About this file
This document is a Technical Questions and Responses Tracking Sheet for Solicitation 36C77626R0104, a federal construction contract for EHRM Infrastructure Upgrades at the Alexandria VA Hospital in Pineville, Louisiana. The tracking sheet contains 193 contractor questions with corresponding VA responses addressing clarifications needed for project bidding.
The project encompasses comprehensive infrastructure upgrades including telecommunications/data infrastructure, mechanical systems (HVAC, refrigeration), electrical systems, fire protection, security systems (access control and CCTV), and building modifications. Key scope elements include installation of new data drops and cabling throughout multiple buildings, ductbank construction, security camera and access control system expansions, mini-split HVAC unit installations, TR (telecom room) renovations and new construction, and associated MEP infrastructure. The contract is fixed-price with an 820-day performance period. Critical requirements include: connection of new security systems to existing DNA (Open Options) access control backend and ExacqVision video management system; Siemens BAS integration for HVAC controls; fiber optic and copper cabling installation with redundant A/B circuit routing; provision of new server hardware for video storage; protective drain pans with hard-piped discharges; complete grounding and bonding systems for affected TR/MCRs; and compliance with extensive ICRA (Infection Control Risk Assessment) protocols for work in occupied patient-care areas. The VA will provide only active LAN switches and 10 network switches for cutovers; the contractor is responsible for all other equipment including UPS units, CRAC units, refrigerant piping, and video server infrastructure. Responses clarify that the project is not tax-exempt, asbestos abatement work is in scope based on the 2017 AHERA report, all material must be removed from site, and submittals require 15 business days for review with review time included in the performance period.

# CONTRACTOR QUESTION VA RESPONSE Discipline
1 After reviewing the Tele Comm drawings there are no drops shown in any of the buildings, can the VA provide drawings showing the drop counts for each building?
The existing data drop tables begin on page 1079 and the new data drop tables begin on page 1155 in the specifications.
RCDD
2 Dwg C-300 Overall Site Plan. The darker duct bank lines seems to be existing duct bank? The lighter duct bank lines seems to be new duct banks. Is that correct?
No. the darker and thicker lines are the new Duct Bank lines.
Civil
3 Dwg C-304 New Manhole 16 seems to be on top of existing duct lines. Is it the intent to tie the existing ducts into the new manhole as well as the new ducts? If so, does the existing ducts have any wiring in them?
MH#16 is not on top of an existing Duct Bank. The drawings indicate a proposed new steam line location. The location shown were from 65% plans and for reference only.
Civil
4 There is a note stating this project is non-taxable. Will there be tax exempt certificates issued to the prime contractor and the subcontractors, or does this note indicate that sales tax can not be added to the contract amount at the time of billing?
This project is not tax exempt. Please follow requirements outlined in the solicitation.
VA
5 After talking with several of our subcontractors who were on site during yesterday's bid walkthrough at the Alexandria VA Hospital in Pineville, LA, I have been asked to request a continuance on the bid and moving the due date to September 24th. Is that a possibility?

VA/ OIT/ RCDD
12 Can you supply information on existing panel capacity for Access, IDS and Video systems?
Access Control (PAC)
• Backend: DNA (Open Options).
• Current license count: ~174 seats with only a few licenses remaining.
• Licenses are sold in packs of 10.
• Contractor must purchase any additional licenses (to be issued in VA’s name) and coordinate programming with the VA’s current service vendor, Evolution Technologies.
• If the bidder will supply licenses, specify quantity needed to cover the contract door count (license packs of 10).
Video (CCTV)
• VMS: ExacqVision (centralized).
• NVR/storage: centralized in the police shop.
• Planned additions: ~46 new cameras
• Existing servers are older and the current infrastructure is likely near/at capacity — VA anticipates the contractor will provide required server/NVR hardware and software licensing to support the new cameras rather than tying into the existing servers.
• Storage capacity and retention sizing were not provided in the meeting; bidders should size servers/NVRs based on the added 46 cameras and the retention/codec/resolution specified in the contract and propose required hardware/software.

