| Please clarify RFI question 201. We want to make sure we sufficiently meet the solicitation requirements. Please confirm only the Base Offer breakdown tab showing labor & material on attachment 06C needs to be filled out. |
| No, that is not confirmed. You are required to complete all tabs so we can evaluate your breakdown for the seed project. This solicitation requires you to complete Attachments 6b and 06c, and that means in their entirety. |
Offerors are required to submit BOTH Attachments 06b & 06c. Refer to Section “Instructions, Conditions, and Other Statements to Offerors”.

Then below that there is a space for "Owners's Project Manager/POC" name and contact information. Can you please clarify who is the "Owner"? Would this be the POC/COR of our client, or is this our (the Offeror's) project manager? |
| Owner’s Project Manager/POC is the client’s project manager or POC – who you completed the project for. If you were a sub on the project, the Owner’s POC/PM is still the project owner/client, and not the Prime you were a sub for. |

| GI002 Finish Schedule shows WSF-1 sheet vinyl flooring with RB1 resilient base. Similarly, Specification section 09 06 00 sections 2.5.B. and C. show WSF1 Mannington Paradigm II Flow resilient sheet flooring and RB1 6” Rubber base, respectively. However, specification section 09 65 16 para 2.4.D mention fillet strip and cap strip for base, indicating an integral, self-cove base. Similarly, AS501 detail 14 shows an integral vinyl base. During our jobwalk, we've observed the existing base as a self-coved/integral base. Please clarify if the new floor base will be a 6" rubber base per spec section 09 06 00 or an integral base per detail 14 on AS501. |

090600 Basis of Design products listed are the welded sheet flooring and prefabricated welded integral flash cove base. The basis of design product for RB1 is a prefabricated integral base that is welded to the WSF1 flooring.
096516-2.4D: The cap and fillet strip shall be provided as required by the selected integral base manufacturer’s installation instructions. RB1 product listed in 090600 is basis of design, manufacturer requirements for submitted product may vary.
Detail 14/AS501 shows a welded integral base with a 2” toe similar to the basis of design product listed in 090600 that can also be created using a “flash cove” type field installed integral welded base.

| If we are to include additional breakouts with our pricing this could max out our size limitations. Solicitation Section 2.9.2 states that proposals must not exceed 5MB total. |

| RFI #127 response indicate the CM will be hiring the commissioning agent. Spec section 23 08 00 Commissioning of HVAC Systems 1.1-B states that commissioning agent will be appointed by VA, and 01 90 00-1.8-C-1 is even more explicit, stating “The VA with engage the CxA under a separate contract.” |
1. Please confirm if the CM will be the one hiring the commissioning agent for the complete Cx scope.
2. If the CM is to hire a commissioning agent for this project, please provide a job-specific list of systems to be commissioned to properly price the scope for the Cx agent. 01 91 00 General Commissioning Requirements - 1.7 looks to be a more generic sublist as it is including scope not applicable to this project. It seems as most of the items listed out might not apply to this project Commissioning agent not required for project. Contractor responsible for typical factory startup and testing requirements for all equipment/ systems per individual specification sections.

| As referenced in previous bid question 107, 211. To maintain the 5MB limit are we allowed to submit multiple e-mails for each proposal volume i.e. it may require 2 or 3 emails for just one Volume? If acceptable, what email subject would you prefer the separate e-mails to be titled as Volume 1a, 1b Etc? |

| As referenced in previous bid question 114 Can you clarify that professional photos are required only for final photos of completed work and the construction photos can be taken by the contactor? |
| No exception taken for photos taken by contractor for progress construction photos. |

| Due to unpredictable circumstances regarding tariffs, manufacturers may seek price increases after bidding. Bidders may make assumptions to cover potential tariffs which could result in a wide range for the allowance. To make bidding more competitive and comparable, it is recommended the government determine an allowance for potential tariffs. Please advise. |
