Question/Concern Type

(Technical, Acquisition, or Price)

Reviewer's Question/Concern/Clarification/Discrepancy/Rationale (Include External Reference/Source where Appropriate) FAA Response

1 APCS SIR Sect L Stage 1 L-9 L.5.1.1 Acquisition Proposal Format: b) Individual file sizes must not exceed 10 MB.

Section L requires that the file sizes may not exceed 10MB. Considering the KSN, can the FAA increase this limit? Some of our PDP documentation significantly exceeds this size.

Yes. The FAA has updated L.5.1.1.b to increase the individual file size maximum to 1GB.

2 APCS SIR Sect L Stage 2 L-6 L.2.7 Acquisition Regarding L.2.7, AMS 3.14-8, Non-FAA Information Systems (July 2017) and Contractor compliance:

a)For all non-FAA information systems (including those from cloud services providers) to be used under this contract, Offerors must disclose with their proposal all countries where FAA data and information is to be stored, processed, backed up to, or if the data and information is transmitted through an international processing hub or exchange.

b)Offerors must disclose to the FAA with their proposal, the country of ownership (if more than 50% foreign-owned) for all subcontractors and third parties that will process, store, or backup the data and information.

c)If an international processing hub or exchange is involved or there are foreign-owned subcontractors or third parties, Offerors must submit to the FAA with their proposal, the details of the security measures for how the contractor, subcontractor, and third-party processing facilities will protect the FAA data and information at the subcontractor or third party processing facility.

Please clarify the mechanism for this disclosure requirement by providing the specific SIR Section, page and paragraph number for this input.

Offeror should provide the disclosures in the Stage 2 Volume IV (Business Volume) of their proposal. Section L.8.7 has been updated to clarify.

3 APCS SIR Sect L Stage 2 L-35 L.8.2 g) Acquisition g) The Offeror must include a draft Section J.1.6 reflecting the contents of the PDP VRTM with its proposal.

Please clarify what format is J.1.6. Is this our completed VRTM based on L.8?

Yes, Offeror's draft Section J.1.6 is their completed VRTM based on L.8.

4 APCS SIR Sect J AStage 2 Pg. 94 3.4.1.3 a. Technical a. The APCMS must, at each site, have an MTBF of 20,000 hours or greater.

Please confirm the requirement is correctly stated. The magnitude of this number would indicate this would be an MTBCF rather than an MTBF requirement for the APCMS. Does the government expect that there will be no failure within the APCMS for 20,000 hrs (i.e., approximately every 2.3

The requirement is correct as written. Yes, the APCMS must, at each site, have an MTBF of 20,000 hours or greater.

5 APCS SIR Sect J AStage 2 Pg. 9 3.3.1.7.5 Technical Paragraph 3.3.1.7.5.a states that "The APC System must meet the power factor requirements for FAA Facility power sources in accordance with FAA-G-2100".

Paragraph 3.3.1.7.5.b then conflicts with FAA-G-2100 by specifying a power factor of .85 regardless of component power consumption. Many APC components will be low-power components and both the vendor and the FAA would benefit from following the requirements of FAA-G-2100 which allows for lower power factor in lower power components.

Recommend removing paragraph 3.3.1.7.5.b as FAA-G-2100 provides all necessary requirements.

Requirements 3.3.1.7.5.a and 3.3.1.7.5.b are correct as written. Requirement 3.3.1.7.5.b is not in conflict, it is imposing additional requirements on the APC System. J.2.2 requirement 3.3.1.7.5.b takes precedence over FAA-G-2100 as stated in paragraph C.2.3.a.

6 APCS SIR Sect C Stage 2 C-4 C.2.1 Technical HF-STD-001B, Human Factors Design Standard for Acquisition of COTS Subsystems, NDI, and Development Systems The HF-STD-001B contains substantial content related to System Safety. Should a conflict between this document and other System Safety referenced documents be found, which shall prevail?

Human factor requirements are identified in the SOW and J.1.1 (e.g., C.4.3, J.1.1 section 3.5.3 which identifies using the human factors design tailored checklist J.1.13 as the specific applicable sections of the FAA-HFDS-001B, etc.). In the event of a conflict, the SOW, J.1, and J.2 will take precedence over HF-STD-0001B, as stated in paragraph C.2.3.a. If the conflict is between HF-STD-001B and another referenced document, the Contractor will immediately notify the CO for resolution per C.2.3.d..

