Summary of Structural Chapter for Robert J. Dole VAMC Centralized Emergency Power System
This document is Chapter 2 (Structural) of 100% Construction Documents for a new Centralized Emergency Power System building at Robert J. Dole VAMC in Wichita, Kansas (VA Project No. 589A7-21-132). The new one-story blast-rated generator building will be sized to satisfy emergency power demand for the existing campus and future expansions totaling 150,000 square feet and will back up main electric utility services entering the campus. The structure will consist of columns supporting composite steel beams with 20-gauge 2" steel composite deck and 3" NW concrete (5" total), exterior 12" thick reinforced concrete masonry unit walls, and interior switchgear and fire riser rooms with 8" CMU walls supporting non-composite steel decking. Generators will be supported on 24" tall isolated concrete pads, while remaining equipment will use 4"-6" tall concrete equipment pads.
The design employs steel concentrically braced frames and moment frames for lateral resistance, with drilled piers and grade beams on the south side where underground tanks are located and shallow foundations elsewhere. Design loads include Occupancy Category IV classification, actual equipment operating weight for generators, roof live load of 40 PSF, catwalk load of 40 PSF, lid load of 60 PSF, ground snow load of 28 PSF, basic wind speed of 122 MPH, and seismic parameters including 0.2 second design acceleration (SDS) of 0.110g in Seismic Design Category C with importance factor of 1.5. Structural materials specified include ASTM A992 Grade 50 for WF shapes, ASTM A500 Grade B for HSS shapes, ASTM A36 for channels/angles/plates, and concrete strengths ranging from 3000 psi for drilled piers to 4500 psi for foundations and 4000 psi for equipment pads and slabs. MEP equipment and lines requiring seismic bracing per VA Seismic Design Requirements H-18-8 include equipment ≥400 pounds on floors/roofs, suspended equipment ≥20 pounds, gas and medical piping ≥2½ inches inside diameter, and various electrical conduits and air handling ducts meeting specified size thresholds.

CHAPTER 2
STRUCTURAL
1. GENERAL
A new Centralized Emergency Power System building will be constructed with a size and configuration to satisfy the equipment requirements for emergency power demand for the existing campus and future campus expansions totaling 150,000 square feet. This new blast rated generator building will have the capacity to back up the main electric utility services entering the campus.
2. SCOPE OF WORK
A. Systems to be altered:
1) NA
B. Applicable Codes and Standards:
1) International Building Code – 2024 Edition
2) American Society Of Civil Engineers - Minimum Design Loads For Buildings And Other Structures - ASCE 7-22
3) Department Of Veterans Affairs Seismic Design Requirements H-18-8
4) VA Program Guide Pg-18-10 Structural Design Manual
5) VA Physical Security and Resiliency Design Manual (PSRDM)
6) AISC 360 – Steel Construction Manual – AISC 360-22
7) ACI 318 - American Concrete Institute - Building Code Requirements For Structural Concrete – 318-14
8) ASTM - American Society for Testing And Materials
3. DESIGN APPROACH
A. Design Loads
1) Occupancy Category IV
2) Dead loads for the purpose of structural design are the actual self-weight of the permanent building construction materials.
3) Live loads to be supported are as follows:
Generators Actual Equip Operating Wt.
Roof 40 PSF
Catwalk 40 PSF
Lid 60 PSF

Exposure Category C
6) Seismic Load:
0.2 Second Response Acceleration (Ss) 0.120g
0.2 Second Design Acceleration (SDS) 0.110g
1 Second Response Acceleration (S1) 0.061g
1 Second Design Acceleration (SD1) 0.087g
Soil Site Classification D (Default)
Seismic Design Category C
Seismic Importance Factor (I) 1.5
B. Design Approach
1) Structural Design: The column layout and structural depths are being coordinated with the proposed building and equipment layouts. Please refer to the structural drawings.
2) The structural systems for the new building will be designed for physical security per the Physical Security and Resiliency Design Manual. The design and details for resiliency will be included in the 90% design development submission.
C. Structural Systems
1) Gravity Systems:
The new one-story structure will consist of columns supporting composite steel beams with 20-gauge 2” steel composite deck and 3” NW concrete (total 5”). The exterior wall will be concrete masonry unit construction. The CMU wall will be 12” thick and reinforced as required by design.
The switchgear room and fire riser room will consist of 8" CMU walls supporting steel beams with 20- gauge 1 1/2" non-composite deck and 3 1/2" LW concrete (total 5")
The columns and wall foundations systems will consist of drilled piers and grade beams at south side of the building where the underground tanks are located and shallow foundation at remaining part of the building.
2) Lateral System:
The lateral systems will be steel concentrically braced frames and moment frames.
MILLER-REMICK LLC 2-3 CHERRY HILL, NEW JERSEY
3) Equipment Pads:
Generators will be supported on 24” tall isolated concrete pads.
Remaining equipment will be supported on 4”-6” tall concrete equipment pads.
4) MEP Supports:
Per IBC, the seismic design category has been calculated as Category C. Per Department of Veterans Affairs Seismic Design Requirements H-18-8, dated July 1, 2023, MEP equipment and MEP lines (piping, ductwork, etc.) need to be braced to resist seismic forces and excessive deflections for projects in all new and existing buildings “assigned to Seismic Design Category C, D, E, or F.” The design for bracing is to be performed by the contractor’s engineer. MEP lines and fixtures to be supported are as follows:
a. Equipment weighing equal to/larger than 400 pounds, which is supported directly on the floor or roof.
b. Equipment weighing equal to/larger than 20 pounds, which is suspended from the roof or floor or hung from a wall.
c. Gas and medical piping equal to/larger than 2 ½ inches inside diameter.
d. Piping in boiler plants and equipment rooms equal to/larger than 1 ¼ inches inside diameter.
e. All other piping equal to/larger than 2 ½ inches inside diameter, except for automatic fire suppression systems (all fire suppression piping needs bracing).
f. All piping suspended by individual hangers longer than 12 inches in length from the top of pipe to the bottom of the support for the hanger.
g. All electrical conduits, equal to/larger than 2 ½ inches inside diameter.
h. All rectangular air handling ducts equal to/larger than six square feet in cross sectional area.
i. All round air handling ducts equal to/larger than 28 inches in diameter.
j. All ducts suspended by hangers longer than 12 inches in length from the top of the duct to the bottom of support for the hanger.
