Additional Responses for RFIs 1/24/2020 Conrad B. Duberstein U.S. Courthouse Courts Consolidation - GC

RFI Question Answer

64 The Duberstein GC Bid Sheet Rev1 Excel sheet that was provided in addendum#1 has a wrong Formula for the Proposal Grand Total.

(Proposal Grand Total = Items A.19 + B.4 + D.13) The B4 formula in this equation has already A.19 value Included in it and so it is calculating the Value twice. Please confirm a revised Sheet will be issued.

A revised bid sheet has been provided in amendment 02

65 1) Need a Broadloom Carpet Specification Section ?

2) Some carpets appear on F/S Phase 2 Drawing A900 but do not appear on Finish Plans; CPT-3, CPT-8, CPT-9, please clarify ?

3) Phase 2 Drawing A900 CPT-2 Carpet Tile, Remarks Column Broadloom, please clarify.

4) CPT-1 appears on F/S Phase 1 Drawing A900 but does not appear on Finish Plans, please clarify ?

5) Phase 2 Drawing A900 please confirm RT-3 sheet vinyl are for all RT-3 rooms; G509, G522, 01057, 01077A, Remarks column notes Urinalysis Lab and Drawing A406 Detail 1 show RT-3. please clarify

6) Phase 2 Drawing A900 Base BS-6 not identified, need description (appears at all RT-3 spaces G509, G522, 01057, 01077A), please clarify.

7) Rubber Base to be installed on Round Columns Phase 2 Drawing 122; Free standing and at walls ?

8) Detail 2 on Drawing A133 Phase 2, is which room ? Detail shows existing wood subfloor with Carpet.

9) All Carpet(s) are with standard from factory backings; Carpet tile and Broadloom, please confirm.

1) CPT-2 is broadloom

2) CPT-3, CPT-8, CPT-9 are not used

3) CPT-2 is broadloom

4) CPT-1 does not occur in Phase 1

5) Use RT-3 at all rooms shown on finish plans

6) Use RT-3 Flash Cover Base detail 4" high

7) Install Rubber base at existing walls and columns at all areas receiving new flooring

8) Use detail for all 10" poke throughs where shown on plan. There is existing wood on 01111 (per previous RFI response.) Detail is similar at 4th floor, but no existing wood floor.

9) Standard Backing except:

a) CPT-2 on floor 1 and

b) CPT-10 on second floor.

c) At raised access floor at Case Admin 02234, backing shall be quick-release type.

66 On the door schedule for the Bankruptcy & Probation phase 2 drawings (A-910), many openings are listed as acoustic in the remarks. We do not see accompanying STC rating and acoustic door spec.

Please advise on the acoustic rating for these hollow metal doors.

The doors labeled as acoustic on the door schedule are insulated HM doors with perimeter seals. The doors do not need to achieve a specific STC rating, this would apply if we needed a full STC rated door assembly, which is not the case. The seals are described in the hardware spec and the doors are type 1A in the door schedule which is an insulated door and frame.

67 It’s noted that our Raised Access Flooring can’t install directly over the existing marble. Instead, it needs to install over slip paper and ¾” high density fiberboard. Is there a specification for that board and paper?

-Our RAF system has been tested to withstand certain weight loads, and we need to know how this HDF will affect our testing.

-We also need to be assured that the adhesive that we use to mount our pedestals will adhere correctly to this HDF.

RAF systems normally adhere directly to concrete slab or are screwed / anchored into the subfloor. We can do neither in this case.

Slip paper shall be 50# acid-free grey Kraft paper with minimum 4” seam overlap.

Fiberboard shall be ¾”, HDF 60, Trupan High Density MDF by Arauco or approved equal.

Adhesive shall be selected to properly adhere to HDF.

68 Detail 11 on drawing A-714 shows air seals for plenum spaces on our raised flooring system. That detail normally goes only with Under Floor Air Systems, which isn’t the case here. The HVAC seems to be coming from overhead.

-So, can we exclude that detail, or is there another need to make our RAF flooring airtight??