Support Services Option 1

C.8.5.1

Row 69, Section B

Price Section C: a. The Contractor must ensure that site maintenance includes any operational APC systems within a geographical area that allows the Contractor to meet the response time limits defined in d) below.

b. As ordered by the FAA, the Contractor must provide Contractor personnel on a 24 hours a day/seven days per week call-out basis to accomplish on-site maintenance.

c. The Contractor must, if on-site maintenance service is ordered, arrive at the specified APC System facility within the following time limits of receiving notification of an APC failure: 1. Priority 1 - 2 hours.

2. Priority 2 - 12 hours.

Section B: 0106c - Site Maintenance, 24/7 Support -- T&M, NTE

It is not clear to us what sites are included for 24/7 Site Maintenance under CLINs 0006c and 0106c.

Please clarify the FAA's intent for this CLIN and work scope on contract. Is the intent that this support is specific to the test systems and key site systems, or does it also include Deployment Year 1 sites? Request that the FAA consider modifying the CLIN XX06c to be orderable on a per-system basis.

The intent of this CLIN is to cover on-call 24/7 maintenance for Key Site and other operational sites installed during Deployment Years 1-3 of the contract. This does not cover the Support Test Systems (see Note below). Based on APCS SIR Sect B Att A, CLIN XX06c is only available in the Base Period of the contract and Option Period 1. APCS SIR Sect L Att L.14, the APC Notional Deployment Schedule, provides a notional number of sites that fall within these contract periods.

Year 2 of the contract: Key Sites Year 3 of the contract: Deployment year 1 (DY1) sites Year 4 of the contract: Deployment year 2 (DY2) sites Year 5 of the contract: Deployment year 3 (DY3) sites.

The scope of the effort of this CLIN is defined in the SOW in section C.8.5.1.

Note: The CLIN XX03 Series, Support Test Systems, are outside the scope of CLIN XX06c and have maintenance support included in CLINs XX03d, i, m, q, v, ab, and af.

The FAA will update APCS SIR Section C to add clarity to which sites are included within this CLIN.

9 APCS SIR Sect B Stage 2 B-7 B.4.2 Price 3. Attachment C - Support Services BOE contains supporting details to substantiate the Contractor’s CLIN pricing for all CLINs except XX08 and XX09. This includes but is not limited to direct labor, travel, shipping, materials, other direct costs (ODCs), overall ground rules & assumptions and estimating methodologies.

Please clarify where we should account for delivery/shipping costs for sites where installation is not ordered. Request FAA add CLINs (e.g. XX07k...) to support Site Delivery and to support shipping of R- APC and Spares.

All shipping and travel costs should be included and associated with the specific CLINs that require them. Travel and Shipping to OCONUS sites is the only CLIN that separates out shipping costs, CLIN XX12a.

10 APCS SIR Sect B Stage 2 Labor Categories

SUMMARY

Column F Price Would FAA consider adding options to substitute years of experience for degree requirements? The FAA will not consider options for substitutions of years of experience for degrees for key or non-key personnel pre-award.

Per H.6 Labor Category Qualification of Waivers, labor qualification requirements may be waived post-award if approved by the CO and COR.

11 APCS SIR Sect I Stage 2 I-9 I.7 Acquisition (d) Within 365 days after award, the contractor must submit a Continuity of Contract Performance Plan to the Contracting Officer (CO) for review and acceptance…

Please add this requirement into the SOW, Section C, and provide an associated DID.

SOW will not be revised and DID will not be added. The requirement is covered by SOW Section C.3 (CLIN XX01a), which requires contractor provide all resources, equipment, materials, and support services necessary to meet contract requirements.

12 APCS SIR Sect D Stage 2 D-3 D.5 Acquisition D-5: a)The Contractor must transport components, equipment, and spares by the most economical means considering dependability, safety, urgency of need, and the use of the least costly mode meeting these considerations.

Request change to: The Contractor must transport components, equipment, and spares by the most efficient means ...

The FAA prefers to leave the language as written.

HW BOE tab Cell G37 Price This table appears to be requesting both direct and indirect costs. If so, for indirect costs there is only one heading for the G&A burden. Is the Government looking for a complete indirect rate build-up for materials in this table? If yes, could we adjust the tables to correctly adhere to our accounting disclosure statement on indirect rates inclusive of fee, for a final price? If no, please explain how the missing elements of the price should be included.

