About this file
This document is an Amendment 01 to Request for Proposal (RFP) 375108-CD for Main Ring Electrical P-F3 to P-F4 15KV Cable Installation at the FESS Project 3-7-103B. The amendment includes responses to 15 prospective offerors' questions covering critical project details such as cable reel specifications, switchgear installation, ground grid requirements, and communication cabling installations. Key specifications include installing two new 15kV dead front switchgear on existing concrete pads, the subcontractor being responsible for complete cable and equipment installation including splices, terminations, and testing, and the installation of 19 separate ½" Heliax cables and 2 separate 36-strand fiber cables. The project involves cable installation through multiple service buildings with specific requirements for cable storage, handling, and entry point placement.
The amendment provides detailed clarifications on project scope, including that Fermilab will provide climate-controlled storage for cable reels, cable coils will be left at building entry points for others to install, and the project includes installation of two FFDG-furnished 15kV Air Switches. The document references revised drawings (E-1A, E-5, and E-10) issued with this amendment that provide additional technical details about cable pathways, service buildings, and equipment placement. Contractors are advised that no additional interior building work is required beyond leaving cable coils at entry points, and a pre-bid opportunity to visit building interiors will be provided.

AMENDMENT 01 to RFP 375108-CD Main Ring Electrical P-F3 to P-F4 15KV Cable Installation, FESS Project 3-7-103B
Responses to Prospective Offerors’ Questions
Question 1: Dimensions (overall diameter and drum width) of Fermilab-furnished 750 MCM, 3-conductor cable reels.
Response 1: Dia: 9’, Width: 5’-4”, Weight: ~12,500 lbs., Length of cable on reel: ~1,700ft Tri-plexed.
Question 2: Which locations, if any, are receiving new switchgear under this project?
Response 2: The installation of two new 15kV dead front switchgear on existing concrete pads with existing ground grid are included under the Bid Option #1 scope of work. See revised drawings E-5 and E-10 issued with this Amendment 01.
Question 3: Whether FFDG/Fermilab or the subcontractor is responsible for landing and grounding any new switchgear (our reading of the specs suggests the subcontractor installs all splices and terminations, but we’d like confirmation).
Response 3: The subcontractor is responsible for a complete installation of the cable and equipment, including splices, terminations and two 15kV dead front switchgear.
Question 4: Whether acceptance/third-party testing of the new 15kV cables is to be performed by an independent testing firm hired by the subcontractor, or by Fermilab personnel?
Response 4: The subcontractor is responsible for all cable testing.
Question 5: Whether we may assume the existing ground grid at the existing switchgear and manholes is adequate, or if any ground grid upgrades are expected in this scope?
Response 5: All ground grid needed for the scope of work in this project is existing.
Question 6: Whether Fermilab’s cable reels will be stored in a heated facility, in light of the requirement that no cable be pulled below 32°F unless it has been in heated storage for 24 hours and pulled the same day.
Response 6: Fermilab will provide the specification required climate-controlled storage of the cable reels to coordinate with the construction activities.
Question 7: How many separate cables of ½” Heliax are to be installed?
Response 7: 19
Question 8: How many separate cables of 36-strand fiber are to be installed?
Response 8: 2
Question 9: Drawing E-1A shows a single line diagram of communications cabling to be installed. There is a continuous line running from A0 Service Building, through each handhole and into the service building at the opposite end of the drawing. Does this indicate one continuous 36-strand fiber cable, without splices or terminations, other than at either end of the cable?
Response 9: Yes
Question 10: On drawing E-1A there are two service buildings called out as F3 Service Building. What should the label of the second F3 Service Building be? Is it RF Service Building?
Response 10: See revised drawing E-1A issued with this Amendment 01.
Question 11: On drawing E1-A there are two solid lines shown running from F3 Service Building, through handholes F-3 and F-4, and into F4 Service Building. Is one of those lines indicating the pathway for the ½” Heliax cable, and the other line indicating a 36-strand fiber cable?
Response 11: See revised drawing E-1A issued with this Amendment 01 indicating type and quantity of each line.
Question 12: On drawing E1-A do all the communications cabling installations get dropped off at the entry point to the service buildings or do we install further into the buildings and leave a coil for others to terminate? Can you provide more detailed information about the interior of the buildings and some footages for installations to the termination points inside each building?
Response 12: See revised drawing E-1A issued with this Amendment 01.
Question 13: On drawing E1-A do each of the four service buildings have existing cable tray to be used for this communications cabling installation?
Response 13: Cable coils to be left for others to install in the buildings. See revised drawing E- 1A issued with this Amendment 01 for details.
Question 14: Will there be another opportunity before the bid due date to visit the interior of each of the four service buildings to determine what will be required (man-lift or ladder) to install the cables into the existing cable tray?
Response 14: Yes. Only coils of cable to be left at points of entry. No other work inside of the buildings is required. See revised drawing E-1A issued with this Amendment 01 for details.
Question 15: The drawings (E-5 and E-10) show two 4-way air switches that are not in place today (DSTR-FDR46A-F4 and DSTR-FDR48-F4). Are we including in this bid setting these two air switches and bolting them in place, or will all 4-way air switches be bolted in place prior to the beginning of this project?
Response 15: The scope of this project includes the installation of two FFDG furnished 15kV Air Switches. See revised drawings issued with this Amendment 01 for details.
