About this file
This document is an exhibit of performance and payment bond forms for the Montco Cultural Center Theater Roof Replacement Project at Montgomery County Community College in Pennsylvania. The exhibit provides standardized bond templates and instructions that the successful bidder must execute upon notification of intent to award. The project, identified as Bid #9 FY25/26, involves the replacement of approximately 13,000 square feet of roofing at the Montco Cultural Center Theater, including removal of the existing standing seam metal roof to the deck and installation of a new insulated standing seam metal roof system, along with new sheet metal work, roof drain replacement, painting of a 1,700 square foot screen wall, and installation of 250 square feet of TPO roofing on a small low-slope area. A mandatory pre-bid conference and site tour is scheduled for April 10, 2026, at 10:00 a.m. EDT at the Science Center building atrium, with bid submissions due by 12:00 p.m. EDT on April 21, 2026, via PennBid. Questions must be submitted by 5:00 p.m. EDT on April 14, 2026.
The successful bidder must furnish both a Performance Bond and a Payment Bond within ten days of receiving the Notice of Intent to Award, each in the amount of 100 percent of the contract sum. The surety must be licensed and authorized to conduct business in Pennsylvania and must be listed in the U.S. Treasury Department's current Circular 570 as an acceptable surety on federal bonds. The Performance Bond requires the contractor to faithfully comply with and perform the agreement in accordance with contract documents, satisfy all claims and demands, indemnify the obligee, and remedy all defects within two years of final completion and acceptance. The Payment Bond protects claimants supplying labor or materials and allows claims to be instituted within 90 days after the last labor or materials are provided, with a maximum action period of one year from the date of last labor or material supply. Both bonds are subject to the Public Works Contractors' Bond Law of 1967 (Act No. 385) of Pennsylvania. Bid responses must be accompanied by bid security in the amount of 10 percent of the bid and include a Non-Collusion Affidavit, Owner's Certification of Responsible Contractor Status form, and contractor resume and references. The project is subject to the Pennsylvania Prevailing Wage Law, and the College reserves the right to conduct in-person interviews with selected bidders prior to award.