Yes, the Government is looking for a complete indirect rate build-up for materials in this table. Please complete the tables as directed.

For any missing elements of price, in the file APCS SIR Sect B Att B, under the "System HW CLIN Pricing Detail" table on the SYSTEM HW BOE tab the Offeror should use the "Non-Labor Cost" tables under "Other Direct Costs" and "Description of Other Direct Cost" rows to define the missing costs. The Offeror should be as detailed as possible in the description of the other direct costs that are included.

18 APCS SIR Sect B Att B.xlsx

Stage 2 SYSTEM HW BOE tab

Cell F37 Price This table is requesting the addition of shipping costs. This cost is highly variable depending on the final destination, the bundling of items delivered, and urgency of delivery at the time. Given these inherent anomalies, we recommend the Government consider a separate CLIN for shipping costs as TBD to be accurately determined during execution of the activity.

The FAA understands that shipping can be variable; however, the FAA will not be adding any additional CLIN for shipping costs. Note: OCONUS Shipping costs are the only costs separated out by CLIN, via CLIN XX12a.

Stage 2 Back-up tabs to the summary.

Here using "Support Services Base" tab as an example

Row 75 Price In CLIN 0006i (as an example): The quantity is a range of "0-50" "Each" FFP. Is this price for one unit, or one lot (of anything between 0 and 50), such that if 51 units are needed it will translate into 2 lots (doubling the invoiced price)? Please clarify the unit of measure and how it is calculated.

The pricing for CLIN XX06i is for one unit. In APCS SIR Sect B Att A, the QTY column represents the notional range of units that may be ordered by contract period.

In addition, please reference Sec B Narrative (APCS SIR Sec B.docx) Section B.4.3.1. CLIN XX06i is ordered on an IDIQ basis. The associated minimum and maximum referenced represent the notional range of units that may be ordered for the entire contract.

20 APCS SIR Sect B Att A.xlsx

Stage 2 All tabs L.5.1.1.b Price There are SOW references for each CLIN. There are numerous examples where the SOW reference is provided at the 3rd level but the SOW only provides the SOW at the 2nd level. For example CLIN XX02b; SOW reference C.4.12.1. is not identified in the SOW. Another example is SOW reference for CLIN XX03ah has a reference to C.5.9 (a) that is not noted in the SOW. Please update the SOW and/or Sect B, Att A to ensure correct SOW elements are identified for each CLIN accurately reflecting requirements.

The FAA found that APCS SIR Sect B Att A does reflect correct references via the SOW APCS SIR Sect C.docx.

21 APCS SIR Sect B Att A.xlsx

Stage 2 All tabs Price There is an SOW reference for CLIN XX07a to C.10.2 (e-g). There is no C.10.2 (g) in the SOW. Please update the SOW and/or Sect B, Att A.

The FAA will update APCS SIR Sect B, Att A and remove any references to C.10.2(g).

22 APCS SIR Sect L Stage 2 L-31 L.7.6.2.4 Acquisition The Contractor Performance Assessment Reporting System (CPARS) represents the official record of contractor performance for many agencies. The CPARS reporting provides a comprehensive and detailed summary of contractor performance for each year. As such, there are Contracting Officers (and other points of contact) that routinely decline to complete and return customer questionnaires. For cited contracts with available CPARS, will the FAA waive the requirement for Past Performance Questionnaires to reduce administrative burden on the government?

The FAA will not waiver the requirement for Past Performance Questionnaires.

23 APCS SIR Sect L Stage 1 and 2 L-9 L.5.1.1.b Acquisition The requirement states: "Individual file sizes must not exceed 10 MB." Several instances of our PDP documentation consist of files that are greater than 30 MB with a few approaching 60 MB. Can the government increase the individual file size limitation or provide an alternate method of delivery for files exceeding the individual 10 MB limit?

Yes. The FAA has updated section L.5.1.1.b to increase the individual file size maximum to 1GB.

24 APCS SIR Sect L Att L.6

Stage 1 N/A N/A Acquisition Attachment L.6 is supposed to be signed by all team members that own intellectual property rights. There is a single line for Name, Title, and Date but no signature line. The closing statement requires all members that own intellectual property sign the form. Should Offerors add lines for each team member and include a signature line? Should Offerors add a signature line to the existing row?