Flooring shall be as indicated. There are fin tube radiators at the perimeter curtain wall. The floor shall be airtight to prevent any cold drafts coming up through the floor that may be influenced by the curtain wall. Provide underfloor plenum divider along linear floor grills as indicated in Spec Section 09 69 00 Access Flooring, Section 2.3.A Floor Grills.

69 Detail 7 on drawing A-601 shows (what looks like) one complete assembly for fin tube and floor grill. It looks like a pre-assembled box.

-So, are we supplying the floor grill, or will that whole assembly be supplied by others?

The entire assembly shall be in the Contract. “FG Floor Grille” as indicated on Sheet A-102, “Bar grill” on Detail 7, Sheet A-601 and “floor grill” on Detail 4, Sheet A-601 shall be linear bar grille AAG-100 with A-Frame in #4 brushed stainless steel by Advanced Architectural Grilleworks or approved equal.

70 Is there a loading dock at the courthouse?

-If so, what size truck can the loading dock handle?

Refer to logistics drawings.

71 Or freight elevator only?

-What are the dimensions of the freight elevator?

-What is the weight capacity of the freight elevator?

Answered weight capacity in Amendment 01 Freight Elevator Dimensions: Height is 118", Width is 142", Depth is 63"

21/24/2020

72 Please confirm that the government wants all of the probing, inspection, and restoration of fireproofing (details 3 and 4 on S-002) listed on C.1 and C.2 on the bid sheet and not in the respective phase of work? Is there any chance the government can dictate to all bidders the quantity to use on the bid sheet for C.1 and C.2 so all the bidders use the same quantity as part of the cost proposal?

Similarly, regarding the potential structural repairs detailed on sheet 202 for line items C.3, C.4, and C.5, a quantity of 5 potential repair of “Detail 3: Beam to Column Flange” is indicated for the 1st floor locker room in the response to RFIs (see attached)– however Detail 3 on S-202 is of the beam to girder. I assume since these are the quantities to be used for fee evaluation of all bidders, I wanted to make sure you want bidders to use Detail 3 of the Beam to Girder repair, for a total of 89 potential repairs of that detail?

All unit prices have a designated quantity in the revised bid sheet for bidding purposes. These costs shall be accounted for in the unit prices only and not in the breakdowns under structural work.

73 1. In the revised Table of Contents, provided in the addendum-1, the following items are no longer listed and are not mentioned in the Narrative.

033000 – Cast in place concrete – Removed 084418 – Glazed Steel Curtain Walls – Removed 105113 – Lockers – Removed Please confirm if these spec sections should be removed from scope of work.

Not removed from scope.

74 2. The following sections appear to be crossed out in the revised

TOC.

084126 – All Glass Doors and Partitions 111800 – Security Equipment.

Please confirm if these spec sections are to be included or removed from the scope of work.

These sections are not needed in the project and should be omitted from the specifications.

75 3. Section 057313 – Ornamental Glass Rail System is added in the revised TOC, but is not provided in specifications. Please provide specs for this section.

Ornamental Glass Rail is not part of the project. Disregard spec section.

76 Can GSA extend the due date of this job for a week to assist vendors in the preparation of a fair and competitive sealed bid on this project.

As per Amendment 2 of this solicitation, the proposal due date is extended until 4:

00PM ET on February 4, 2020.

77 Please let me know if the insurances required with the bid package or the lower bidder has to provide it later on.

As per the Solicitation and Agreement documents, the Bid Guarantee is required to be submitted with the proposal. The insurance requirements and payment and performance bonds are to be supplied after award.

Page 10 Para 7.a states : The General Contractor contractual responsibility is to the GSA only and not to other contractors, tenants agencies or local community interests where the project is located.

Reading further page 14 para 13:Court Security Guards State: The contractor shall be responsible to procure and coordinate CSO services for both the duration of the base contract and all exercised options.

Will the contractor be required to coordinate with USMS, Court guards & the Courts directly or would all communication be through the GSA? There is some contradicting information as mentioned above

The mentioned information is not contradictory.

The General Contractor is responsible to GSA due to having a contract with GSA and not any other agency or other contractors.

The General Contractor is responsible for hiring the CSO directly for security purposes during unoccupied hours. Coordination for shifts needed are between the GC and the CSO POC. In this scenario the CSO is similar to a subcontractor under the General Contractor.
