COBie Quick Reference Guide

January 2019

COBie Quick Reference Guide U.S. General Services Administration

Purpose of this guide

The purpose of this guide is to provide a synopsis of GSA’s COBie requirements.

GSA requires COBie to be delivered for all major construction or lease-to-own projects since March 2015 as specified in the PBS P100 Facilities Standards.

What is COBie?

Construction to Operations Building information exchange (COBie) is a standard to manage important building data such as equipment lists, product data sheets, warranties, spare parts lists, and preventive maintenance schedules.

This information is then used to support operations, maintenance, and asset management once the building is in service. The use of COBie can replace the jumble of paper, CDs, flash drives, and other media typically delivered at the end of construction projects, and can supplant the need for a months-long manual data entry period once a building is already being operated.

The COBie standard is the minimum information requirement for facilities maintenance (FM) handover packages. The standard is captured in an electronic file based on Microsoft Excel which allows anyone who has access to Excel and who possesses basic Excel skills to read and check COBie files. Most Building Information Modeling (BIM) and Computerized Maintenance Management Systems (CMMS) software applications come with the ability to read and write COBie data in MS Excel and other file formats as well.

What is a COBie file?

A COBie file is a standardized Microsoft Excel workbook that contains important information about a given facility including such things as equipment lists, product data sheets, warranties, spare parts lists, and preventive maintenance schedules.

The file contains a series of tabs and each tab has a series of columns. Project-specific COBie files must always be identical in structure to the COBie standard template. These files must always retain the series of worksheet tabs as found in the COBie standard template, and the tabs must always retain the same order as the template. Similarly, within each tab, all of the columns in the template must be retained and kept in the same order as the template. Changing of the tabs or the columns within each the tabs is not allowed.

COBie standards define the meaning of each tab and the meaning of each column within each tab. It also defines milestones for when each tab and each column within a tab are required during the course of the design and construction of a building. Changing the meaning of tabs, columns, or milestones is not allowed.

COBie syntax

There is a standard way of referring to the standard structure of COBie files.

Just as the files themselves rely on standardized templates to be effective, using standardized language when referring to the parts of a COBie file is important to ensure clarity and efficiency. When we refer to a COBie file’s tabs and columns we use a “dot” notation that looks like this:

COBie.Tab.Column

Using this syntax for the example below we would refer to:

COBie.Floor.Description

How to ‘speak’ COBie

When referring to COBie syntax verbally we would say “COBie dot floor dot description”. When it is clear that the discussion is about a COBie deliverable, we often drop the COBie prefix. In our example then, we would say “floor dot description”.

GSA COBie Requirement and Timeline

The definition of each COBie field is found in section 02 input tools, in the COBie Requirements Specification document.

For example, on page 2 of that document you will find will find the definition of contact.email as follows.

Contact.Email Definition A well-formed email address used to identify this specific Contact.

Example Value “Bob.Builder@ConstructionCo.com” Required Beginning in Final Concept Design Phase QC Checks 1. Must be unique within the scope of the tab

2. Must have a text value that is not n/a or empty

3. Must be a valid email address

Using COBie syntax we can specify what COBie data is required and when it is due during design and construction. All information is cumulative so that something required during Final Concept Design should still be present (and updated, if necessary) in later design and construction. During construction progressive updates must be completed by 30% fiscal construction, 60% fiscal construction, and substantial completion.

GSA COBie asset types in scope

Typically, asset types with moving parts are considered in scope for COBie deliverables. Another rule of thumb is to include asset types that are in the scope of O&M contracts.

Due to the variability of facility types and specific facility designs, as well as variability in differences in contracting from region to region, the final list of asset types in scope for a given project is ultimately the responsibility of the GSA project team, including OFM project team members. The asset types in scope should be decided by GSA as early as possible during design, and in all cases early enough for them to be included in 100% construction documents.

See the Appendix for a detailed list of assets that are considered to be in scope.

Workflow

The COBie requirement applies to projects during planning, design, construction, turnover and project closeout and operations. The following workflow diagram illustrates which activities are required during each phase for both GSA and third parties.

OPERATIONS & MAINTENANCE

TURNOVER TO OPERATIONS

DESIGN

CONSTRUCTION

OFM

Ensure O&M Contractor is keeping NCMMS Equipment inventory up-to-date.

OFM

Turnover final as-built GSA COBie file to national CMMS data team for transformation and verification and upload to NCMMS.

OFM

Provide NCMMS export to ODC of Current Building Inventory Prior to Design Start. Check all

COBie As-Designed Construction Document submissions. Determine which assets are in scope.

OFM

Check GC COBie as-built submissions for accuracy.

O&M Keep NCMMS Equipment inventory up-to-date.

National NCMMS Team Check final as-built GSA COBie file for quality. Transform final as-built COBie file to NCMMS uploader. Upload inventory to NCMMS.

ODC

Submissions for Accuracy

ODC

Insert GSA COBie as-built requirements in GC contracts. Check GC COBie as-built submissions for compliance with GSA COBie as-built requirements.

AE

Incorporate existing NCMMS inventory into basis of design. Deliver COBie as-designed final concept and construction document submissions compliant with GSA COBie requirements

GC

Deliver accurate COBie as-built submissions compliance with the GSA COBie as-built requirements.
