About this file
This document contains questions and answers related to a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) to provide construction services within Yellowstone and Grand Teton National Parks and surrounding areas. The solicitation is being conducted by the Department of Transportation Federal Highway Administration.
The questions and answers provide clarification on several requirements of the solicitation, including allowing the use of bridges with wing walls over 100 feet in total length to meet the bridge construction experience requirement. Additionally, they address that no geotechnical data is available for specific material pits, but prime contractor contact information will be made public after awards to enable subcontracting opportunities. An executive order on the use of project labor agreements on large federal projects is also discussed as potentially applying at the task order level.

The requirements on the Recent and Relevant
Experience Forms that the projects are in the last 5 years and needing to be able to check at least 4 boxes make this a challenging requirement to meet, so we are requesting one of the following changes:
1. Allow projects to have been completed in the last 10 years (instead of 5 years);
2. Reduce the amount of boxes that need to be checked to two as long as all 7 requirements are met across the projects submitted; or
3. Not require that all 7 boxes need to be satisfied if the Contractor can show ample relevant experience.
The Government does not intend to adjust the recent and relevant work experience requirements.
