About this file

This is a Statement of Work and solicitation document for a construction project to build a centralized emergency power system at the Robert J. Dole VA Medical Center in Wichita, Kansas. The Department of Veterans Affairs, Network Contracting Office 15, is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor to design and construct a new emergency power facility with three paralleled 3MW diesel generators and associated infrastructure. The project scope includes electrical work (generator installation, underground duct banks, stepdown transformers, load bank testing, and low voltage communications systems), mechanical systems (HVAC, ventilation, and fuel oil storage with two 40,000-gallon tanks), civil and site work (new blast-rated generator building of approximately 5,100 GSF, utility extensions, security fencing, and stormwater management), and architectural and structural coordination. The total period of performance is 1,460 calendar days split into two phases: the first 730 days focuses on long-lead submittals and equipment procurement, and the second 730 days covers general construction following equipment arrival. Proposals are due by August 26, 2026, at 2:00 PM CDT via email submission, with a mandatory site visit on July 29, 2026. This is a Firm Fixed Price solicitation with an estimated construction magnitude between $20,000,000 and $50,000,000, and all contractors and joint ventures must be certified in SBA VetCert and registered in SAM.gov at proposal submission through award.

Evaluation will follow a best value tradeoff process with non-price factors weighted more heavily than price. Technical evaluation factors include: relevant experience of the prime contractor with critical large-scale centralized emergency power systems ($10 million minimum project value), large-scale utility projects in high-traffic occupied areas ($1 million minimum), electrical subcontractor technical experience with similar work over seven years, key personnel qualifications (Project Manager, QC Manager, Safety Officer, On-Site Superintendent), prime contractor experience with equipment decommissioning and commissioning, and a comprehensive master safety plan. Offerors must submit documentation of past performance using either PPIRS evaluations or Past Performance Questionnaires. A bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less, is required. Performance and payment bonds are required. The solicitation requires detailed proposal submissions including SF 1442 forms, a price/cost schedule with material and labor cost breakdowns by specification division, and compliance certifications including VAAR 852.219-75 limitations on subcontracting and VAAR 852.219-73 SDVOSB set-aside acknowledgment. Original bid bonds must be mailed to the NCO 15 office in Leavenworth, Kansas, prior to proposal closing, while technical and price proposals are submitted via email.

Project # 589A7-21-132 Construct Centralized Emergency Power System

Period of Performance 1460 total calendar days split between 2 Notices to Proceeds (NTPs). The first Notice to Proceed will be 730 calendar days to account for long-lead submittals and procurement of equipment. The second Notice to Proceed will be 730 calendar days and will commence the construction once all required equipment has arrived.

Scope of Work

1. Project Overview & Purpose This project will construct a new, centralized emergency power system to enhance the emergency power capabilities of the Robert J. Dole VA Medical Center. This upgrade will support the current facility and future campus expansion of up to 150,000 additional square feet. The project will replace multiple distributed generators with a single, state-of-the-art, medium voltage power generation and distribution facility designed for resilience, security, and operational efficiency.

The scope of work for this project will be split into two phases, each initiated with its own notice to proceed. The first phase of work is strictly for long lead time requirements of the project. This covers the submittal process and procurement of the equipment for this project that would otherwise hinder the standard construction schedule. The second phase of the project involves the commencement of general construction work as outlined in the bid drawings and specifications.

All work must be performed in full compliance with the complete set of bidding documents, including contract drawings, specifications, and design narratives that accompany this solicitation. The general contractor will be responsible for providing all labor, supervision, materials, tools, and equipment necessary to complete the tasks outlined herein. The work includes, but is not limited to, the following:

Electrical

· Centralized Generation: Install three new paralleled 3MW, 12.47kV diesel generators and associated paralleling switchgear to provide reliable N+1 emergency backup power for the campus and future expansions.

· Distribution Networks: Construct new underground, concrete-encased duct banks for both normal and emergency medium voltage power loops, including new pad-mounted stepdown transformers at each building.

· Campus Integration: Decommission and remove existing localized life safety generators and fuel tanks, integrating all facilities into the new centralized emergency power system.

· System Controls and Testing: Provide and connect load bank for generator testing, integrate start signals at all automatic transfer switches, and ensure system delivers emergency power within code-mandated timeframes.

· Low Voltage & Controls: Install new dedicated low voltage (including fiber optic as necessary) communication duct banks for system controls and tie all security and monitoring equipment back to campus head-end systems.

Mechanical

· Building HVAC: Furnish and install dedicated HVAC systems for temperature regulation of generators, electrical switchgear, and support spaces, including steam heating and DX cooling per VA design standards.

· Ventilation: Provide appropriately sized air intake/exhaust systems with impact-rated louvers, attenuators, and fans to maintain safe and efficient generator operation.

· Fuel Oil Storage & Handling: Supply and install two 40,000-gallon double-wall fiberglass underground storage tanks with leak detection, day tank, pump system, and all associated secondary containment piping and trenching to support continuous operation.

