RFP 47PL0122R0035 EMATOC & 47PL0122R0041 Sump Pump Seed Project Pre-Proposal Requests For Information (RFI) and Responses
1.) Question: Please verify the Government’s point of contact for the PPQs is Kimberly Johnson. Also the subject line has the wrong project number and title.
Answer: Correct POC is MacKenzie Dunn at mackenzie.dunn@gsa.gov. Exhibit 6 Past Performance Questionnaire revised and attached as revision 1.
2.) Question: Are these bidding as two separate projects or are they combined as one?
Answer: The Seed Project is an evaluation factor for the EMATOC RFP (47PL0122R0041) which is an Indefinite delivery/quantity (IDIQ) type of contract vehicle. This type of contract allows GSA to compete and issue Task Order Requests when needs arise to the pool of awarded Contractors. The Seed Project is in support of the EMATOC and will be the first issued task order against the vehicle in accordance with the evaluation criteria. Reference RFP EMATOC 47PL0122R0035 Section L for details.
3.) Question: Is the seed project, a real project? If the seed project is awarded, will the winner also be awarded the IDIQ?
Answer: Yes, the Seed Project is a real project. The awardee of the Seed Project will be awarded as a task order under the IDV. It is noted that per the solicitation, GSA intends to award up to six (6) IDIQ contracts as part of a Multiple Award Task Order Contract (MATOC) pool. Winning the Seed Project award does not preclude an offeror from being awarded a MATOC contract. Reference RFP EMATOC 47PL0122R0035 Section L for details.
4.) Question: Will there be another site visit?
Answer: No, at this time there is no plan to have a second site visit. As there is no access into the elevator pit during the site walk, it is determined that the technical documents provided with the SOW for the Sump Pump RFP are sufficient.
5.) Question: Will you post the sign in sheet from the site visit yesterday?
Answer: Yes. Please see attached Site Visit Sign in Sheet.
6.) Question: Are there base drawings for this project?
Answer: Yes, there are drawings. However, they contain Controlled Unclassified Information (CUI). Please provide a completed copy of Exhibit 2 with all required information and documents, and follow the instructions in Exhibit 3 to obtain the GACA email address. Once received at mackenzie.dunn@gsa.gov, access will be granted to the CUI documents.
7.) Question: Which company is the Facilities and Operations Maintenance at the building?
Answer: This information will be provided as necessary at the award of the Task Order.
8.) Question: Page 6/7 – Vol III PP – Tab 1 – Factor 4 – Subfactor 2: If there is a completed CPARS on file can that be noted in lieu of a PPQ?
Answer: Please provide PPQ's for all projects. Providing a copy of a CPARS does not meet the intent of the evaluation factor. If unable to obtain, please reference the RFP 47PL0122R0035 Section L-4.2 for information and instructions.
9.) Question: If a PPQ is required (regardless, if it has a completed CPARS) Can you reassign a new PPQ right away?
Answer: Yes, Exhibit 6 Past Performance Questionnaire revised and attached as revision 1.
10.) Question: RFP Page 22/23 – L-2.7: For the email submission option. Please provide the file size maximum capacity that we can send in one email.
Answer: The maximum email inbound attachment for GSA is 25MB per single email.
11.) Question: RFP Page 23 – L-2.8.2: Exception List of pages that will not be counted
– You have Past Performance Questionnaires listed. a. Please clarify that PPQ’s are or are not to be in proposal.
Answer: PPQ's are to be in your proposal, they are just not being counted toward your page limits.
12.) Question: RFP Page 31 – L-4.2: Please clarify if you are wanting a list of names of who received the PPQ’s for that subfactor.
Answer: Please provide a completed Exhibit 6 PPQ document for each project being provided for evaluation for this subfactor. If unable to obtain a completed PPQ from a client before the closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contact and client information for the respective project.
13.) Question: FP Page 45 – M-13: States that you will be obtaining independent information beyond our proposal. Can you expand on how you go about evaluating items (a) thru (f)?
Answer: RFP 47PL00122R0035 Section M-13 states The Contracting Officer's determination of an Offeror's responsibility or non-responsibility may be based upon any information obtained by the Contracting Officer, and is independent of the evaluation of offers set forth herein. This means that a responsibility determination may require information that is not included in the evaluation criteria described by Table M-1
- Evaluation Factors, and provides a list of the type of information that could be needed further, to determine an offer's responsibility. It is believed that the requested information will be sufficient to make this determination for any offeror, but this notifies and reserves the right to obtain further if necessary.
14.) Question: Please confirm the period of performance for the Task Order. Is it 150 days or 120?
Answer: The period of performance for the Task Order is 120 calendar days from Award to Substantial Completion and 30 days from Substantial Completion to Final Completion, for a total of 150 calendar days.
15.) Question: Are liquidated damages in effect for the task order?
Answer: No they have been determined to be unnecessary for this Task Order. Please reference Attachment D TORFP Seed Project.pdf , Section Task Order Contract, number 5.
16.) Question: Please provide the name of the company who is currently servicing the elevators for this building.
Answer:This information will be provided as necessary at the award of the Task Order.
