The project shall include a renovation of 22,176 usf for Bankruptcy (phase 1) and 38,057.96 usf for Probation (phase 2). Each agency has its own independent set of construction documents. The project will require work performed in an occupied building without disruption to the operations of the tenants.

The ultimate goal of this project is to relocate the US Probation Office from their present leased office space located in One Pierrepont Plaza into the Duberstein Courthouse. In order to accomplish this, the existing Duberstein tenant, Bankruptcy, will need to relocate within the building while consolidating their existing program space. A product similar or equal to DIRTT walls, will be used for the majority of the Courts office walls as per the CDs.

Additional scope includes reactivating the Johnson Street Entrance for Probation in phase 2. The reactivation includes alterations as needed for structural hardening, blast mitigation, and security upgrades while respecting the historical context of the entrance.

All of the offices are located within "Zone 3" spaces which are classified are "Free Zones". Rehabilitation within a Free Zone should respect any historic elements (windows, doors, trim, cornices, fireplaces, any other historic features).

Probation’s renovation, Option 1A - phase 2 for construction, consists of, but is not limited to:

1. renovating +/- 29,856.37 usf on the first floor

(5) Submittal Processing

Prepare and submit a submittal schedule in accordance with Division 1 of the contract performance specification. In the submittal schedule, identify all submittals requiring review by the GSA. Transmit all required submittals to the GSA. Ensure that all subcontractors understand, agree to, and conform with their respective roles, responsibilities, and timeliness requirements for submittal processing.

Promptly correct and resubmit any submittals returned unapproved, allowing sufficient time for re-review in order to maintain the project schedule.

Upon receipt of submittal approvals, coordinate as necessary with all involved subcontractors.

Refer to FAR 52.236-21, Specifications and Drawings for Construction, for further submittal and shop drawing review requirements.

Expedite the processing of submittals to minimize approval times.

(6) Clarifications/Requests for Information

Promptly submit to the GSA a written request for information (RFI) to request clarification of any apparent conflicts, ambiguities, and/or general contract requirements. Each RFI must include a specific description of the issue requiring clarification, citing the specific related contract documents requiring clarification.

RFIs should only be submitted after performing due diligence to confirm that the contract requirements in question are in fact unclear or otherwise inadequate. RFIs should also include information as to why the General Contractor needs the RFI answered as it may assist with providing a more accurate answer.

Upon receipt of the response to each RFI submitted, coordinate the response with all involved subcontractors to ensure understanding and appropriate action.

(7) As-Built Drawings and Specifications

The General Contractor shall update CAD drawings (as-built drawings) and electronic specifications (as-built specifications), at least monthly, to document changes that occur during construction.

Before submitting each payment request, meet with the GSA to review the advance copy of the construction progress report. Ensure that the GSA is in agreement as to the progress of the construction work and the value of the work completed.

Based upon agreed value of work completed, submit monthly payment requests to the

GSA.

All payment requests shall be submitted with certified payrolls.

The contractor is responsible for compiling the Punchlist and updating the Punch list until all items are completed and accepted by GSA.

(13) Testing Mechanical CFM’s (Initial Baseline TAB Report)

The purpose of this scope is to determine the current supply and return air flows (CFM) at major connection points and not at each diffuser or branch takeoff. This information will be used to verify the assumptions the engineer used for their design which was based on the latest owner's record drawings.

The General Contractor shall test the existing duct systems as required to obtain the results as intended whether it is within the existing scoped work or in an adjacent space outside of the renovation boundaries. The TAB effort requires only measurements and does not include any adjustments other than working with the BAS system to drive the existing VAV boxes to simulate a peak load event (something like opening all VAV boxes to 85% and higher). All repairs to the ductwork to make velocity reading shall be done by the TAB contractor. Provide a final report with duct sizes and test locations clearly defined. The General Contractor shall coordinate the TAB contractor’s effort with the design team to ensure the test locations are appropriate.

All testing and reports shall be completed and handed over to GSA and the architect of record within 60 calendar days of each phase from the respective NTP.

This log shall be cross-referenced to the GSA log for ease of tracking. The General Contractor shall submit their log on a schedule to be set by the respective parties.

(4) Review Process

The General Contractor and GSA shall maintain a record of all submittals and indicated action taken. The review process will not impose on the reviewer, nor relieve the General Contractor from, the responsibility for errors or omissions, correctness of details or conformity with the construction contract documents. The GSA architect of record shall review all submittals and mark each sheet with one of the following designations:

Work will proceed.