Civil & Site

· New Generator Building: Construct a new, blast-rated enclosure (approx. 5,100 GSF) including all utilities, foundations, and architectural finishes per historic and campus standards.

· Site Utilities: Extend and reroute campus site utilities (including natural gas, domestic water, and steam) as necessary to support the new generator facility.

· Site Security & Access: Implement new site security fencing, blast protection walls, security gates with dual-authentication entry, and reconfigure drive aisles and parking as required by the VA Physical Security Master Plan.

· Site Restoration & Stormwater: Re-grade disturbed areas and address all required stormwater management in accordance with local and VA standards, returning the site to full operational capacity at project completion.

Multidisciplinary Coordination

· Architectural and Structural: The scope also requires all architectural and structural work needed to support the electrical and mechanical systems, including building finishes, protective construction, and integration of security features.

· Communications/Security Systems: Deploy all systems in conformance with VA requirements and fully coordinate with campus-wide communications, fire alarm, and access control devices.

General Requirements

· Standards & Compliance: All work must conform to the latest VA, federal, state, and local codes and standards, including but not limited to NFPA, and the VA Physical Security and Resiliency Design Manual (PSRDM) located at https://www.cfm.va.gov/til/PhysicalSecurity/dmPhySec.pdf.

· Document Adherence: The full scope of work is further defined in the bid set drawings, design narratives, and specifications released with this solicitation. All construction, materials, testing, and commissioning must comply with these documents. In the event of a conflict between this summary and the bid documents, the latter shall take precedence.

· Coordination & Phasing: Construction sequencing must ensure no loss of critical campus emergency power at any stage. Temporary systems and phased changeovers are required as outlined in the bid documents.

Contractor will provide turnkey construction of the Centralized Emergency Power System as detailed above and in the accompanying bid documents, fully tested and commissioned for VA acceptance.

Attachments:

1. Design narratives for all associated disciplines, to include civil, structural, architectural, fire protection, mechanical, and electrical.

1. PREPARATION AND SUBMITTAL OF PROPOSALS

a. GENERAL INFORMATION.

This is a Request for Proposal (RFP) in accordance with FAR Part 15. The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government.

Selection of an offeror for contract award will be made on the basis of an assessment of each offeror’s response to the Request for Proposal (RFP). All proposals shall be subject to evaluation by a team of government personnel. The government reserves the right to award without discussions based upon the initial evaluation of the proposals, but reserves the right to open negotiations if determined to be necessary.

Proposals submitted by Teaming Arrangements other than VA Joint Ventures will not be considered.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.

The proposals will be evaluated in accordance with the criteria provided in the solicitation. Using the Tradeoff process under the Best Value Continuum, and in accordance with Federal Acquisition Regulation (FAR) Part 15.103-2, it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. The intent is to award to the Offeror that offers the best value to the Government. All non-price evaluation factors, when combined are more important than price. Evaluations will be based on the following evaluation factors:

Factor 1 Relevant Experience of The Prime for critical large-scale centralized emergency power systems integration and installation work (Non-Price) Factor 2 Relevant experience of The Prime for large-scale utility projects that heavily involve coordination and installation of critical utility infrastructure alongside civil work in an occupied high traffic area (Non-Price) Factor 3- Technical Experience of Electrical subcontractor Factor 4 Key Personnel Experience (Non-Price) Factor 5 Prime contractor decommissioning, commissioning, and integration of primary equipment and appurtenant equipment (Non-Price) Factor 6 Prime contractor master safety plan (Non-Price) Factor 7 Past Performance (Non-Price) Factor 8 Price

NOTE: There is a realistic possibility that some offerors may choose to submit the same construction project as a qualifying example for both the past performance and the technical experience evaluation factors. This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor

b. THE OFFER.

The submission of the documentation specified below will constitute the Offeror’s acceptance of the terms and conditions of the RFP, including the Plans & Specifications for the construction of this project. These instructions prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.

c. AWARD BASED ON INITIAL OFFERS.

Pursuant to clause 52.215-1 the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.202 (a) (2). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price, and technical qualifications standpoint. The VA reserves the right to conduct discussions if the Contracting Officer later determines such discussions to be necessary.

d. NUMBER OF COPIES TO SUBMIT. Offerors shall submit proposals electronically by email to: Jeanette.Mathena@va.gov Contracting Officer and Jennifer.Hill@va.gov Contract Specialist. The following Evaluation Factors will be used as the basis for determining Technical Capability.

Factor 1 Relevant Experience of The Prime for critical large-scale centralized emergency power systems integration and installation work.

Factor 2 Relevant experience of The Prime for large-scale utility projects that heavily involve coordination and installation of critical utility infrastructure alongside civil work in an occupied high traffic area.

