About this file

This is a construction document (Chapter 6: Electrical) for the Robert J. Dole VAMC Centralized Emergency Power System project in Wichita, Kansas, prepared by Miller-Remick LLC as 100% construction documents dated March 18, 2026.

The project involves constructing a new centralized emergency power system with a blast-rated generator building sized to back up the main electric utility services for the existing campus and future 150,000 square foot expansions. The scope includes: three paralleled 3MW, 12,470-volt generators with N+1 redundancy; new medium voltage normal and emergency underground concrete-encased ductbank systems (4x 5" schedule 40 PVC conduits) buried at minimum 30" depth; replacement of nine existing building-level generators (ranging from 65kW to 800kW) with pad-mounted stepdown transformers featuring 12,470V-to-208V/240V/480V capabilities; approximately 70,000 gallons of underground fuel storage sized for 96-hour operation at 100% capacity per VA standards; a 1MW exterior load bank for generator testing; and low-voltage control cabling from existing automatic transfer switches to the new generator building. The new section of Square D MetalClad switchgear will be added to existing utility switchgear in Building 35A. Design compliance is required with NFPA 70 and 72, VA Design Guide for Hospitals, and VA Physical Security and Resiliency Design Manual standards, including PSRDM requirements for blast protection (5-foot vehicular standoff south/east/west and 50-foot standoff north offset by blast screen wall). Additional scope includes new security fencing with motorized dual-authentication gate on the west parking lot (vicinity north of Building 61) and rerouting of parking lot drive aisles to achieve required security infrastructure standards.

DEPARTMENT OF VETERANS AFFAIRS VA PROJECT NO. 589A7-21-132

ROBERT J. DOLE VAMC CENTRALIZED EMERGENCY POWER SYSTEM

WICHITA, KANSAS 100% CONSTRUCTION DOCUMENTS: 03/18/2026

MILLER-REMICK LLC 6-1 CHERRY HILL, NEW JERSEY

CHAPTER 6

ELECTRICAL

1. GENERAL

This project shall construct a new Centralized Emergency Power System, sized and configured to satisfy the emergency power demand for the existing campus and future campus expansions totaling 150,000 square feet. The Centralized Emergency Power System shall consist of a new blast rated generator building that has the capacity to back up the main electric utility services entering the campus.

A new medium voltage normal power loop shall be constructed to distribute normal power to one side of the existing campus selector switches via a new underground concrete-encased ductbank system. This will allow the campus to completely shut down of the utility feeders/loops which maintenance is being performed. The entire campus will have the ability to run from the second loop.

In addition, the new medium voltage generators shall serve as the life safety essential electrical system for the entire campus. The project includes removal of the existing life safety generators scattered across the campus. The new medium voltage generators will be signaled to start via new low voltage pathways from each existing automatic transfer switch and shall deliver power to the emergency loads within the Code mandated 10-second interval. Power shall be routed to the existing emergency distribution systems in each building via a separate emergency power medium voltage underground concrete encased campus loop. The building generators shall be replaced with pad-mounted stepdown transformers with primary loop switches.

2. SCOPE OF WORK

A. Systems to be altered:

1) Medium voltage (12,470-volt) campus power distribution system

2) Emergency power distribution system

3) Solar panel canopy system

4) Security system

B. Applicable Codes and Standards:

• Electrical Design Manual for New Hospitals, Replacement Hospitals, Ambulatory Care, Clinical Additions, Energy Centers, Outpatient Clinics, Animal Research Facilities, and Laboratory Buildings

• VA Design Guide for Hospitals

• VA Physical Security and Resiliency Design Manual (PSRDM), 1 June 23 Revision

• NFPA 70 National Electrical Code and NFPA 72 Fire Alarm Code

MILLER-REMICK LLC 6-2 CHERRY HILL, NEW JERSEY

• National Fire Protection Association (NFPA) Standard 101 Life Safety Code

3. EXISTING CONDITIONS

A. Campus Medium Voltage Power Distribution System

1) Power enters the campus from two separate utility lines (Eastborough Line 12-34 and Glendale Line 12-12 which is now called Pawnee) originating from overhead electrical poles on opposite corners of the site along East Waterman Street.

2) The utility lines are routed in underground ductbanks from the poles to two utility transformers located between East Waterman Street and VA Building 35A. The utility transformers step the voltage down to the campus distribution voltage of 12,470-volts. Refer to accompanying Electrical Drawing ES101 for locations of all site electrical equipment and ductbank locations.

