CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

1 3.31.2022 4.11.2022 Please define the opening width and lintel size in the existing wall for the 1st and 2nd levels to the new data center? Reference details AE411- 1 and 2, S230 detail 1, S250 detail 1.

The opening on 1st floor is via a 7 foot wide opening consisting of two ajoining doors. This is door 1026 as shown on AE411, and door details on page AE602. The opening on 2nd floor, is via a 6 foot wide opening consisting of two ajoining doors. This is door 201 as shown on page AE411 with door details on AE602. Lintel is not required for the new openings. Openings are in Gyp BD and metal stud wall with metal panel exterior.

2 3.31.2022 4.11.2022 Building 1, Telecom Room 037, AD101-01 detail 2, AE 101 detail 2, please provide a cross section of the existing concrete floor and structural requirements? Building 1 - C, Sheet 6 - Pipe Tunne Best we have for anything concrete/structural on the building 1 basement floor is the original detail plan from 1920. Below is a picture of a floor opening from 2017. This may not be exactly what exists under room 037, by may be close.

3 4.1.2022 4.11.2022 Where to send samples to and who would be giving product approval for a potential approved equal on the brick for the EHRM Infrastructure Upgrades project in Sioux Falls

Submittal approvals are submitted by the GC once project has been awarded. Review and approvals are done after that by the contracted AE and VA personnel. Equals are allowed but must be approved prior to the GC using them in the project.

4 4.4.2022 4.11.2022 We would like the opportunity to bid Florock Resinous Flooring (Section 096726 Epoxy Broadcast OPT Finish with Urethane Topcoat) as an equal

Submittal approvals are submitted by the GC once project has been awarded. Review and approvals are done after that by the contracted AE and VA personnel. Equals are allowed but must be approved prior to the GC using them in the project. For an equal to be approved, submitted product must meet ALL product requirements listed in spec section 09-67-26, section 2.3. No exceptions to those values will be made.

5 4.5.2022 4.11.2022 Is there a geotechnical report for this project? No, we did not have a Geotech report done on this project. This project was not done in new ground so we did not need one.

6 4.4.2022 4.11.2022 Without visiting every room represented on the plans how would I know where there are lay in ceilings.

We were not allowed in all rooms and this would be a several day research project.

Typical ceilings if present in existing rooms are lay in ceilings.

Architectural demolition plans call for removal of ceilings where there is an existing lay in ceiling. Lay in ceilings are prevelant through out Building 1 & 5. Rooms that may have a Gypsum Board ceiling are; Opererating Rooms, Sterile Core, Sterile Storage, Sterile Processing, Toilet Room, Shower rooms, Behaviorual Inpatient areas (Building 1), Locker rooms, Pharmacy compounding and storage areas.Gypsum Board ceilings may be locatied in other areas not listed above. See Infection Control (ICRA) dawings and specifications for additional information. Use of ICRA mobile carts may be required in areas.

Coodinate with COR.

7 4.4.2022 4.11.2022 Is there an existing record or standard that would dictate that all the existing pathways are large enough for the new cables How would we know if we have to replace existing pathways to Data jacks or not?

I would assume the existing trays are currently full.

Anything hooked to racks that get relocated has new cable pulled.

Each racks Existing, Relocated, and Final cable counts are accounted for on the Technology (T) sheets. Each data jack that gets new cable pulled is called out on the TN sheets

The intent is to reuse the existing conduits and rough-ins to the greatest extent possible. For bidding purposes, plan to replace any conduits that are two small for the new cabling. During construction, notify the COR for any existing conduits that are too small for the new cabling. Each instance will be decided on a case-by-case bases to reduce the cables required, fish the cables through the walls, or repace the conduit.

8 4.4.2022 4.11.2022 Can the data cables be allowed to be fished in where pathways are not large enough ?

I’m not sure what you mean by “fished” in. There may be routes that are tight that will need to be worked out on a case by case basis.

9 4.4.2022 4.11.2022 Can we price a per each add for every wall we have to open up and install new conduit in?

No, price per each adder will not be granted. This is not a service contract with separate line items.

10 4.4.2022 4.11.2022 Can we price a per each add for every foot of surface raceway we have to add because pathways are not available?

No, price per each adder will not be granted. This is not a service contract with separate line items.

11 4.4.2022 4.11.2022 Does every existing cable go thru an existing sleeve to hall space that can be expected to be large enough for all new cables in a room?

Not necessarily. I would not assume that the existing conduit is large enough to fit the new 6A cabling.

12 4.4.2022 4.11.2022 Is there an existing Reflected ceiling plan available for Buildings 1,5,7,8 , 9, 11, 16, 17,28, 38, 50 , &52 where work is being included?

Existing Reflected Ceiling plans are not avaiailable. Plase see answer to Question #6.

