About this file

This document is an amendment to a solicitation for a Multiple Award Task Order Contract (MATOC) to provide construction services in Yellowstone and Grand Teton National Parks from 2024-2029. The Federal Highway Administration seeks contractors to complete road reconstruction, new construction, bridge work, and other construction elements. Projects may include protecting wetlands, preserving cultural resources, constructing stone features, paving over 8,000 tons, and bridgework over 100 feet. The amendment revises technical submission requirements, evaluation criteria, and adds a past performance form. Contractors must demonstrate recent experience on projects over $6 million that included at least four construction elements, with references for evaluation. Past performance will be evaluated on technical quality, scheduling, regulatory compliance, and small business participation using CPARS records or other evaluations.

Contact Information – Submit the name of the contracting agency/private sector company, the name of the primary person responsible for the contract, phone number, address, and e-mail address. Evaluation Process The Government will review the documents submitted to ensure the contractor meets the requirements listed above. The Government may contact the contracting agency/private company to verify the submitted information. The Government will evaluate Factor 1 according to the following rating criteria.

Rating

Factor 3: Past Performance - Past performance of the proposed prime contractor

Evaluation Process

Past performance will be evaluated for projects submitted for Factor 1. The Government will be utilizing data retrieved from the CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS) and/or information received from other, non-federal agencies. If the final CPARS record for the project is available, it will be used, otherwise any available CPARS record will be used. Evaluation will be made on the following sub factors.

(1) Technical Quality of Product/Service;

(2) Schedule/Timeliness;

(3) Management or business relations;

(4) Regulatory Compliance; and

(5) Small Business subcontracting (applicable only to contracts including a subcontracting plan).

CPARS does not retain records beyond 6 years. Offerors that submit a bridge project performed for a federal agency, that was completed more than six years ago, should submit past performance information made available from the owner as described below.

For projects submitted for the Factor 1 criteria, if there is no past performance information available in CPARS, Offerors shall submit copies of any completed past performance evaluations made available to them from the project owner. Include the name of the contracting agency, the name of the primary person responsible for the contract, phone number, e-mail address, and mailing address. The Government, at its discretion, may verify information provided from project owners. For any project where past performance information is not available in CPARS and the project owner does not have an equivalent past performance evaluation, offerors should submit information made available to them from project owners on past performance evaluation J.4 Past Performance Form 2. If there are no available past performance evaluations for any project, that must be documented in the Offeror’s proposal, include the efforts made to obtain the past performance information.

If past performance information is received on a project where a rating in CPARS exists, the CPARS evaluation will serve as the official rating of record for evaluation purposes and the submitted past performance information will not be evaluated.

Any project that has an unsatisfactory rating or equivalent for any subfactor will be determined ineligible for consideration and will not be evaluated under evaluation factor 1.