3) Building 35A is the facility’s incoming electrical switchgear building. Each of the utility services enters Building 35A and terminates to a 1200-amp circuit breaker in one of the two main Square D MasterClad switchgear housed within. Each switchgear contains a number of 1200-amp feeder circuit breakers that deliver power to the site and are also bus-tied together so that either side of the gear can power the entire campus should one of the utility lines drop out.

(i) The Pawnee side of the switchgear houses the following circuit breakers:

1. Feeder F7 – Building 1,1C

2. Feeder F2 – Buildings 4,5,6,7,10,11,12,13,16,20,59,60

3. Feeder F1 – Buildings 1B,2,3,19,26,29,34,61,62

4. Feeder F8 – Parking lot solar array via 1000-kVA transformer

(ii) The Eastborough side of the switchgear houses the following circuit breakers:

1. Feeder F4 – Buildings 4,5,6,7,10,11,12,13,16,20,59,60

2. Feeder F5 – Building 1,1C

3. Feeder F3 – Buildings 1B,2,3,19,26,29,34,61,62

4. Two spaces for future circuit breakers

5. One spare breaker that was previously used for demolished generators.

(iii) Refer to Electrical Drawing ED601 for existing condition single line diagram of switchgear in Building 35A and the existing electrical ductbank/manholes on site.

(iv) Building 35A is constructed in a manner so that an additional section can be added to the Pawnee side of the switchgear, which will allow for future circuit breakers. This would require the demolition of an existing wall-mounted PLC cabinet that previously served the campus roll-up generator system. This system is no longer operational; therefore the cabinet can be removed.

MILLER-REMICK LLC 6-3 CHERRY HILL, NEW JERSEY

4) The medium voltage feeders exit the switchgear and turn directly down into the existing concrete encased ductbank and manhole electrical primary selective loop that delivers normal power to the campus buildings via selector switches and pad mounted transformers.

5) There are ten existing 12,470-volt selector switches located around the campus.

The selector switches are configured so that they can accept a feeder from either the Pawnee or the Eastborough switchgear. This provides redundancy to the campus in the event that one of the utility lines goes down.

6) In all of the manholes near the selector switches, both the Pawnee and the Eastborough feeders are run through the same manhole and ductbank system. In Manhole MH2 and MH3 near Building 35A, all of the six total feeders from both sides of the switchgear are run through the same manhole. This creates an issue for the VA when work needs to be done on a feeder within those manholes. The Wichita VA policy for work in a manhole requires all power to be shut down within the manhole. Therefore, work in MH2 and MH3 necessitates a complete utility power outage to the campus. The local 208-volt and 480-volt generators pick up the building emergency loads during these maintenance outages.

B. Emergency Distribution System

The emergency power requirements for the buildings on the Wichita campus is currently handled by a series of generators across the facility. These generators are scheduled for demolition as part of this project. Below is a list of the existing campus generators.

1) Generator “31” serving Buildings 1, 1A, 4, parts of 2 and 19 – Interior in a generator building; 242kW, 208-volt

2) Generator “31A” serving Buildings 1, 1A, 4, parts of 2 and 19 – Interior in a generator building; 242kW, 240-volt.

3) Generator “1B & 2” serving Buildings 1B and 2 – Exterior pad mounted; 500kW, 480-volt.

4) Generator “5” serving Building 5, 6 and 7 – Exterior pad mounted; 80kW, 208-volt.

5) Generator “13” serving Buildings 12, 13, 16 and 20 – Exterior pad mounted;

115kW, 208-volt.

6) Generator “26” serving Buildings 3, 26, 29 and 61 – Exterior pad mounted;

300kW, 208-volt.

7) Generator “34” serving Buildings 34 and 60 – Exterior pad mounted; 800kW, 480-volt

8) Generator “62” serving Buildings 29 & 62 – Interior; 352kW, 480-volt.

9) Generator “21” serving Building 21 – 65kW, 208-volt. This is a temporary roll-up generator that can be tied to an exterior manual transfer switch.

C. Site Security (PSRDM Concerns)

1) The site is currently lightly secured. However, there is a security master plan in place that will be implemented over the next several years, via various projects, to

MILLER-REMICK LLC 6-4 CHERRY HILL, NEW JERSEY

build out the campus security infrastructure. This will help to protect all of the vulnerable above ground electrical equipment that the hospital relies upon to deliver power.

