FIRST: Since the mechanical room was not available during the site visit that was conducted on July 1, 2020, a site visit of the mechanical room only will be held on Tuesday, July 12, 2020 starting at 9:00 am. Attendees for the site visit should enter the Aeronautical

Center's main west entrance gate on South Regina

Avenue and proceed to the Security Command Center just inside this entrance. Service trucks will need to enter through the Commercial

Entrance on SW 74th Street. NOTE: During the site visit, the FAA will not be providing transportation to the Base Maintenance Building in order for potential offerors to view the worksite; therefore, offerors will be required to register their vehicles and provide documentation in order to travel to the Base Maintenance

Building. Due to COVID-19 pandemic, potential offerors are limited to one attendee ONLY at the site visit. Please, advise the

Contracting Officer (Cynthia Cooper, cynthia.cooper@faa.gov) in writing of your intent to attend by 5:00p.m., July 10, 2020. Telephone requests will NOT count as notification of attendance. Your request should include the name of the attendee, title of attendee, name of company and contact information to include phone number and email address. Due to the COVID-19 mandate restricting gatherings of 10 or less people, it will be necessary to conduct the site visits in shifts; therefore, it is very important that potential offerors notify the Contracting

Officer of your intent to attend the site visit as previously stated in this paragraph. At this time the FAA has already scheduled a site visit for 9:00 am and a second site visit for 10:00 am.

Depending on the number of responses, a third site visit may need to be scheduled.

THIRD: Potential offerors are reminded that SIR

Provision L.3 INSTRUCTIONS FOR PREPARATION AND

SUBMISSION OF PROPOSALS, paragraph (b) was specifically designed to say “Documentation shall be submitted electronically in accordance with

Section L, Provision 3.2.2.3-20. Clause

3.2.2.3-20 OFFERS (JAN 2018), paragraph (a) says

“The offeror (you) must submit responses to this

SIR by the following electronic means pdf version provided via email”. Potential offerors are advised that failure to comply with these instructions may result in your proposal not being considered. Potential offerors are further advised that there are size restrictions on attachments to emails that may be submitted in response to this SIR and are cautioned to not wait until the very last minute to submit proposals. QUESTIONS AND ANSWERS

JULY 9, 2020

Question 10: Specification 00 0102 Project information states Hazardous material removal is in our scope. However it does not elaborate on what the material is nor does it quantify the material. Could you please lets us know what this material is and approximately how much so we can properly quote?

Answer 10: FAA is performing the Asbestos remediation under another contract.

Lead-Based Paint removal/remediation is required to be performed by the contractor, and is addressed on drawing G-002, General Note 4. Please see attached Lead Paint Survey and attached floor plans.

Drawing AD100, Demo General Note 6, instructs the contractor to treat any PCB ballasts discovered, as hazardous waste. Presence of such ballasts is unknown.

We are not aware of any other hazardous materials in the building.

Question 11: In chapter 33 construction safety, there is a reference made to follow OSHA regulations and MMAC policy (33-2). Can you please inform us as to the MMAC safety policy for construction projects?

Answer 11: The Reference is to FAA AC Order 3900.21, Chapter 33, Section 2, which states that “all” personnel including construction contractors must adhere to the Construction Safety requirements in Chapter 33 of the order. Please see attached FAA AC Order 3900.21, Chapter 33 and referenced FAA AC Order 3900.19 Chapters 13 and 17.

Question 12: The mechanical and electrical sub-contractors are required to submit past performance surveys (or questionnaires). To whom do they submit them? Our discussion at the site lead me to believe that the General Contractors would submit ONE electrical PPS and ONE Mechanical PPS with our bid package. Please confirm.

Answer 12: The FAA envisions that the general contractor will decide who will be their mechanical and electrical subcontractor prior to submitting their proposal in response to this SIR. Provision L.3 of the SIR entitled Instructions for Preparation and Submission of Proposals, paragraph (f), Section II – Past Performance Information, states that the Offeror, along with their Mechanical and Electrical subcontractors, will send PPS to clients who are familiar with the work demonstrated through previous contracts of a similar nature. This paragraph also states that Offerors shall request a minimum of two

(2) with a maximum of four (4) Past Performance Surveys as a general contractor as well as a minimum of two (2) with a maximum of four (4) Past Performance Surveys for their mechanical subcontractor and a minimum of two (2) with a maximum of four (4) Past Performance Surveys for their electrical subcontractor. All completed PPS’s shall be submitted directly to the contracting officer at cynthia.cooper@faa.gov.

