Document Assignment Answer
We will be paid in US Dollars when it comes time to invoice for the vehicles that are ordered. What happens if there is a fluctuation in our home currency?
Solicitation Contracting
The vendor can only bill for the unit price that was ordered at the time of the order. The vendor should factor in currency fluctuations when considering the firm fixed price they will be offering.
Vendors will have the oportunity to change pricing and model years during the two open season periods during each calendar year. See the Solicitation Document section E.5.
Can we put multiple models into the Technical Exception Worksheet

This contract is to provide GSA (GSA Fleet Vehicle Leasing as well as Vehicle Purchasing from other
(non-GSA) customers) with motor vehicles as described in the Solication Document.
From the vendor perspective, all the orders will be purchased by GSA or by GSA on behalf of another

In Attachment W3 – Open Market Requirements under point C.5, CNS is stated “Delivery Locations – Open Market, To be determined by the customer at the order level.” And in point D.15 Delivery –
F.O.B. Destination, it is stated “Prices offered must cover delivery
Freight on Board (FOB) destination (FAR 52.247-34) to the locations specified in the Motor Vehicle Delivery Order (MVDO).”
How can we calculate a delivery to a destination we don’t know? Is there a solution similar to AREQ where you request a quote for the destination delivery when placing the MVDO?

I noticed there is no longer a 105O SIN which was for the Land
Cruiser 76 model.
AutoBid Engineering SIN 105O is active and Toyota Model 76 is active in SIN 105O.
Our current Land Cruiser 70 series model recently underwent a minor production change. We need to update the tire information we previously provided. How do we do that?
Previously they came with tubed tires and now they will come with tubeless tires.
AutoBid Engineering Contact our systems team at automotiveedi.partnerships@gsa.gov for individual configuration.
Our Prado models will no longer be produced as of November 2023 and therefore we think we need to remove these or do we just not provide pricing?
A new Prado will be released sometime in May-July 2024. I assume we can add this during one of the “open season” phases?
AutoBid Contracting If vendors have 2023 availability and pricing, propose it. If not, wait until the appropriate open season.
We will have access to the next generation Land Cruiser 70 series in
2024. Same question, I assume we can add these during an “open season” phase once we have more specification and pricing from our principals in Japan.
AutoBid Contracting If vendors have 2023 availability and pricing, propose it. If not, wait until the appropriate open season.
How do we manage our export control policies that are mandated by our principals in Japan?
What happens is country A wants to buy our vehicle, but we cannot sell the requested model to that country?
Solicitation Contracting
Place on the clarifications tab and Technical Execptions Worksheet (TEW) the locations that the vendor cannot delivery to. If an order is placed with locations that cannot be fulfilled, please notify the contracting staff in accordance with solicitation paragraph D.3.
We need to provide pricing FOB destination – for open market. This seems like an impossible task unless we quoted every destination around the world. I also noticed on document “Attachment W3 –
Open Market Requirements” it says delivery locations are to be determined by the customer at the order level – does this mean we will price the delivery at the time of order as opposed to in advance?
Given the massive range and volatile market for shipping prices to much of the destinations we serve (which is primarily the developing world) providing fixed freight prices for an extended period of time in advance is rather challenging. Quoting at the time of order will likely be advantageous for the USG as it would be a market price as opposed to a conservative freight estimate.

Please advise this contract is in no way similar to the MAS Schedule in regards to the Most Favourite Customer pricing and the Price
Reduction Clause.
Solicitation Contracting
This acquisition is being performed under FAR 15 procedures.
For pricing evaluation information, refer to Solicitation Section G.1 EVALUATION.
Please also refer to Solicitation Section C.15 PRICE REDUCTIONS.
Please also refer to all clauses listed in Section D.
Is this a small business set aside contract? I see the NAICS code is 336110 – small business. Non-OEM offerors will be measured against the 500-employee small business size standard prescribed in
FAR 52.212-1(a).
Solicitation Contracting This acquisition is NOT a set aside. This acquisition is being performed as a full and open competition and all interested offerors both large and small are encouraged to participate.
How will the USG make sure the supplier’s offered model is homologated and supported locally for the respective market the vehicle will be shipped/sold to?
Solicitation Engineering
The offeror is fully responsible to ensure compliance (homologation) to the delivery location(s) quoted and eventually selected by the ordering activity (GSA Fleet Vehicle Leasing or Purchase
Customer). Optional delivery locations are specified in the GSA Purchase Descriptions and will also be identified on the motor vehicle delivery order. The government assumes all responsibilities if the vehicle is exported to other locations after initial delivery.
"TAB B – Exceptions to Purchase Descriptions
DOES NOT COUNT TOWARDS THE PAGE LIMITATIONS – Offerors must submit a statement indicating that no exceptions are taken to the Government’s stated technical requirements. If exceptions are necessary, any and all exceptions to the technical specifications must be identified using Attachment D, and must be included under this tab. Any and all exceptions expressed or implied in the Offerors proposal is not acceptable unless it is specifically and explicitly addressed and accepted by the Government. "
Is this the area where we need to put information that we require in order to maintain compliance with our principals in Japan. For instance, we need to make sure that the Japanese export control policies are being adhered to, that the model requested is able to be quoted/shipped to the ultimate destination, any warranty conditions, end-user certificate requirements for particular consignee/end-users, 120 day delivery potential problems, etc…
Solicitation Engineering
The intent of the Technical Exception Worksheet is for technical matters and captured in Attachment
D. The Government will review all technical exception(s) requests for acceptability after proposal submission.
The example referenced is not a technical concern. The offeror is fully responsible to ensure policy compliance for delivery locations in Japan and otherwise. The government assumes all responsibilities if the vehicle is exported to other locations after initial delivery. Include any appropriate clarifications necessary in the clarifications tab.