(i) A vehicular gated entry system near Building 35A is part of an ongoing Chiller Plant project.

(ii) Several fences currently exist around building selector switches and transformers.

(iii) Rerouting of existing parking lot drive aisles to accommodate new security needs of the site will be part of this scope. This will include a new separation fence and dual-authentication screening gate system on the west side of the parking lot system (vicinity north of Building 61), in an effort to reduce standoff from 50-feet down to 5-feet surrounding the future electrical building(s) and equipment.

(iv) The PSRDM requires electrical services traveling under unscreened traffic space to have 5’ of cover if not encased with concrete, and 30” if encased in concrete. With the drainage requirements outlined in Div 26 specifications, the balance between being concrete encased and a manageable bury depth is critical. Per the Robert Dole VAMC Security Master Plan, the north half of the campus is to be occupied by screened vehicles only. Therefore, the depth or concrete encasement protective measure will only be required in portions of the south campus which fall within 8’-6” of unscreened traffic or directly underneath.

(v) Placement of the electrical building will take advantage of the 5’-0” standoff to vehicular traffic south, east and west. However, the 50-foot standoff north to Waterman Street will be offset via a blast screen wall system along the north perimeter, per the Robert Dole VAMC Security Master Plan. See next section F for more detail.

(vi) See the “Physical Security Risk Mitigation Design Guidance - Robert Dole VAMC Construct Centralized Emergency Power System (FOUO)” report in Attachment Appendix C of this narrative package for additional details on physical security issues being addressed.

4. DESIGN APPROACH

The base scope of the project includes the removal of existing building level generators and replacement of the emergency power for the campus via a new centralized medium voltage generator solution.

A. New Emergency Medium Voltage Loop and Low Voltage Emergency Distribution

1) A new concrete encased emergency ductbank shall consist of (4) 5” schedule 40 PVC conduits buried at least 30” to the top of the ductbank. The ductbank will primarily travel beneath roadways and parking lots, so that returning the site back to its existing condition after the trenching is relatively easy. However, as previously mentioned in the Site Security section of this narrative, the depth or concrete encasement protective measure will only be required in portions of the south campus which fall within 8’-6” of unscreened traffic or directly underneath.

MILLER-REMICK LLC 6-5 CHERRY HILL, NEW JERSEY

The emergency ductbank will follow the path of the new normal ductbank described below and will be offset approximately 3’-0” from the normal ductbank.

The emergency ductbank will have its own set of approximately six (6) manholes.

The emergency loop will originate from two (2) drawout circuit breakers in the new paralleling switchgear.

2) Each building level emergency generator described above shall be replaced with a pad mounted transformer with a primary fused disconnect switch and set of loop feed switches. The emergency campus loop shall be run in and out of each new transformer loop feed switch so that if a fault occurs, the switches can be manually operated to isolate the fault and the remainder of the loop can be fed from the other direction. This will mitigate the effects of a problem with one of the feeders and will allow the VA to maintain operation.

3) The emergency feeder shall be routed underground to a new pad mounted stepdown transformer with integral 15kV primary/loop feed switches. All transformer/switch locations will need to be evaluated for PSRDM compliance.

Several of the transformers will be outdoor padmount type and the area protecting them will need to be brought up to current PSRDM standards. Below are the sizes of the new transformers required:

(i) Transformer “31” serving Buildings 1, 1A, 4, parts of 2 and 19 - 300-kVA, 12,470V-208V.

(ii) Transformer “31A” serving Buildings 1, 1A, 4, parts of 2 and 19 - 300-kVA, 12,470V-240V.

(iii) Transformer “2” serving Building 2 - 750-kVA, 12,470V-480V.

(iv) Transformer “5” serving Building 5, 6 and 7 – 112.5-kVA, 12,470V- 208V.

(v) Transformer “13” serving Buildings 12, 13, 16 and 20 - 150-kVA, 12,470V-208V.

(vi) Transformer “26” serving Buildings 3, 26, 29 and 61 - 500-kVA, 12,470V-208V.

(vii) Transformer “34” serving Buildings 34 and 60 - 1000-kVA, 12,470V- 480V.