Question 13: Referencing the term mechanical contractor: Do BOTH the plumbing and HVAC sub-contractors need to submit a past performance survey or only the HVAC?

Answer 13: If the general contractor has selected a subcontractor that will be performing the plumbing portion of the contract and a separate subcontractor performing the HVAC portion of the contract, then PPS’s will be required for both subcontractors.

Question 14: The HVAC Duct Specification 230713 only list the outside air ducts and mixed air plenums to received insulation, what is the intent for the supply, return air & exhaust?

Question 15: The HVAC Equip. 230716 & HVAC Piping 230719 list the equipment and piping systems but no schedule of materials or thicknesses, can this information be provided prior to bid?

Question 16: Mechanical and Electrical Subcontractors are requesting a site visit to look at the basement area of the building. We understand that this area is still being abated and that access to this area was unavailable during the initial walkthrough. We request an additional walkthrough to this area and additional time of 2.5 weeks following the additional site visit in order for the mechanical/ electrical subcontractors to process the site visit information and complete their estimates.

Answer 16: BMB basement site visit to take place Tuesday, July 14th. Potential offerors shall follow the notification instructions included in SIR Amendment 0002 in order to register to attend this site visit.

Question 17: Page number G002 references that the general contractor is responsible for lead abatement. Can you provide an environmental report as to the locations of the lead contaminated areas?

Answer 17: Please see response to Question 10.

Question 18: The HVAC Duct Specification 230713 only list the outside air ducts and mixed air plenums to received insulation, what is the intent for the supply, return air & exhaust?

Question 20: Page PD 121 has a note (remove storm drain piping in hatched area) however there is no roof drain piping shown. Please advise.

Question 21: What is the depth of the drilled piers shown the Detail 1/S-102?

Answer 21: Based on the geotech report, bidders should assume the bearing stratum is 19’-0” below finish floor.

Question 22: The bidding notes on sheet AD100 call for us to palletize and deliver carpet to building 50. Can you please identify where building 50 is, presuming it is on campus.

Question 23: Sheet AD213 shows equipment X02 to be moved and stored and reinstalled (demo note Q06). What is equipment X02? (presume a copier)

Answer 23: X02 is an ice maker and X04 is a refrigerator.

Question 24: Regarding low voltage systems conduit

a. Will all systems be required complete pipe back to control source/closet?

Or

b. Can a cable tray be used in corridors back to closets and low voltage stub ups be routed to the tray?

c. If tray is acceptable can the systems cabling be installed on same tray system?

Answer 24:

Question 25: In the working hour clause F.1 it clearly indicates that all demo work is to be after hours 6 pm to 6 am. I want to inquire if this is a correct clause so I can communicate that to our bidding subcontractors.

My understanding is the building will be occupied in portions, but not necessary in the areas we are working and the building will not be fully occupied.

Can the demo take place during normal working hours?

Question 26: When the structural criteria for the job is entered on the ISAT website for seismic design it says there is no seismic bracing required. Is Seismic bracing required for this job? If so, please provide required seismic criteria for seismic bracing design.

Doors C116B and C116C on the door schedule are referred to as being elevation 16.

Elevation 16 is not shown on the drawings. Please provide clarification.

Unit prices identified in 01 2700 are not listed on the bid form. Are the unit prices required to be submitted with our bid? If yes, please provide a revised bid form.

Drawing S-100 calls for unit pricing for drilled pier casings per lf and per pier. Is this unit pricing to be provided? If so, please add to the list of unit prices.

The solicitation F.3 Work by others, states that asbestos containing materials will be removed by others. Drawing G-002 Demo General Note 5 states that there is also lead-based paint to be mitigated/removed by the general contractor. Is the lead-based paint mitigation/removal by others as well? If not, what are the extents of the lead-based paint that needs to be mitigated/removed? Is there a test report defining the extent of this work? If so, please provide.

Questions 31:

The solicitation F.3 Work by others, states that asbestos abatement must be accommodated by the general contractor in the construction schedule. It is our understanding that the asbestos abatement is currently taking place. Will the abatement be complete prior to the start of construction? If not, please provide the anticipated durations, by phase that need to be accommodated in the construction schedule.

Questions 32: Please confirm that the standard warranty on the project is one year.

Answer 32: Refer to Clause 3.10.1-20 for construction warranties.

