RFP 47PL0122R0035 EMATOC & 47PL0122R0041 Sump Pump Seed Project Pre-Proposal Requests For Information (RFI) and Responses 4
1.) Question: Completing sections 1-4 of the PBS Past Performance Questionnaire and wanted to get some clarification. We have not been awarded nor bid a Federal Project as a Prime. We have only completed one Federal Project as a subcontractor. Should we list the projects we have completed in the private sector? Please advise.
Answer: Please provide any relevant Past Performance information available. Also, if you are proposing as a joint venture, you can use any relevant projects done by any contractor in that partnership. If the past performance information provided is found to be not relevant, in accordance with EMATOC RFP.pdf, Section L-4.1. Tab 1, Factor 4, Subfactor 1 - Past Performance Relevance and Recency, paragraph 6, "Offerors providing no past performance record will be given a neutral rating."
2.) Question: Most subs will not have UEI numbers since they don’t work directly for the government. Should we list their UBI number? Can we simply list the key contractors as we did in the past? If not what weight or score do the subcontractors we list have on our proposal? How does the information benefit this proposal and what is most important factor for subs we list?
Answer: Yes, please provide a UBI in the absence of a UEI. Yes, please only provide information for key subcontractors that are anticipated to be used in the execution of the projects on this MATOC. The subcontractors provided have no weight or score, it merely demonstrates your ability as a Prime to locate and utilize subcontractors, potentially utilizing it in Task Order evaluations requiring subcontracting plans;
something the Small Business Administration is considering in order to bolster the use of certain socio-economic categories at the subcontracting level. It is informational in nature and your response will not hurt or help your rating for this evaluation factor.
