About this file
This document is an installation access restriction notice issued by the U.S. General Services Administration (GSA) regarding personnel eligibility for the GSA Central Vehicle Processing Centers (CVPC) located in Germany and Italy. The notice prohibits individuals holding citizenship from 81 specified countries from accessing either installation under any circumstances, including through escorted access, visitor passes, or other temporary access authorizations. The restricted countries include Afghanistan, Algeria, Angola, Armenia, Azerbaijan, Belarus, China, Cuba, Iran, Iraq, North Korea, Russia, Syria, Venezuela, and Yemen, among others. Moldova is listed with a specific notation that individuals from Transnistria are also restricted, and Transnistria is separately listed as an independent restricted entity.
The contracting officer, James Purdy from the GSA Federal Acquisition Service's Office of Contracting Operations, Global Vehicles & Short Term Rental Solutions Division, directs that this information be communicated to all vendors, contractors, subcontractors, and external personnel supporting organizations. While the restriction is specifically designated for the GSA CVPCs, the notice indicates that the restrictions may apply to all U.S. Military installations worldwide and recommends that points of contact on individual Motor Vehicle Delivery Orders (MVDO) be contacted to confirm applicability before shipment.
