About this file

This Request for Proposals (RFP) is issued by Montgomery County Community College for the procurement of facilities uniforms for its Facilities Department. The College seeks qualified vendors to provide high-quality garments with accurate personalization using the College's approved logos, fonts, and colors. The RFP includes a mandatory virtual pre-proposal conference scheduled for June 22, 2026, at 1 p.m. EST. Vendors must submit written questions through PennBid by 2 p.m. EST on June 29, 2026, with proposals due by 2 p.m. EST on July 10, 2026. The College is seeking a three-year initial contract term commencing on the first day of service, with options to renew for additional one-year terms by mutual written agreement. Uniform items specified in Exhibit B include various apparel options available in extended sizing (up to 4XL minimum) and multiple colors to meet operational needs. The vendor must provide an efficient ordering and delivery process capable of accommodating both scheduled and emergency purchases, with goods inspected at point of delivery and warranted for not less than one year from acceptance.

Proposals will be evaluated based on compliance with specifications (40%), pricing (30%), delivery and lead times (15%), and vendor experience and service (15%). Prospective vendors must demonstrate a minimum of three years of prior experience in the uniform supply business, failure to meet which will result in rejection of the proposal as non-responsive. Vendors must submit itemized cost proposals, minimum three client references preferably from higher education institutions or community colleges in Pennsylvania, last three years of annual financial reports, and documentation of any litigation, bankruptcy, defaults, or adverse contractual situations. The College reserves the right to negotiate with finalists and is not obligated to accept the lowest-priced proposal. The vendor must designate a primary account representative with decision-making authority and maintain regular communication regarding orders, delivery status, product availability, and issue resolution. The College retains the ability to terminate portions or all of the contract if three or more documented incidents of non-compliance occur within a 90-day period.