13 4.4.2022 4.11.2022 How would we know where to cable the Card Access devices to.

The access control system will be an extension of the existing system. Typically, the new devices would run back to the existing telecommunications rooms and the existing panels in those rooms. If new power supplies or panels are required, they should be located in the new telecommunications rooms and tie into the existing system.

14 4.4.2022 4.11.2022 What brand is existing card access in each building and who is the contact for purchasing

P2000 System. Brand is HID for readers. JCI typically installs/programs the system.

15 4.4.2022 4.11.2022 What brand is existing fire alarm in each building and who is the contact for purchasing

Brand is JCI Notifier. Must be JCI equipment installed as it is a proprietary system.

16 4.4.2022 4.11.2022 Please clarify any and all work on the Riser sheet (EE500) is to be done under a separate contract?

No, this is not done under a separate contract. This work is to be performed under this contract.

17 4.4.2022 4.11.2022 Please clarify any equipment on Riser sheet EE500 that is existing vs. what is new?

All equipment shown on sheet EE500 is new.

18 4.4.2022 4.11.2022 ES101 Site sheet shows several manholes referring to Detail 7/E602. That detail does not provide any dimensions. Please clarify all sizes.

Provide pullboxes referencing detail 7 sized as required to accommodate the number and size of conduits shown on sheet

ES101.

19 4.4.2022 4.11.2022 ES101 does not indicate any requirement for concrete in ductbanks . Please clarify where concrete is intended.

All new ductbank is to be concrete encased. See sheet EE602.

20 4.4.2022 4.11.2022 Please clarify the process for access on the job to every room as work progresses. Will we be provided keys?

Work will happen in areas as needed and PMs on both the GC and VA side will need to work closely together to plan work ahead of time. We will work with the service line chiefs closely and planned work may need to pivot based on the needs of the hospital. There is not a straight forward path on this. Please refer to the Supplement to the General Requirements (posted as part of the solicitation) that states the majority of work should be planned for off-hours and weekends. Keys and/or escorts will be provided as needed to access private/patient areas.

21 4.4.2022 4.11.2022 Please clarify owner occupancy during construction building by building phase by phase.

No hospital area will lose its’ ability to operate as normal during the work day. Work done at night and on weekends needs to be cleaned up and put in a state that the hospital can perform normally during the day (i.e. no ceilings left open, no walls removed without proper barriers in place, no tools/equipment left out). This is for every building and every phase. Outside work shall be done during the day but weekends, off-hours, and gov’t holidays should be taken advantage of to complete work that is invasive to the hospital campus.

The correct specification reference is 27 05 11.

Coordinate required temporary cabling with CenturyLink/Lumen.

Anticipate fiber and copper being required. Cables connect

Coax; and type, count or pairs? What does the temporary communication cable tie into and where?

CenturyLink/Lumen service on 26th street to demarc. Temporary cable is needed to coordinate with construction of new ductbank and the separate sterile processing services project. If the existing connection can be maintained until the new ductbank is constructed, the temporary cabling will not be required.

Note 19 refers to the path taken to Building 38.

The A Side backbone cabling is installed in the new ductbank.

The B side cabling (including the cabling referenced in note 20) uses the existing pathways to the buildings. The 7 buildings mentioned in note 7 are the future cottage, the mental health building under construction, and buildings 17, 7, 8, 11, and 28.

The existing building penetration and conduit inside the building is to be reused for the new cabling and connected to the new ductbank.

45 4.4.2022 4.11.2022 Sheet TN111-50, does building 50 get new A & B backbone cables? No Telecom room or rack shown on the plans.

Building 50 only has a wall mounted cabinet on the east wall by the door, no full buildout of a telecom closet. . Building 50 is fed by category cables from Building 28. These cables are included in the Building 28 cable counts.

No, building 9 is not included in the outbuilding count. See response to comment 32 for the buildings included in the 8 buildings.

Yes, the racks need to be white to meet the requirements of the VA OIT Infrastructure Standard for Telecommunications Space version 3.0.

If the specs and drawings say it is to be white, then yes, it has to be white.

Server Cabinet. The vertical exhaust duct is not required for the cabinet in this location.

You’ll have to be more specific. We have hundreds of concrete and steel columns.

We did not have a Geotech report done on this project. This project was not done in new ground so we did not need one.

66 4.4.2022 4.11.2022 Please confirm that the Starc fire block wall system rating of one hour is sufficient and that no rating above the ceiling is required. If so, please provide details of the one hour rating above the finish ceiling.

Standard Starc walls themselves do not constitute a 1 hour fire barrier. These walls, in conjunction with, an active fire sprinkler system on both sides of a Starc wall does provide a 1 hour rating.

The Starc wall must be installed to the bottom of a ceiling. Any opening above the ceiling, above the Starc wall, must be mitigated to meet a 1 hour rating.

