About this file

This is a civil construction specification document for a federal construction project at Robert J. Dole VAMC in Wichita, Kansas (VA Project No. 589A7-21-132). The project involves constructing a new Centralized Emergency Power System sized to support an existing campus and future expansions totaling 150,000 square feet. The system will include a new blast-rated generator building, underground concrete-encased ductbank for medium voltage power distribution, and associated site work. Key scope elements include site investigation with topographic and utility locating surveys along a pre-approved 50-foot-wide route; installation of ductbanks with conduits per VA Technical Information Library Division 26 specifications and PSRDM requirements; rerouting of conflicting utilities; placement of electrical structures such as manholes and handholes; construction of a 5,400-square-foot building to house electrical equipment with necessary utilities and stormwater management; rerouting of existing parking lot drive aisles with new security fencing and dual-authentication screening gates; and coordination of security features including perimeter fencing and blast walls designed by a blast engineer.

The design approach specifies trenching and electrical runs in compliance with VA standards including Design Alert Six Division 26 05 41 and the Physical Security and Resiliency Design Manual (PSRDM). The ductbank will be concrete-encased with minimum 2.5-foot cover and 0.4% minimum slope for drainage, creating a Ring Network Topology for electrical redundancy. Three design options are presented: Option 1 features three paralleled 3MW, 12,470-volt generators in an approximately 56' x 66' building; Option 2 provides two installations of two paralleled 3MW, 12,470-volt generators in an approximately 56' x 95' building with a blast wall separation; Option 3 includes two installations of two paralleled 3MW, 480-volt generators with step-up transformers in an approximately 53' x 128' building. Applicable codes and standards include PG-18-10 Site Design Manual, EPA Technical Guidance Manual 438, NFPA 70 National Electrical Code, and PSRDM requirements addressing critical utility protection, blast mitigation, and physical security measures.

DEPARTMENT OF VETERANS AFFAIRS VA PROJECT NO. 589A7-21-132

ROBERT J. DOLE VAMC CENTRALIZED EMERGENCY POWER SYSTEM

WICHITA, KANSAS 100% CONSTRUCTION DOCUMENTS: 03/18/2026

MILLER-REMICK LLC 1-1 WICHITA, KANSAS

CHAPTER 1

CIVIL

1. GENERAL

This project shall construct a new Centralized Emergency Power System, sized and configured to satisfy the emergency power demand for the existing campus and future campus expansions totaling 150,000 square feet. The Centralized Emergency Power System shall consist of a new blast rated generator building that has the capacity to back up the main electric utility services entering the campus. Medium voltage power shall be distributed to the existing campus selector switches via a new underground concrete-encased ductbank system.

2. SCOPE OF WORK

A. Site Investigation

1) Existing drawings and surveys provided by the VA.

2) Topographic survey following preapproved route. Width to be 50’.

3) Utility locating survey following preapproved route. Width to be 50’.

B. Duct Bank

1) Installation of ductbanks with conduits per the VA Technical Information Library.

Division 26 Specification and PSRDM requirements.

2) Rerouting of any utility in conflict with the proposed duct bank route.

3) Placement and coordination of any necessary electrical structures such as manholes and handholes.

C. Site Work

1) Proposed 5,400 sf building to house new electrical equipment. This includes bringing necessary utilities, such as natural gas and domestic water, to the new building, re-grading the surrounding area, and addressing stormwater management needs.

2) Reroute existing parking lot drive aisles to accommodate new security needs of the site. This includes a new separation fence and dual-authentication screening gate system on the west side of the parking lot system (vicinity north of Buildings 31

& 61), as well as regrading and addressing any storm water ramifications throughout the scope area.

3) Coordination of security features such as the proposed perimeter fencing and blast walls, as designed by a blast engineer.

D. Applicable Codes and Standards:

• PG-18-10 Site Design Manual

• Environmental Protection Agency’s Technical Guidance Manual, 438

• VA Physical Security and Resiliency Design Manual (PSRDM)NFPA 70 National

Electrical Code

3. EXISTING CONDITIONS

A. Site existing conditions are shown on the proposed topographic and utility surveys.

B. Site Security (PSRDM Concerns)

1) The duct bank is a critical utility, which requires the construction to comply with the PSRDM. Separation distances and blast protection are part of this project.

