perform a site survey. To meet the delivery requirement of 15 weeks from receipt of the delivery order, the order would need to be placed immediately upon receipt. Battery lead times can exceed 15 weeks.
Can this time be extended?
Answer 8. Project-specific task order RFQ will determine actual schedule and allow for real-world considerations, such as supply chain issues, at the sole discretion of FAA.
Question 9. Attachments J.12, J.13, J.19, J.21, J.22, J,23, J.24, J.29 were not available on Sam.gov. Where can those attachments be accessed?
Answer 9. They will be uploaded to SAM.gov
Question 10. L.6 states that Offerors must provide one signed original of the proposal.
I wanted to make sure that refers to the electronic version, and confirm that a hard copy is not required.
Answer 10. Electric signature is acceptable. No hard copies.
Question 11. L.9 requests a single fully burdened ceiling labor rate for each applicable LH CLIN Type. It looks like the only LH CLINs are C0201 and C0202. Is that correct?
Answer 11. Yes, and applicable option years.
Question 12. The FAA will not consider performance on a newly awarded contract without a performance history or on any effort completed more than five (5) years prior to this contract’s solicitation date. However, the FAA reserves the right to review contract agreements and performance that are older than five (5) years. Please clarify?

Answer 12. The FAA will not consider performance (1) on a newly awarded contract without a performance history or (2) on any effort completed more than five (5) years prior to this contract’s solicitation date. However, the FAA reserves the right to review contract agreements and performance that are older than five (5) years.
Question 13. FAA Format - please have FAA explain what format/template does this mean?

Answer 13. See referenced attachments, J.24 in Section L.8.1.3 and J.3 through J.11 in Section L.8.2, for FAA format. Fill out referenced attachments.
Question 14. Submission of Section J, Attachment J.24 states 45-page limit at one location. But 9-page count in another, which is correct?

Answer 14. Each copy of Attachment J.24 is limited to 9 pages. The offeror may submit up to (5) copies of Attachment J.24 resulting in a total page limit of 45 pages for J.24 Attachments.
Question 15. PDF format required for Volume 1 and 2 submissions, but what about MS excel documents that are to be included in volume 2 like attachment J.3 through J.11 and J.27 can they remain as MS Excel format?

Answer 15: Yes
Question 16: Who are the incumbent contractors on the expiring IDIQ multiple award contact?
Answer 16. Applied Power Services, First Logistex Inc, Maetec Power Inc, Mesa Veterans Power LLC
Question 17. Under Attachment J.1 Pricing CLIN A0100 line 62-67 it notes Decom.
Please confirm if you want a decommission of the unit or remove and replace of the unit. If decommissioning, please provide specifics of what is being decommissioned. Is it a decommission of old and install of new?
Answer 17. Decom is part of the facility description, not a scope/contract requirement.
It is a VOR that has been decommissioned down to a Distance Measuring Equipment (DME) facility only. These are known as DMER (DME remaining) facilities.
Question 18. Where applicable, are technically equivalent products allowed in regard to the existing support equipment listed in J.11?
Answer 18. Attachments J.3 through J.11 list existing equipment. Proposed equipment must comply with the specifications listed in Attachment J.2. Equipment not complying with the specifications must be listed as either a deviation or exception in Attachment J.27 as described in L.8.2. FAA retains sole discretion on whether proposed equipment is compliant.
Question 19. If technically equivalent is allowed, please advise how you would like to see this listed on the submission?
Answer 19. Fill out Attachment J.3 – J.11 with proposed make and model.
Question 20. Can you please provide the wiring requirements for the Alber systems listed in CLIN A0900?
Answer 20. Alber (Vertiv) published these in their commercially available installation manual.