Question 33: During the site visit, there were some areas that were inaccessible. Will an additional site visit be available? If so, will subcontractors be permitted to attend?

Answer 33: Site visit for the BMB basement will be scheduled for Tuesday, July 14th.

Potential offerors shall follow the notification instructions included in SIR Amendment 0002 in order to register to attend this site visit.

Question 34: With the possibility of another site visit, will the proposal due date be extended?

Answer 34: Given that there are still quite a few questions that have been submitted and not answered at this time, it is likely that the SIR closing date will be extended. At this time, the FAA does not know what the new SIR closing date will be.

Question 35: Section 01 10 00, Paragraph 1.03, Item C, Phase #1 Completion of Work states the period of performance for this work 820 calendar days. Item D, Phase #2, states this work cannot start for 60 days after Phase #1 is complete. However, a period of performance is not provided. Please provide POP for Phase #2.

Answer 35: 820 calendar days is for the complete project all phases included. The 60 days is for the time in between Phase 1 and Phase 2.

Question 36:

Here is another RFI asking for clarifications about duct types and insulation requirements. The Plumbing Spec seems to have enough of the information needed, but the HVAC Duct (230713) only lists the Outside Air Ducts and Mixed Air Plenums to receive insulation, what will the S/A and R/A require? The HVAC Equip. (23016) and HVAC Pipe (230719) lists all of the Equip. & Pipe Systems but no schedule of materials or thicknesses. There appears to be quite a bit of exposed areas on this project as well and that is not addressed in any of the spec. sections. Will the exposed ducts receive external insulation, will they be lined or is no insulation required?

Question 37: Can proposals in response to this SIR be submitted in person?

Answer 37: Potential offerors need to keep in mind that access to the Mike Monroney Aeronautical Center has been reduced due to COVID-19 restrictions. Potential offerors also need to keep in mind that contracting personnel from AAQ have been working remotely for several months due to COVID-19 restrictions and will continue to work remotely for some time to come. Because of these situations, SIR Provision L.3

Chapter 13. Welding, Cutting, and Brazing

13-1. Introduction. This chapter establishes policy for welding, cutting, and brazing operations performed at FAA workplaces or on FAA projects. This chapter primarily addresses 29 CFR § 1910 Subpart Q Welding, Cutting, and Brazing. Respiratory Protection regulatory requirements are found in Chapter 9 and air contaminants regulatory requirements in Chapter 15.

13-2. Welding, Cutting, and Brazing Policy.

a. Scope. This scope includes, but is not limited to, employees involved in welding, cutting, and brazing activities as well as associated and unassociated bystanders. The policy includes minimizing occupational exposure to welding, cutting, and brazing hazards and proactively preventing injury or damage resulting from fire by providing guidance on fire hazard guards, fire extinguishing equipment, fire watches, ventilation requirements, and other fire prevention methods.

b. Objectives. The primary objective of this policy is the prevention of welding, cutting, and brazing-related injuries and illnesses through established and implemented safety and healthy activities and controls.

c. Regulatory Requirements. The FAA OSH Policy is to comply with all the following regulations and IBR standards listed below, as applicable to each LOB, Staff Office’s, or Center’s occupational hazards:

Chapter 17. Construction Safety and Health

17-1. Introduction. This chapter establishes policy for construction-related occupational duties including but is not limited to alteration and/or repair, including painting and decorating.

OSHA also defines construction as repair of existing workplaces, replacement of structures and components, and this definition must be referred to for clarification when an activity cannot be easily classified as construction or maintenance. This chapter primarily addresses 29 CFR § 1926 Safety and Health Regulations for Construction.

17-2. Construction Safety and Health Policy.

a. Scope. This scope includes, but is not limited to, employees involved in design, acquisition, installation, modification, alteration, maintenance, service work, and equipment operation during stages of construction, renovation, demolition, installation and commissioning.

The FAA must ensure the safety and health of employees is maintained when they are exposed to occupational hazards during construction activities.

b. Objectives. The primary objectives include the following focus areas:

(1) Prevention of construction-related injuries through established and implemented safety and health requirements by incorporating accepted engineering and administrative controls allowing employees to anticipate, recognize, evaluate, and control construction-related safety and health concerns.

(2) Ensuring regulatory requirements within 29 CFR § 1910 and 29 CFR § 1926 are addressed within this or other chapters of this order.

(3) Ensuring new construction, equipment installation, or facility upgrades are designed, constructed, and installed to eliminate or engineer out or minimize safety and health hazards.