The FAA will update the L.6 attachment to include additional signature lines.

25 APCS SIR Sect B, Attachment B

Stage 2 Tab "System HW Config Local APC"

N/A Acquisition, Technical, Price The FAA has not specified the configurations and quantities to be evaluated for the J.1.9 Support Systems in section B, Attachment B, System HW Config Local APC tab. We request the FAA include the configuration items and quantities in this tab with separate columns for each J.1.9 system so all offerors' prices are built upon the same baseline set of assumptions and can be evaluated by the FAA.

Offerors should reference SIR Section C.5, Support Systems and Attachment J.1.9, "VoICE APC System Support System Diagram and Documentation" to determine the appropriate configuration and quantities for each of the various support systems, in accordance with their respective architecture.

26 Section M – Evaluation Factors for Award

Stage 1 and 2 M-7 5.1 (c) Acquisition If the FAA completes the down select decision at the conclusion of Stage 1, Part A, will the FAA please clarify the delivery date of the Stage 2 proposal? Will the content of the Stage 1, Part B still be reviewed by the FAA and considered in the overall evaluation of each offerors proposal?

The delivery date for the Stage 2 proposal will be updated when Offerors are notified regarding the results of Stage 1 or sooner, as determined appropriate by the Contracting Officer.

Yes. The relevant content from Stage 1 Part B will be reviewed and considered in the evaluation of the Stage 2 proposal, as stated in paragraph M.7.1.3.2.a, M.7.2.1, M.7.2.1.1, and M.7.2.2.

The PDP system will be delivered with the Stage 2 proposal. The delivery date for the Stage 2 proposal, including the PDP, will be updated when Offerors are notified regarding the results of Stage 1 or sooner, as determined appropriate by the Contracting Officer.

28 APCS SIR Sect G Stage 1 and 2 Page 10& 11, Section G.13.2, G.13.3

N/A Acquisition Given the uncertainty of the market supply chain forecasts and need for advanced purchase of long lead raw materials required for the custom FAA APCs, would the FAA consider funding raw materials purchases in advance? Example: 50% partial funding invoice of anticipated future Delivery Orders to ensure completed APC systems can be delivered per section F. The balance of the Delivery Order would be due upon successful site installation and acceptance by the FAA per standard monthly invoicing in section G.

No. The FAA does not intend to provide funding for advance purchase of long lead items.

(GTS) IRD

(9/1/2022) & J.1.3 VoICE APC System Security Requirements (9/1/2022)

Stage 1 and 2 (J.2.3 - Page 5) (J.1.3 - Page 18)

(J.2.3 - Sections

3.1 General

Requirements,

3.1.1 a. APC System Interfaces to GTS, 3.1.2 Security Requirements) (J.1.3 - Section

3.6.3 Boundary

Protection)

Technical Can the FAA clarify if the GTS is to be treated as a trusted connection when utilized for APC system (L- APC) to APC system (R-APC) communications?

The APC system is required to meet the requirements of the APC J attachment technical specifications, including security.

GTS trust cannot be used to alleviate the APC from meeting the security requirements of the APC specification.

30 J.1.1 VoICE APC System Technical Specification (9/1/2022)

Stage 1 and 2 Page 96 Section 3.4.4 a.

APC System Redundancy

Technical Does the FAA consider legacy connections between an APC and a legacy VCS or radio an Active/Standby component?

Requirement 3.4.4.a is dependent on the Active/Standby components used in a Vendor's solution to meet Reliability and Availability requirements in section 3.4 of J.1.1.

31 APCS SIR Sect L Stage 1 and StagePage L.9 L.5.1.1 d) and e) Acquisition Would the FAA allow Offerors to use the Arial family of fonts for headings, tables, graphics, and captions? This would greatly improve document readability for reviewers. In addition, if FAA does allow the Arial family of fonts, can Offerors use 11 point for headings as this size is the same pitch (and therefore takes up the same amount of room as Times New Roman 12 point.

Sections L.5.1.1.d and L.5.1.1.e have been revised to address this.

32 L.8.4 Responsibility Determination Information

Stage 2 L-35 L.8.4 Acquisition Some of Offeror's Team Members may be privately held and consider this type on information highly confidential. Will the FAA allow for submittal of such information be provided directly to the FAA by the Team Member?