(viii) Transformer Generator “62” serving Building 62 - 300-kVA, 12,470V- 480V.

(ix) Transformer “21” serving Building 21 – 75-kVA, 12,470V-208V. A new automatic transfer switch shall be provided for this building.

4) The existing fuel tanks and monitoring systems for the tanks for each of the generators described above shall also be removed as part of this scope. The majority of the generators are equipped with sub-base fuel tanks, however the following generators are fed from underground tanks which shall be removed in their entirety: Generators 31 & 31A, Generator 26, and Generator 34

5) An additional concrete-encased ductbank consisting of (2) 4” schedule 40 PVC conduits shall be routed adjacent to, but minimum 4’-0”, from the new normal and emergency ductbank pathway. This ductbank will be used to pull new low voltage

MILLER-REMICK LLC 6-6 CHERRY HILL, NEW JERSEY

cable (#12 stranded control wire) from each existing automatic transfer switch (ATS) on site back to the new generator building. The low voltage cable shall transmit the start signal from ATS to the new medium voltage generators. If required, medium converters will be utilized at existing ATS locations to convert the existing Cat 3 or Cat 5 start signal wiring into fiber optics for the long run back to the remote generator building.

6) After the medium voltage generator building is constructed and the new generators are tested and all of the ductbanks are installed, the existing building generators can be removed one by one and replaced with the new transformers. A temporary generator shall be utilized during this process to ensure that the VA has the required emergency essential power during the changeovers.

At this stage of the project, Miller-Remick has presented three medium voltage generator building configuration and layout options for consideration by the Wichita VAMC. The Wichita team has selected Option 1 to move forward with and this option is described in detail below. After the generator description, there will follow a series of items that are also part of the base project scope as well as some potential scope additions should budget allow.

Based on utility bills provided to Miller-Remick from the previous year, the maximum electrical load that the hospital used was approximately 3.8-MegaWatts (MW). Miller-Remick noticed that the Wichita VA has the capability of providing approximately 1.0MW of solar power. The utility meters would not see this solar contribution, therefore there is a theoretical current power usage at the campus of 4.8MW if both the maximum meter reading and solar contribution occur at the same time. When taking the additional 150,000 square feet of future space is taken into consideration, it was determined that the new generators should be sized to handle a maximum of 6MW.

A 1MW exterior load bank for testing the generators under load and also a generator tap box mounted to the side of the new generator building are currently part of the design. The tap box will allow for a temporary generator to be brought to the site and lugged into the new paralleling gear in the event that both of the utility lines and all of the generators fail. The loadbank shall also be utilized to provide an artificial load for the generators should a small ATS lose normal power so that wetstacking does not occur.

A new section of Square D MetalClad switchgear will be added to the Pawnee switchgear lineup.

The bus in the existing gear shall be extended to accept the new section. This is required to create a spare circuit breaker for the new generators to hook into on the Pawnee side. The new section of switchgear shall contain an upper and lower cubicle capable of accepting 1200-amp, 12,470-volt circuit breakers. An antiquated and unused wall-mounted PLC cabinet shall be demolished to make room for the new section.

Underground fuel storage tanks shall be provided adjacent to the new generator building to serve the generators. The fuel tanks shall be capable of running the required generators at 100% capacity for a minimum of 96 hours per VA standards. NFPA 110 also requires that the tanks be sized to 133% of the required run time. This would mean that the project would need to store approximately 70,000 gallons of fuel in underground fuel storage tanks.

B. Three paralleled 3MW, 12470-volt generators

1) Three 3MW generators shall be installed in the new generator building along with a new paralleling switchgear lineup.

MILLER-REMICK LLC 6-7 CHERRY HILL, NEW JERSEY

2) Two of the generators will have the capacity to carry the entire load of the campus plus future capacity. The third generator creates an N+1 redundancy in the event that one of the generators is down for maintenance or fails to start.

3) The paralleling switchgear will have output breakers that shall be connected back to new or existing spare circuit breakers in both the Eastborough and Pawnee utility switchgear. This will allow for full backup of the normal power campus loop if both of the utility feeders drop out.

4) When both of the incoming utility feeders drop out of service, all three generators will start up. Generators will not start when only one utility feeder drops out. When the first generator gets up to speed and synchronizes, it will close onto the bus and start to deliver power. The second generator to come up to speed and synchronize the frequency with the first generator will then close onto the bus. At this point, the third generator will begin to cooldown. If the load of the site does not require the second generator’s output, the second generator will also go into cooldown.

