About this file
This is a technical question tracker document containing three questions and answers related to SF330 form submission requirements for a VA underground parking area design project in Dallas.
The questions clarify that offerors must use the standard fillable SF330 form from GSA.gov without modifying the default font, font size, or formatting, and all content must be in black ink without grays or colors. The document also addresses specialized experience requirements, confirming that certain elements from the original solicitation are no longer required (duct bank/direct boring operations, multi-building OIT systems, and data center reconfiguration), though other infrastructure requirements remain unchanged including cabling, electrical distribution, UPS systems, and IT room capabilities to support Biomedical and administration functions in what was previously a vacant storage space.

SF330 Technical Question Tracker - 549-090 Build Out Underground Parking Area Minor Design Dallas # Date received Question Answer
1 2/13/2025 On page 10, under the Format of Submissions section, we noticed you would like the SF 330s to be in default font and size. Can you please clarify the font and size that is required for the submission?
The full guidance provided on this page states that you must use the fillable SF 330 form provided on GSA.gov's website and that no alternations should be made to the formatting. Meaning that the form should be used as is and no change to the font or font size should be made: "GSA.gov provides a standard fillable SF 330. The formatting of the SF submission shall follow that of the standard form and cannot be manipulated or changed, meaning each page shall be:
1. In the default font and default font size
2. In black ink (no gray, no colors)"
2 2/13/2025
Also on page 10 in the Format of Submissions section, item 2 in the list states that submissions should not include gray or colors.
When we convert our documents to black and white, some elements, such as charts we include in Section H, appear in shades of gray to differentiate information. Would this be acceptable?
These guidelines are referring to the fillable SF 330 form found on the GSA.gov website: "GSA.gov provides a standard fillable SF 330. The formatting of the SF 330 submission shall follow that of the standard form and cannot be manipulated or changed, meaning each page shall be:
1. In the default font and default font size
2. In black ink (no gray, no colors)"
3 2/13/2025
Under the Specialized Experience and Technical Competence section of the solicitation, the first paragraph reads as follows:
“Projects experience should include upgrading large scale (multi-building with multiple generational OIT systems) fiber optics, data cable, structured cabling, electrical distribution design, electrical upgrades, uninterruptable power systems (UPS), electrical bonding, building management systems/building automation systems (BMS/BAS), HVAC, IT room renovations/expansion/relocations, Data Centers/Server Rooms reconfiguration, and physical security upgrades, duct bank and direct boring operations.”
We believe this may be a carryover from a previous solicitation.
Will you please confirm that we should demonstrate Data and Server room experience in our Section F projects?
The following info has been hereby removed and is no longer required in the Specialized Experience and Technical Competence evaluation factor:
• Duct bank and direct boring operations experience
• Multi-building with multiple generational OIT systems experience
• Data center/server room reconfiguration experience
Please note: This design/construction will still require all of the other cabling and electrical distribution experience requirements mentioned, and it will need to integrate with the existing equipment. An IT room will also likely be needed due to added vital services into a previously vacant storage space.
All other experience requirements listed remain unchanged as we are expecting all infrastructure will need to be upgraded to support Biomedical and administration, including UPS, which Biomedical will need for their shop.