No, the proposal is required to be submitted in accordance with Section L.

33 J.1.1 VoICE APC System Technical Specification

Stage 2 Table 7-1 ED-137C-1-98 Technical Please provide a clarification that the FAA does not intend to use PTT mute for R-APC. Our experience is PTT mute is needed in case R-APC is shared between multiple VoIP VCS in a multi-site configuration (multiple R-APC per frequency, one R-APC used for TX, PTT mute to all other R-APC). Is this configuration not used by the FAA?

ED-137C Volume 1 states that PTT Mute applies to transmitters, not RRCE/R-APC. ED-137C-1-98, ED-137C-1-2154, and ED-137C-1-2605 have been updated in J.1.1, Table 7-1 to allow the R-APC to provide a pass-through of PTT Mute messaging with IP transmitters.

36 J.1.1 VoICE APC System Technical Specification

Stage 2 Table 7-1 ED-137C-1-2410

ED-137C-1-2419

Technical The standard ED-137C (ED-137/1C), Figure 9, shows RTP packets with audio when signaling PTT OFF.

This is in discrepancy with J.1.1 ED-137C-1-2410 with the clarified value of SHALL NOT. Please clarify if RTP packets with audio shall be used to signal PTT deactivation event (i.e. ptt_rep:2)

The figures in ED-137C are included as visual aids meant to aid in conveying an understanding and do not convey requirements. Whether or not RTP audio payload is included in RTP packets that are repeated in accordance with an associated ptt_rep is dependent upon vendor implementation. ED-137C-1-2410 will be changed back to a "SHOULD NOT".

37 J.1.1 VoICE APC System Technical Specification

Stage 2 Table 7-1 ED-137C-1-2503

ED-137C-1-2504

Technical The ED-137C-1-2503 (multiple SIP ptt-type echo) shows a FAA clarified value of SHALL NOT (ED- 137/1C value of MAY NOT). Can the FAA provide some greater clarification why ED-137C-1-2503 is specified as SHALL NOT? Usually ptt-type is echoed back except some cases, see exception in requirement ED-137C-1-2504.

Based on the situational dependence, ED-137C-1-2503 clarified value will be changed back to a "MAY NOT".

38 J.1.2 VoICE APC System Software Requirements

Stage 1 and StageTable 6.2 Figure 1

At least 85% statement coverage result

Technical The statement coverage result showing at least 85% coverage is required prior to CDR. Please clarify this artifact requirement in regards to software classification. Is this applicable only for PDS (if additional testing is used) or also for custom software development? If this is applied to custom software development, per J.1.2 Figure 1, this activity may continue beyond CDR. Please clarify how the 85% statement coverage for custom software, in this case, may be demonstrated.

The 85% statement coverage requirements are identified in J.1.2. Section 2.2.4 applies to PDS, OSS, and COTS/NDI. The requirements in section 3 apply to all software classifications. Requirement 3.6.e. states: "The Contractor must ensure software test coverage of code statements (i.e., at least 85% statement coverage) is achieved."

The FAA is expecting that code coverage reports would be a constant part of the software development process. During the software safety audits, being able to review the latest code coverage report is expected.

39 General Question on Referenced Documents

Stage 1 and StageN/A N/A Technical/Acquisition There are a few referenced FAA documents listed in Section C and a few of the J documents that are present on FAA's internal network. Will the FAA make these documents available to Offerors?

For Example: FAA eLMS Content Integration, FAA Technical Specification for Content Developers Guide, FAA Order 1370.121B, FAA Information Security and Privacy: Policy

The FAA will provide a copy of each reference document in a folder on each Offeror's KSN site.

40 Section C Stage 2 C-71 C.8.5.1.e Technical Will the FAA keep the two hour and 12 hour on site arrival times for on-site maintenance support? In a prior Q&A session the FAA indicated they would look into it because they believed that it was written in incorrectly. However, the verbiage is still in the statement of work.

The 2 hour and 12 hour time frames for on site maintenance are accurate, and will remain in place for the duration of time that the vendor is responsible for first level maintenance.

41 Section J - Attachment J.1.4

Stage 2 Page 8 2.5.1 Technical Can the FAA provide clarification on their definitions between “Signal Quality and Signal/Noise Ratio”. Signal/Noise Ratio is a type of signal quality. Attachment J.1.4 will be updated to remove "Signal/Noise Ratio". The intent of this requirement is to report a voice quality measurement to know if the voice quality has been degraded.

