About this file
This is a Purchase Description document for right-hand drive vehicles for use in Japan during fiscal year 2027. The document establishes requirements for commercially available, current model year or newer vehicles including sedans, passenger vans, sport utility vehicles, trucks, and buses, identified by Standard Item Numbers (SINs) with the suffix "J" applicable to GSA schedules.
The document specifies detailed technical and equipment requirements covering vehicle design, components, systems, drivetrain, suspension, electrical systems, cab/body features, and available options through standardized equipment codes. Vehicles must comply with Japanese Ministry of Environment emissions standards, UN ECE standards, and Japanese Ministry of Land, Infrastructure, Transport, and Tourism safety requirements. The specification includes statutory price limitations for certain basic vehicle types under 31 U.S.C. § 1343, with exemptions for emerging motor vehicle technologies such as electric, plug-in hybrid, and hydrogen fuel cell vehicles. Standard equipment required includes power-assisted brakes with antilock systems, airbags, air conditioning, power windows and locks, and cruise control. Extensive optional equipment codes are available covering features such as all-terrain tires, auxiliary air conditioning, engine block heaters, safety kits, navigation systems, military markings, and specialized upfits for police and military working dog transport applications. Delivery options include Free-On-Board dealer delivery or direct consignee delivery to designated military installations throughout Japan across six geographic zones. Warranty requirements mandate OEM basic comprehensive coverage for three years or 50,000 kilometers covering the entire vehicle, plus corrosion and powertrain warranties. Pre-delivery inspection, quality assurance provisions, and operational checks are required prior to acceptance.