5) When an existing ATS senses loss of normal power, the generators shall start up and close onto the bus. This will energize the emergency campus loop. The affected ATS will then switch to emergency and power shall be delivered within 10 seconds per Code.

6) To prevent wetstacking during a loss of normal power within a building at a single ATS, the excess power generated can be routed to the permanently installed loadbank until normal power is restored.

7) If the VA is suffering intermittent power losses from the utility, the medium voltage generators will start up and deliver power to the campus until reliable utility power is restored. The VA has requested a 30-minute time delay to ensure that the utility has returned as a reliable clean power source.

8) Refer to Electrical Drawing E-601 for single line diagrams showing this alignment.

C. New Normal Electrical Ductbank

1) An important part of the project is to create a secondary underground pathway for one of the utility service feeders to run through. Currently, there are several manholes that contain every normal power medium voltage loop feeder and when maintenance is required in these manholes, power to the entire campus must be shut down.

2) Creating a second loop will eliminate this issue and will also bring the facility up to PSRDM standards. The second loop will be located a minimum of 50’ from the existing loop, wherever possible.

3) The new electrical ductbank shall consist of (4) 5” schedule 40 PVC conduits with concrete encasement buried at least 30” to the top of the ductbank.

4) A series of lockable manholes will be placed strategically around the loop in locations where splices occur. Lockable handholes will also be utilized to assist

MILLER-REMICK LLC 6-8 CHERRY HILL, NEW JERSEY

with pulling the new feeders through the ductbanks. See Drawing ES102 and E- 602 for manhole quantity and location.

5) Medium voltage splice kits shall be added to several of the manholes so that the VA can extend their loop more easily to assist future projects.

6) Each of the three medium voltages feeders on the Eastborough utility switchgear shall be routed through the new ductbank loop. New cabling shall be provided, via this loop, to one side of each of the ten (10) existing medium voltage selector switches that provide normal power to the buildings via pad mounted transformers.

The old 15-kV cable will be pulled out of the existing conduits.

7) See Electrical Drawing ES102 and civil drawings for potential routing of new electrical ductbank.

D. New Generator Building

1) All of the generator and paralleling switchgear equipment listed above shall be housed in a new blast-rated generator building. The proposed location of the new building will be adjacent to Building 35A, in an abandoned electrical yard with a shed.

2) Generator building shall include a brick finish to meet SHIPO requirements.

3) Generator building will require all electrical and low voltage systems for this type of facility with tie-ins back to existing buildings for a number of systems. At a minimum, the new building will need: lighting, power, fire alarm, lighting protection, security, tele/data etc.

4) Power for the new generator building will be derived from existing emergency 480-volt Panel EMDP recently installed as part of the Building 13 Boiler Plant expansion. A new concrete encased ductbank shall be provided for the power feed between the buildings.

5) Tele/data fiber shall be provided to new generator building’s lockable tele/data enclosure originating from Building 20’s mezzanine level tele/data room. Fiber shall be routed in the concrete-encased ductbank installed between the two buildings. All new generator building security devices can be monitored by the campus system via the tele/data rack.

6) Access control devices shall be compatible with the Wichita VA standard Software House C-Cure 9000 system. All security cameras shall be by AI Analytics, Illustra series. The nearest Software House headend is located in the Building 20 Telecom room where the fiber for the new tele/data rack will be pulled from.

7) Placement of the building will take advantage of the 5’-0” standoff to vehicular traffic south, east and west. However, the 50-foot standoff north to Waterman Street will be offset via a blast screen wall system along the north perimeter, per the Robert J. Dole VAMC Security Master Plan. See next section F for more detail.

E. New Security Fence

1) In order to attain the 5’ standoff to vehicular traffic around the generator building to meet PSRDM standards, another part of the security master plan must be completed as part of this project. A security fence shall be put in from the northeast

MILLER-REMICK LLC 6-9 CHERRY HILL, NEW JERSEY

corner of Building 61 and shall extend north to the property line along East Waterman Street. A new sliding or drop arm motorized gate with dual authentication access equipment shall be included in the parking lot that this fence cuts across. A connection from the gate to Building 61 shall be established via a new concrete encased ductbank for gate power and security fiber.