Factor 3 Technical Experience of the Electrical Subcontractor Factor 4 Technical Qualifications of Prime Contractors Key Personnel Factor 5 Prime contractor decommissioning, commissioning, and integration of primary equipment and appurtenant equipment.

Factor 6 Prime contractor master safety plan.

Factor 7 Past Performance.

NOTE: There is a realistic possibility that some offerors may choose to submit the same construction project as a qualifying example for both the past performance and the technical experience evaluation factors. This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor.

FACTOR 1: Relevant Experience Of The Prime For Critical Large-Scale Centralized Emergency Power Systems Integration and Installation Work.

For relevant experience, the offeror shall submit a minimum of one (1) and maximum of three (3) project examples demonstrating recent and relevant experience with a dollar magnitude equal to, or greater than $10,000,000.00. Only recently completed projects within past 7 years, for relevant emergency power systems or utility plant construction, or power/ utility experience in a hospital, projects already completed shall be submitted. Relevant experience is experience on projects that are similar in size and scope.

The Offeror must clearly identify and document relevant experience with examples. In addition, in the submitted projects the offeror shall state what work fulfilled the relevant experience for the critical large-scale centralized emergency power systems integration and installation work, or power/ utility experience in a hospital and/ or medical setting by the prime contractor. Projects with emergency power systems or utility plant construction will receive a higher rating than those with only power/ utility experience in a hospital and/ or medical setting. For each of the projects submitted for construction experience of the prime the offeror must submit contact information including name and phone number, and provide a short description of the project.

At a minimum the offeror shall submit a minimum of one (1) and maximum of three (3) project examples that demonstrate recent and relevant experience in either, or both of the two relevant experience areas of emergency power system / utility plant construction. Only completed projects within the past 7 years demonstrating recent and relevant experience shall be submitted. The offeror shall provide a short description of the submitted project, and state what work fulfilled the relevant experience areas. Our preferred and highest weighting will be for demonstrated experience in centralized emergency power systems or utility plants in an active critical operating setting, followed by emergency power systems or utility plants for new construction.

FACTOR 2: Relevant Experience Of The Prime For Large-Scale Utility Projects That Heavily Involve Coordination And Installation Of Critical Utility Infrastructure Alongside Civil Work In An Occupied High Traffic Area.

For relevant experience, the offeror shall submit a minimum of one (1) and maximum of three (3) project examples demonstrating the prime’s recent and relevant experience with a dollar magnitude equal to, or greater than $1,000,000.00. Only completed projects within past 7 years involving relevant utility infrastructure and civil projects carried out in a high traffic occupied area shall be submitted. Relevant utility infrastructure includes installation of concrete-encased electrical duct banks, medium voltage power systems, and installation of stepdown transformers. Relevant civil projects include large-scale excavation and installation of concrete-encased duct banks (e.g. >10,000 LF / 100,000 SY area) in an active hospital setting with work taking place in walkways, roadways, and parking lots with high vehicular and pedestrian traffic. The submitted projects shall state what work fulfilled the relevant experience areas for the utility infrastructure and civil work by the prime. For each of the projects submitted for construction experience of the prime the offeror must submit contact information including name and phone number and provide a short description of the project.

At a minimum the offeror shall submit a minimum of one (1) and maximum of three (3) project examples that demonstrates recent and relevant experience in the two relevant experience areas of utility infrastructure and civil projects carried out in a high traffic occupied area. Only completed projects within the past 7 years demonstrating recent and relevant experience shall be submitted. The offeror shall provide a short description of the project, and state what work fulfilled the relevant experience areas for utility infrastructure and civil projects carried out in a high traffic occupied area work. Relevant projects carried out in an active hospital operating setting will be given higher weight than relevant projects for new construction.

Such offerors may submit relevant past performance information regarding predecessor companies; key personnel who have relevant experience; or subcontractors that will be performing major or critical aspects of this requirement, provided that such information is relevant to the construction in this solicitation. However, the proposal of an offeror with no relevant Past Performance history, while rated “Neutral” in Past Performance, may not represent the most advantageous proposal to the Government and thus, the Government may in its tradeoff analysis determine that highly rated past performance is more beneficial than a neutral past performance rating.

SPECIAL NOTE 2: For Prime Contractors that have Past Performance: Prime Contractors may provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The government also reserves the right to consider past performance information from all available sources, in addition to any information submitted by offerors.

The Government will select the best overall offer, based upon an assessment of evaluation factors listed in this solicitation. All non-price evaluation factors, when combined, are more important than price. Contract may be awarded to the offeror who is deemed responsible in accordance with the FAR, whose offer conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required within the Performance Work Statement) and is judged by an overall assessment of the evaluation factors to represent the most advantageous offer to the Government.

As a basis for award, trade-offs between price and non-price factors are permitted. THEREFORE, THE GOVERNMENT RESERVES THE RIGHT TO AWARD TO OTHER THAN THE LOWEST PROPOSED PRICE.
