About this file

This document is the Specifications Volume I (Divisions 00-23) for Bid Documents related to the construction of a Centralized Emergency Power System at Robert J. Dole VA Medical Center in Wichita, Kansas, under VA Project No. 589A7-21-132. The contract period of performance is 730 calendar days from award.

The project scope encompasses multiple construction disciplines: architectural work includes a fully enclosed, blast-resistant CMU envelope with brick veneer generator building with utilitarian interior finishes; civil work covers site preparation, underground electrical duct banks, fuel oil storage tanks, steam piping, storm water piping, fire service piping, parking modifications, and security features; structural work involves foundations, steel framing, and equipment supports meeting PSRDM requirements; fire suppression includes a dry-pipe sprinkler system with nitrogen generator; fire alarm installation integrated with campus systems; mechanical systems include makeup air, ventilation, exhaust, cooling, heating, steam piping extension, and fuel oil systems for generators; and electrical work constructs a new centralized medium-voltage emergency power system with new generators, underground concrete-encased ductbanks for both normal and emergency power loops, and replacement of existing scattered life safety generators across campus. The new system must deliver power to emergency loads within the Code-mandated 10-second interval and back up main utility services for the entire campus with capacity for 150,000 square feet of future expansion. The specifications detail extensive requirements for contractor responsibilities including security procedures, utility coordination, phasing to maintain 24/7 medical center operations, construction fencing, temporary environmental controls, warranty management with 4 and 9-month post-construction inspections, photographic documentation with interactive digital indexing, equipment testing and commissioning, operations manuals, and Critical Path Method scheduling with monthly computerized reports and cost-loaded activities.

The Architectural scope is to erect a fully enclosed, blast-resistant, CMU envelope with brick veneer to house the new emergency backup generators. Interior construction will be utilitarian in nature and consist of block walls and a coated concrete floor.

The Civil construction includes but is not limited to, site work required for the installation of the new Generator Building as well as routing of new underground electrical duct banks, underground fuel oil tanks, steam tunnel, storm water piping, new fire service piping and modifications to parking and traffic flows along with new security features.

The structural scope of work includes but is not limited to foundations and steel framing and supports aligned with PSRDM requirements for the new

Generator Building as well as support for all associated equipment and devices. Work also includes support for PSRDM required fences and barriers on the site.

The Fire suppression scope of work includes but is not limited to the installation of a dry pipe sprinkler system with nitrogen generator, including all piping, fittings, sprinkler heads, pipe supports, wiring and controls.

The Fire alarm Scope of work includes, but is not limited to the installation of a New fire alarm system that will provide notification and initiation and integration with the Campus Fire Alarm system.

The Mechanical scope includes the installation of makeup, ventilation, exhaust air, space cooling and heating systems for the new generator building. The contractor shall also extending the existing campus steam piping to the new building and install the fuel oil system for the generators including: new underground fuel oil storage tanks, fuel oil pumps, filtration equipment, day tanks and the associated piping.

The Electrical scope shall construct a new Centralized Emergency Power

System, sized and configured to satisfy the emergency power demand for the existing campus and future campus expansions totaling 150,000 square feet.

The Centralized Emergency Power System shall consist of a new blast rated

01 00 00 - 3 generator building that has the capacity to back up the main electric utility services entering the campus.

A new medium voltage normal power loop shall be constructed to distribute normal power to one side of the existing campus selector switches via a new underground concrete-encased ductbank system.

The new medium voltage generators shall serve as the life safety essential electrical system for the entire campus. The project includes removal of the existing life safety generators scattered across the campus. The new medium voltage generators will be signaled to start via new low voltage pathways from each existing automatic transfer switch and shall deliver power to the emergency loads within the Code mandated 10-second interval.

Power shall be routed to the existing emergency distribution systems in each building via a separate emergency power medium voltage underground concrete encased campus loop. The building generators shall be replaced with pad-mounted stepdown transformers with primary loop switches.

The period of performance for the contract shall be 730 calendar days from

Award.
