1 2/28/22 3/14/22 There is no commissioning specification except for the reference on page 25 of specification section 01 00 24, paragraph 1.24 that commissioning is to be completed per specification section 23 05 93 which is the Test and Balancing contractor. Is this correct or will the government be hiring an independent 3rd party commission agent for Division 23 HVAC work? There are no commissioning specifications for any other trade craft work. We ask that you clarify the commissioning requirements for the project and provide specification sections describing the scope of work required.

Contractors to commission, test and certify their respective systems. Also responsible for training of VA staff. The VA will contract separately for independent commissioning.

2 2/28/22 3/14/22 Please confirm that non-destructive examination of the piping welds as described in specification section 23 22 13, section 3.2, item “H” is a requirement for this project for the steam and condensate piping.

Yes, this requirement shall be followed for the steam and condensate piping.

3 2/28/22 3/14/22 Has the VA tested the ductwork and mechanical systems scheduled for demolition or relocation for biohazards? If the ductwork or equipment are contaminated, remediation will be required by a subcontractor.

The VA has not performed biohazard testing of the ductwork scheduled to be removed. The ductwork scheduled for demolition do not serve laboratories or isolation rooms that would have biohazards.

4 2/28/22 3/14/22 Specification Section 23 31 00: Confirm all ductwork to be sealed to Class A and tested to 2” WG pressure classes.

Please confirm that HVAC boxes and ductwork after the VAV do not need to be tested.

All ductwork shall be tested per pressure class and SMACNA as stated in Paragraph 1.6. All ductwork shall be tested per Paragraph 3.2, unless reduced by Owner/COR.

6 2/28/22 3/14/22 Is a third-party scheduling consultant required on this project, or can the contractor develop and manage the schedule with its own staff?

Yes, as per specification section 01 32 16.15, paragraph1.3

7 2/28/22 3/14/22 Will a commissioning agent be appointed by the VA and are all associated costs being paid by the VA?

The contractor is responsible for startup, manufacturer commissioning, and training as per the specifications. The VA may hire an external commissioning agent for 3rd party services.

8 2/28/22 3/14/22 Please clarify the scope of work associated with duct testing.

Please be specific what the VA needs tested.

Duct leakage testing is required for newly installed portions of the air distribution system.

9 2/28/22 3/14/22 Does the sustainable project apply? LEED? No, LEED does not apply.

10 2/28/22 3/14/22 If after uncovering existing conditions there is a need for subgrade soil repairs, will the work have to stop until an approved Supplemental Agreement is in place, or will there be pre-determined unit rates/costs established so the work can proceed accordingly?

If this is determined, an RFI shall be submitted to the Post Award CO and then a determination of how to proceed will be made at that point.

11 2/28/22 3/14/22 Per Section 31 20 11 Part 3.6-D contaminated soils are not allowed to be stockpiled on site. Please confirm this is the case. If not, will a designated area for stockpiling contaminated soils be located with the project boundaries? Is all the soil considered contaminated or is there only isolated areas?

Section 31 20 11 Part 3.6D is not part of this project.

Section 31 20 00 Earthwork is part of this project. It states that contaminated soil (containing asbestos) cannot be stockpiled on site. Contaminated soils to be disposed of properly offsite. Soil not containing asbestos is considered historical fill material and can be reused at the project site.

All soil not reused must be hauled off-site per Specification 31 20 00 Paragraph 3.6.D.

12 2/28/22 3/14/22 Can any of the contaminated soils designated by the Resident Engineer be used as backfill?

Per Section 31 20 00, any disturbed contaminated soil is to be removed from the site. Contaminated soil cannot be stored on site. Contaminated soils to be disposed of properly offsite.

13 2/28/22 3/14/22 Will the VA provide direction as to when the stockpiled contaminated soil is to be removed and where it is to be taken to?

Per Section 31 20 00, contractor is responsible for properly disposing contaminated soil offsite. Contaminated soil cannot be stockpiled on site. Contaminated soils to be disposed of properly offsite.

14 2/28/22 3/14/22 Is there a Soil Profile showing the levels of contaminates for this project and will it be provided? If not, where should we figure the contaminated soils need to and will the VA be providing that paperwork showing compliance with all State and Local requirements?

The VA has a soil profile for historical fill materials from our entire campus, which is primarily low levels of PAH.