(i) The PSRDM requires electrical services traveling under unscreened traffic space to have 5’ of cover if not encased with concrete, and 30” if incased in concrete. With the drainage requirements outlines in Div 26 specifications, the balance between being concrete encased and a manageable bury depth is critical. Per the Robert Dole VAMC Security

Master Plan, the north half of the campus is to be occupied by screened vehicles only. Therefore, the depth or concrete encasement protective measure will only be required in portions of the south campus which fall within 8’6” of unscreened traffic or directly underneath. The PSRDM requires dual entrances for mission critical buildings. The two entrances are coordinated with electrical.

(ii) (ii) Civil coordinates any site security features with the Physical Security

Professional (PSP) for Record.

(iii) Crossings of the proposed electrical duct bank in areas with non-screened vehicles are analyzed using the blast crater measurements and standards from PSRDM Chapter 6. (iv) See the “Physical Security Risk Mitigation

Design Guidance – Robert Dole VAMC Construct Centralized Emergency

Power System (FOUO)” report for additional details on civil physical security issues being addressed.

(iv) Additional site security measures deemed necessary for the generator building by the security team’s evaluation will be added during this project. Two items are the blast wall north of the building, and an interior gate for screening vehicles (cut sheet provided).

4. DESIGN APPROACH

The existing emergency electrical infrastructure includes conduits, and vaults throughout the campus that route the existing electrical lines to each of the buildings and are currently assumed to be unusable for new electrical runs. The proposed route and building entries were determined by Miller-Remick and are refined by IMEG during the design development and construction document phases. Essential electrical and normal electrical connections to existing and new

MILLER-REMICK LLC 1-3 WICHITA, KANSAS

buildings area verified by IMEG to assure existing and future anticipated growth can be served by the systems. Buildings will be served with medium voltage cable and/or low voltage cable as identified by existing conditions and new building design. All available as-built drawings and utility information are reviewed to determine the most suitable route. Additional local repairs and conduit replacement may be necessary during construction and will be developed with the COR.

Trenching and electrical runs are designed in compliance with VA standards including Design

Alert Six, specifically Division 26 05 41 (Underground Electrical Construction) and the Physical

Resiliency Design Manual. The electrical path is laid out from investigation of the trenching requirements and impacts. It is assumed the duct bank will be encased in concrete, have a minimum cover of 2.5’ and a minimum slope of 0.4% for drainage purposes. Potential utility conflicts, such as existing chilled water, steam, and condensate pipe locations, are investigated as well, and this information is used to adjust the electrical path as necessary to minimize impacts to the existing site features.

The intent of this project is to trench new duct banks throughout the campus for the primary and secondary electrical runs to each building. The planned duct bank creates a Ring Network

Topology which will be used to provide network redundancy across the campus. There are no known variances to be requested at this time. Important factors to choosing an electrical path include but are not limited to: emergency vehicle routes, ADA/ABA parking, campus entry traffic, existing utility conflicts, memorials and concurrent or future projects.

A. OPTION 1 – Three paralleled 3MW, 12470-volt generators (Approximate building size 56’ x 66’)

1) In this scenario, three 3MW generators shall be installed in the new generator building along with a new paralleling switchgear lineup.

2) The design team proposes routing (2) sets of 4#350 & 1#3 G MV cable in 2 of the

4” conduits provided in the concrete ductbank between the paralleling switchgear and utility switchgear.

B. OPTION 2 – Two installations of two paralleled 3MW, 12470-volt generators

(Approximate building size 56’ x 95’)

1) In this scenario, each of the two utility switchgear in Building 35A will be backed up independently with a set of two 3MW generators, which are paralleled together. All four generators and the two sets of paralleling switchgear will be housed in a new generator building with a blast wall separating the two sides, to minimize the effect of a generator explosion.

2) The design team proposes routing (2) separate sets of 4#350 & 1#3 G MV cable in 1 of the 4” conduits provided in 2 separate ductbanks between the paralleling switchgears and utility switchgear.

C. OPTION 3 – Two installations of two paralleled 3MW, 480-volt generators

(Approximate building size 53’ x 128’)

1) In this scenario, each of the two utility switchgear in Building 35A will be backed up independently with a set of two 480-volt, 3MW generators paralleled together. All four generators and the two sets of paralleling switchgear will be

MILLER-REMICK LLC 1-4 WICHITA, KANSAS

housed in a new generator building with a blast wall separating the two sides, to minimize the effect of a generator explosion.

2) A 7500-kVA step-up transformer will be required between each of the two sets of paralleling switchgear and the utility switchgear to match the utility voltage.

3) The design team proposes routing (2) separate sets of 4#350 & 1#3 G MV cable in 1 of the 4” conduits provided in 2 separate ductbanks between the step transformers and utility switchgear.
