About this file
This document contains questions and answers related to the Yellowstone & Grand Teton Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) 2024 solicitation. The solicitation is seeking proposals for construction services within Yellowstone and Grand Teton National Parks and surrounding areas, to be awarded by the Department of Transportation Federal Highway Administration. It involves bridge construction projects over 100 feet in length, as well as projects at Lulu Pass and Post Creek pits. The document addresses questions from potential offerors around requirements for recent and relevant experience, availability of geotechnical data, applicability of the President's Executive Order on project labor agreements, and deadline extensions. No changes are being made to experience requirements or deadlines, and no geotechnical data is currently available for the specified material sources. The use of project labor agreements may be required on certain task orders over $35 million, as implemented by a December 2022 Federal Acquisition Regulation change.

Will the President's Executive Order (14063) ‐
Use of Project Labor Agreements for Federal
Construction Projects, for projects larger than
$35M be enforced for task orders that meet this criteria? Enforcing this requirement will limit the amount of Contractors that submit on this solicitation.
Federal Acquisition Circular (FAC) 2024‐02 was published in the Federal Register
December 22, 2023 implementing
Executive Order 14063 with an effective date of Jan 22, 2024. It is anticipated the use of project labor agreements for certain federal construction projects may be required at the task order level for projects solicited during the period of performance of this Multiple Award Task Order Contract
(MATOC). If applicable, this requirement will be stated in each subsequent Task
Order. A summary of the final rule can be found at the following link:
https://www.federalregister.gov/documen ts/2023/12/22/2023‐27736/federal‐ acquisition‐regulation‐use‐of‐project‐labor‐ agreements‐for‐federal‐construction‐ projects. Offerors are advised to review solicitations for project specific requirements.

The requirements on the Recent and Relevant
Experience Forms that the projects are in the last 5 years and needing to be able to check at least 4 boxes make this a challenging requirement to meet, so we are requesting one of the following changes:
1. Allow projects to have been completed in the last 10 years (instead of 5 years);
2. Reduce the amount of boxes that need to be checked to two as long as all 7 requirements are met across the projects submitted; or
3. Not require that all 7 boxes need to be satisfied if the Contractor can show ample relevant experience.
The Government does not intend to adjust the recent and relevant work experience requirements.