42 Section J - Attachment J.1.9

Stage 2 Page 4 J.1.9, Section 1.4 Technical Shall the Offeror use a 21U rack that is representative of APC component systems for ETS testing to allow for chamber sizes vs. a “walk-in” chamber capable of holding two 42U rack cabinets?

J.1.9, Section 1.4, is not a requirement; it reflects the FAA's best guess at a configuration not knowing the Offeror's proposed system architecture. The actual planned deployment rack configurations must be used during formal testing (including environmental testing).

43 Section J - Attachment J.1.1

Stage 2 Page 108 J.1.1 Technical Regarding the environmental chamber, does the unit need to solely meet GR-63-CORE, Section 5.1 of the specification, or does it also need to meet the set points specified in Tables 3-10 & 3-11 of the Tech Spec (J.1.1)? If the unit needs to meet the set points in those tables as well, please provide the test procedure the FAA plans to follow. We would like to better understand the array of requirements, as a combination of temp/RH/alt.

The APC system must meet the requirements of J.1.1 section 3.5.1.6 and 3.5.1.6.1 (including tables 3-10 and 3-11). J.1.1 tables 3-10 and 3-11 will be updated to identify the specific test methods. The environmental profiles within the standards need to be tailored to meet the requirements stated in J.1.1.

44 Section J - Attachment J.1.1

Stage 2 Page 40 J.1.1

3.1.3.2.1.1.5 c

Technical Can the FAA provide clarification to map analog AGC values to Signal Quality Information (SQI) message (ED-137)? This could vary with different radios.

As stated in J.2.1, section 3.2.9.2.6, AGC signal levels from the receivers will be within the range of 0 to 10 VDC. Vendor design should have flexibility to set thresholds for SQI values based on the actual AGC voltage range that is provided by a specific type of receiver.

45 Section J - Attachment J.1.4

Stage 2 Page 4 Section 2.3 c 6) Technical In chapter 2.3. 6 c) we see a reference to “load types” but there is no direct definition of load types. Our assumption is, that FAA refers to J.1.1 table 3-7 & 3-8. Please confirm, if the assumption is correct?

Correct. “Load types” refers to the different APC configurations listed in J.1.1 Table 3-7.

46 APCS SIR L Stage 1 and 2 Page # L-9 L.5.1.1 h) Acquisition Please clarify whether "8-inch" should be changed "8.5-inch." Yes. This should read 8.5 inches. Section L.5.1.1.h will be updated to reflect 8.5 inches.

47 APCS SIR L Stage 1 and 2 Page # L-12 L.5.3 ** 1) Acquisition Please clarify whether the standard US page limit size of "8.5-inch by 11-inch" applies or does this referenced note apply which states "1) Plans or other previously-developed artifacts submitted in response to Section L (e.g., Stage 1 Part B Factor 1 Software Documents, Stage 2 Subfactor 1.4... can be provided in the Offeror’s format. And "Manuals and Training materials submitted in response to Section L for Stage 1 Part B Factor 3...should be in the Offeror’s format." If the Offeror's page format for existing materials (created in European format) deviates from 8.5" X 11", is it still compliant?

No. The standard U.S. page limit size does not apply to documents provided in the Offeror's format.

48 APCS SIR L Stage 1 and 2 Page # L-13, Table #L.5.3(f)

Item #21 Acquisition This referenced Sect L.7.2.2 seems no longer consistent, since these described items that were moved from L.7.2.2 for Stage 2, to L.6.3.3 and are now required for Stage 1. Is the Government asserting the additional training material referenced are required for Stage 1 and Stage 2?

No. The reference at L.5.3(f) includes a duplication. Item 7, which references L.6.3.3. includes the same requirements as those referenced at Items 20 and 21. The Technical Manuals and Training Modules are submitted as part of the Stage 1 Part B proposal.

49 APCS SIR Sect C Stage 2 Page # C-15 C.4.2.4 c) Technical The last bullet for J.2.5 and the bullet for J.1.6 have incorrect titles, per the Section J list of Contract Attachments.