Specification 23 81 00 requires a low-ambient kit permitting operation to 0°F. Please confirm the required minimum outdoor ambient temperature for continuous cooling operation.
0F is acceptable for this campus.
151 225-Foot Refrigerant Piping Requirement: MP601 states, “Allowable refrigerant piping length shall be a minimum of 225 feet.” Please confirm the intent is that the selected equipment must be capable of an allowable refrigerant piping length of at least 225 feet, and not that each installed line set is required to be a minimum of 225 feet. Also confirm equivalent-length and vertical-lift limitations are to be based on the selected manufacturer's requirements.
As a follow up question, does the basis of design equipment meet this requirement?
The requirement listed refers to the manufacturers allowed length. Each split system does not require 225 feet of refrigerant piping minimum.
It did at the time of design. Mini-split requirements have evolved greatly since then due to the refrigerant switch.
152 Protective Drain Pan Discharge: Numerous TR plans call for drain pans under existing sanitary, hydronic, or domestic-water piping but do not clearly identify a drain route or receptor. MP503 shows the pan sloped to a low point with water detection and indicates discharge from the pan.
Please identify the required termination/receptor for each protective drain pan where a route is not shown and confirm whether hard-piping to a drain is required.
All emergency drain pans are to have hard piped discharges unless otherwise noted.

Please confirm whether Siemens/the existing BAS service provider is required to perform programming and integration, or whether any qualified BACnet controls contractor may perform this work. Also identify responsibility for Siemens database modifications, graphics, licenses, network access, credentials, and final connection to the existing
ECC.
See 23 09 23 1.1 / H
The GC must hire the preselected control system integrator (Siemens) that works with the campus per that section of the specs. The responsibilities are clearly identified.
155 Specification 23 07 11 requires exterior refrigerant piping insulation to receive weather/UV protection, including metal jacketing for piping exposed to outdoor weather, while another paragraph calls for UV-rated PVC jacketing over flexible elastomeric insulation. Drawing MP502 also shows exposed refrigerant piping with an aluminum jacket callout. Please confirm that a separate manufactured or fabricated line set concealment system is not required and clarify whether the required exterior jacketing is aluminum or UV-rated PVC.
UV-rated PVC jacketing as described in the specs is an acceptable option in lieu of the aluminum jacket.
156 Drawing MP502 provides an exterior condensate drain piping detail showing condensate routed through the exterior wall and discharged at grade with a splash block. Please confirm whether this detail is intended to apply to the condensate piping serving the new wall-mounted ductless split-system cassettes wherever condensate is routed to the exterior.
That is correct.
157 Division 27 15 10.2 Alexandria 65% DD_New
For the new 2-port and 4-port drops can they be surface mounted with wire mold? Or can we fish the wire down the wall and use a cut in j-box?
Only surface mounted for solid wall types like CMU.
Conduit must be used for surface mounted raceway.
Wire must be in conduit in the wall. Conduit can be flexible metal conduit fished down the wall.
RCDD
158 The HVAC units scheduled call for 410 A refrigerant, however this has been phased out and is no longer available. Units with the new 454 refrigerant do not fit the design layout and in all cases require a separate additional power circuit to the indoor units. The design assumed the units would be powered form the outdoor units by a power/com wire. Will the VA please provide an updated selection for these units?
An updated selection would be appropriate due to code changes.
Mechanical
159 Daikin is listed as the basis of design for the mini split units. They have advised that they no longer produce a 3-ton indoor ceiling suspended model. They advised installing two (2) 1 ½ ton wall mount units. Due to the 225 ft line set required, these will also require power at the interior unit. Will the VA please confirm an updated model number or alternate solution for these mini-split units?
An updated selection would be appropriate due to code changes.
Mechanical
