About this file
This document is a presentation from the GSA 2026 Fall Open Season Conference for the Outside the Continental U.S. (OCONUS) Vehicle Program, held on September 16, 2026, hosted by Michael Davidson, GSA Contracting Officer.
Key Bidding Dates and Process: The bid period opens October 7, 2026, and closes October 28, 2026, at 12:00 PM Eastern. Supplemental documents are due by the same closing date. Awards and contract openings in GSAFleet.gov are anticipated in December 2026/January 2027. The solicitation number is 47QMCA23R0011. The Open Season process allows existing contractors to update pricing for new model years and specifications through an automated process via GSAFleet.gov, while new offerors may submit proposals for the next model year of existing models. New offerors require full proposal packages and must undergo complete evaluation for responsiveness, responsibility, and technical acceptability. Up to two open seasons per year are permitted.
Technical Requirements and Pricing Terms: Bidders must adhere to FY27 Federal Standards and Europe/Japan/Open Market Purchase Descriptions. Statutory Price Limitations (SPL) are $40,000 for sedans, $41,140 for passenger vans and station wagons, and $47,775 for police vehicles. Additional Systems & Equipment (AS&E) calculations must be submitted for items subject to SPL. Evaluated price equals offered price minus AS&E minus destination charge. Japan truck standards include new GVWR and payload requirements with several new SINs (127J, 128J) for drop side bed trucks. New FFP delivery codes have been created for European and Japan destinations based on CNS codes, with industry feedback incorporated. Technical Exceptions and Line Item Availability Templates must be submitted, with accurate shipment timing After Receipt of Order (ARO). Trade Agreement Act compliance requires proposing only in approved SINs. Incumbent vendors maintain awards on previously awarded models if they do not increase prices or change model years; new model-year units not currently awarded are evaluated on a lowest price, technically acceptable basis, and price increases for awarded models are not accepted.