The SOW referenced J.2.5 and J.1.6 titles have been edited to match the Section J List of Contract Attachments

51 APCS SIR Sect L Stage 1 and 2 L-9 L.5.1.1.k Technical In regard to the file naming convention, “[Offeror Name] APC Proposal Volume [#] [Volume Name], [Stage 1 or Stage 2]”, can the Government confirm the file naming convention for an attachment that is not in the written volume? For example, the Software Configuration Index for Stage 1. Please confirm our assumption that Offerors would add the attachment title onto the end of the file name, such as [Offeror Name] APC Proposal Volume [#] [Volume Name], [Stage 1 or Stage 2], SCI.

Yes. This assumption is correct. Section L.5.1.1., paragraph k) has been updated to include the additional element to the file naming convention.

52 APCS SIR Sect L Stage 1 and 2 L-9, Table L.5.3(f

L.5.3(f) Technical Would providing a Table of Acronyms count against the page limit? No. Table of Acronyms will be added to L.5.3(f) Item 1.

53 APCS SIR Sect L Stage 1 and 2 L-9 L.5.1.1.e Technical Would the Government allow for the text within the header/footer to be smaller than 12 point Times New Roman?

Yes. The FAA will modify Sections L.5.1.1.d and L.5.1.1.e to indicate that the font for headers/footers must not be smaller than 10 pt.

54 APCS SIR Sect L Stage 1 and 2 L-9 L.5.1.1.e Technical Would the Government allow for use of a font other than Times New Roman within the graphics? Section L.5.1.1.d has been revised.

55 APCS SIR Sect L Stage 1 and 2 L-9 L.5.1.1.e Technical Can the captions for graphics and tables be reduced to 8 pt or 10 pt font? Section L.5.1.1.e has been revised.

56 APCS SIR Sect L Stage 2 L-27 L.7.4.f) Technical Please clarify the updated IPMR CDRL and required EVMS Formats. The IPMR CDRL states that all contracts other than FFP are required to submit IPMR Formats 1-7. The T&M portion of the contract is expected to be below the EVMS threshold, and the T&M CLINs have level-of-effort or as-required scope. If the T&M effort remains under the EVMS threshold, will Formats 1-7 be required for T&M CLINs? The contractor would still provide cost reporting for T&M CLINs to track actual costs and remaining budget.

Yes, IPMR Formats 1-7 will be required for all T&M CLINs, regardless of contract value. For clarification, IPMR Formats 5 and 6 are required for all CLINs.

57 APCS SIR Sect L Stage 2 L-27 L.7.4.f) Technical If full EVMS requirements do not apply to FFP and T&M CLINs based on the answer to #1 above, is a plan for full EVMS certification required?

Yes, the Offeror's response to this screening information request (SIR) must include proof of a certified EVMS or provide a plan to implement a certified system IAW Section L.7.4.

58 APCS SIR Sect L Stage 2 L-27 L.7.4.f) Technical Based on the answers to Item Nos 12 and 13 above, cost reporting may not be required for FFP CLINs, making cost variance reporting inapplicable. In this case, will the Government require Format 5 variance analysis to address schedule variances but not cost variances?

Yes, the FAA will require Format 5 Variance Analysis, which includes both schedule and cost variances. The FAA agrees that only schedule variances would need to be addressed with respect to FFP CLINs.

59 APCS SIR Sect C Stage 2 C-8 C.3.3.d) Technical For IPMR Format 6, will XML export of all Format 6 data from Microsoft Project be acceptable? No, IPMR Format 6 will require Primavera XML and XER formats IAW the APC-PGM003 IPMR CDRL. However, it is acceptable for the Offeror to submit its Draft IMS in Microsoft Project format as part of its proposal IAW Section L.7.4.

60 APCS SIR Sect C Stage 2 C-9 C.3.4.3 Technical Will the FAA approve the CWBS upon completion of a successful IBR? No, the FAA will approve the CWBS after review and comment of the draft CWBS, which is required to be submitted with the agenda for the Post Contract Award Review (PCAR).

61 APCS SIR L Stage 1 and 2 N/A N/A With regards to the proposal delivery requirements of NAS APC System, Notice ID693KA8-22-R-00004, is it permissible to upload single proposal documents vs. using the individual KSN folders as described.

Individual folders impact the formatting process dramatically.

L.5.1, Paragraph j) has been updated to clarify that proposals files must be submitted in accordance with Table L.5.3(e), Proposal Organization Table. The KSN file folder structure has been modified to align with Table L.5.3(e).