The Fire Block Starc wall system is a 1 hour stand alone rated system, however, the Block wall system is very custom and also requires floor and wall anchors to meet that rating.

For either system or what ever system is used, it is ultimately the GC’s responsibility to meet all fire barrier rules and regulations during the length of this project.

67 4.4.2022 4.11.2022 Specification Section 01 00 00 1.6.1, Phasing” is not provided with the RFP. Will the VA please issue this document?

Phasing is not included because there is no clear cut path on this project. The GC and VA PMs will need to work closely to continually plan work when/where available based on material leads and other factors.

68 4.4.2022 4.11.2022 Is a hard copy original bid bond required? Or is an electronic copy within our price proposal sufficient?

As stated in the RFP 2.8 Proposal Requirements Volume II Price

f. “The bid bond shall be submitted as part of the electronic submission. An original hard copy of the bid bond will be requested by the VA from the during the responsibility determination. Failure to furnish the required bid guarantee on the proper form and for the proper amount by the time specified in Block 13 of SF 1442, may result in rejection of the proposal. See FAR Provision 52.228-1, Bid Guarantee, contained in the solicitation.

69 4.4.2022 4.11.2022 Will the project schedule, as submitted on 11x17, be excluded from the 15-page limitations for Volume I, Technical?

Project schedule will not be excluded from the page count.

70 4.4.2022 4.11.2022 If the graphical schedule is to be included in the 15-page limitations for Volume I, Technical, could each 11x17 page count as only 1 page?

Each page of the schedule will be counted as individual pages and will not be counted just as 1 page. Example if you submit 5 pages then all 5 pages will count towards the page cpount.

71 4.4.2022 4.11.2022 Are proposers to include information regarding safety forms, EMR data, reps and certifications for subcontractors at the time of proposal?

Not required, but detail provided is always helpful in the evaluation process. All certifications are required of all personnel prior to them performing any work on site.

Yes, as many and as practical as possible. It is the only way to do this project in the timeline we’re asking.

74 4.4.2022 4.11.2022 Has the VA verified the condition of all elevator ropes for Elevator A and B? If so, what is the condition?

Our elevators are serviced and certified several times a year.

The elevators are in great condition and rated for their manufacturers weight limit.

75 4.4.2022 4.11.2022 Please clarify this requirement and location of storage.

Please confirm location of nearest fire protection system to connect fire protection system for the storage space. Please confirm that contractor is to bear all utility costs associated with this storage area

On site storage is very limited. Contractors should plan for off-site storage. This is outlined in the Supplement to the General Conditions, included in the solicitation. Contractors are responsible for their own storage area.

CLASS – III” seems to only apply to the areas with ICRA barriers. Please advise bidders how to proceed in regards to main corridors which are not shown to have ICRA barriers. This has a huge cost impact on the project regarding conduit and wiring pulls above the existing ceilings where any disturbances and dust will be minimal if not nonexistent

The ICRA barriers called out in the GC pages are primarily in areas where we know new construction and/or demo and renovation will happen to accommodate new telecom closets.

There is no negotiation on those barriers, they must be met along with all applicable fire codes and safety measures. The level of ICRA is clearly described on each page with a copy of our pre-determined ICRA class level and infection control requirements.

The Type and Risk Group explain the level of work that is anticipated and the Control Class dictates the measures of control that must be taken at a minimum at those locations. Our QSV department is very good at reviewing these sites daily and no exceptions will be taken.

In common corridors and hallways where above ceiling work is required, local fire code states that ceiling tiles can be removed for work but may not be removed for any longer than an 8 hour shift without notifying the local fire department and establishing a fire watch. If left open longer than 8 hours, 1-hr fire barrier requirements must be in place at that point as well. It is also expected that any messes made (i.e. dust, debris, etc.) while working above the ceiling is cleaned up promptly so that it does not affect normal working operations and does not create an unworkable environment (i.e. dusty atmosphere causing patients/staff to cough, etc.). Although no ICRA requirements are listed on the drawings for common areas, there may be spaces where additional ICRA requirements are required, based on the service line. For instance, when work is done in the OR suite, this area holds a higher level of cleanliness than most due to the criticality of the work performed in the area. Additional steps of cleanliness will likely be required there and will be discussed with the service line, QSV staff, and engineering prior to work beginning in that area. Other critical areas will likely require pre-construction risk assessments to ensure work is not disruptive to patients in the area.

If there are areas where dust/debris is minimal or nonexistent, and the area is non-critical, the base line rules will apply with ceilings being limited to an 8 hour work time before having to take further actions.

During this project, as we proceed between service line areas, the GC PM and the VA PM will need to work closely to schedule work and coordinate personnel where possible. This project will not be easy and will require everyone’s full attention and cooperation.
