About this file

This is a Vendor Response Document template for solicitation 47QMCA23R0011, the 2024 Outside the Continental United States (OCONUS) Vehicle Program. The document serves as the standard submission form for vendors interested in bidding on this GSA Automotive Acquisition Support Center vehicle procurement. Offerors must complete sections requesting company information (name, DUNS, TIN, address, phone, email, fax), designate a contract administrator contact, identify authorized negotiators, and indicate preferred order delivery methods (facsimile or Electronic Data Interchange). The form also requires vendors to address their compliance with federal regulations and certifications, including representations regarding telecommunications equipment prohibitions under Section 889 of the John S. McCain National Defense Authorization Act, responsibility matters for organizations with federal contracts exceeding $10 million, and certifications regarding trade agreements and place of manufacture.

The document mandates that offerors verify current and accurate representations and certifications in the System for Award Management (SAM) under FAR 52.212-3 and disclose any exceptions to terms and conditions, covered telecommunications equipment or services, and place of manufacture information. For ordering purposes, vendors must elect to receive orders via facsimile transmission or computer-to-computer EDI (noting EDI support ends September 30, 2027). Offerors must certify that end products are U.S.-made or designated country products under the Trade Agreements Certificate, or list non-compliant products with country of origin. This template is a required administrative submission component but does not address specific vehicle models, pricing, or technical specifications, which are handled through the separate AutoStandards and AutoBid systems referenced in the solicitation.