As agreed with the DNR, the VA sends any unusable soil to licensed landfill as it is assumed the same historical fill is present throughout the campus. It is acceptable to re-use the historical fill material on the site – the VA only uses their profile in the case that disposal of the soil is required. Milwaukee VA GEMS department has documentation to show the DNR guidance given to the VA on this process from 2017. The VA will not be providing soil profile or compliance documentation pre-bid, however, awarded contractor shall work with the COR to establish a disposal profile for the project.

15 2/28/22 3/14/22 Will the contractor be responsible to carry in their bid and pay for the tipping fees associated with the disposal of the contaminated soils?

Contractor will be required to pay for tipping fees associated with the disposal of contaminated soils.

16 2/28/22 3/14/22 Confirm all work can done during normal daytime work shifts?

Except major outages, which should be figured for off shift hours.

Refer to Construction Phasing Notes on GC101 for parameters on when work should happen. Most work can happen during normal daytime hours, however there is corridor work and A-Wing north work that will require after hours work.

17 2/28/22 3/14/22 Is the contractor required to clean all existing ductwork? Contractor is to clean ductwork in accordance with Specification 23 31 00 Paragraph 3.1.H

Per Specification 07 84 00 Paragraph 1.5.C, the contractor is to engage a qualified inspector to perform inspections and final reports.

22 2/28/22 3/14/22 Do the MEPF contractors need to include an allowance for _____ hours for training as specified?

General Contractor will provide the training as identified in the specifications.

23 2/28/22 3/14/22 How many copies of the O&M do you require? Per Specification 01 00 00 Paragraph 1.25.A and B, the contractor is required to upload one copy of the O&M manual for initial review and provide four hardcopies after approval.

24 2/28/22 3/14/22 Specs say all OSHA cards and AHAs need to be submitted with APP. This is not feasible. Is it acceptable to submit OSHA cards and AHAs during the project, but 2 weeks prior to related work starting?

General Contractor to submit OSHA cards of Competent Persons listed in the Accident Prevention Plan (APP) concurrently with the APP submission. Remaining OSHA cards can be submitted with Activity Hazard Analysis (AHA) 14 days prior to start of related work for approval.

25 2/28/22 3/14/22 Has any of the existing paint and plaster been tested? Is the paint consider lead and need to abated? Or can all materials be disposed of Construction Debris?

All tested materials identified in the Abatement report, Attachment 12, that is part of the solicitation.

26 2/28/22 3/14/22 Is a painting sample panel required, or can traditional “drawdowns” be provided for approval?

Traditional drawdowns may be provided for approval.

COR will use drawdown to confirm correct paint on finished walls. Any discrepancy will require the paint on the walls to be corrected.

All new Hollow Metal Frames will be grouted solid, not just those in CMU walls. Detail 1, AE601 and Detail 2, AE601 should show grout solid door frame. This is also specified in specification 08 11 13, paragraph 2.5d.

Per specification 01 35 26 Paragraph 1.7, the SSHO is required to be a separate individual from the prime contractor’s superintendent.

35 2/28/22 3/14/22 Per specification 23 09 23 1.1.D.1: “The General Contractor of this project shall directly hire the Control System Integrator in a contract separate from the contract procuring the controls contractor administered by this Section of the technical specifications.” Please confirm the DDC contractor shall be a direct sub to the GC and cannot be incorporated into the HVAC contract.

Either the General Contractor or the Mechanical Contractor may hire the Control System Integrator.

36 2/28/22 VAVs C106-C thru C124-A are listed on the VAV schedule but not shown on the plans. Associated thermostat locations reference hot water coils and not VAVs. Are VAVs 106-C, C118, C118-A, C118-B, C124, and C124-A required? If yes, please identify locations on the plans.

It appears that they might have been scheduled as VAVs and not HWCs. These VAVs are not required as they are covered in the HWC schedule. Updated drawings will be included in a future amendment.

37 2/28/22 Specification 23 09 23 Low temperature protection devices (freeze stats) are not shown on the AHU Schematic. Are freeze stats required?

Freeze stats are required for each AHU. This shall match the existing Station standard with the existing BAS.

Updated information will be included in a future amendment.

38 2/28/22 Specification section 23 09 23 - The VAV schematic shows a SA-T before the VAV box. Supply temperature is measured at each AHU. Can this point be used globally as the supply air temperature to each VAV box, or are individual supply air temperature sensors required at every VAV?

The SA-T sensor at the main AHU is only required, and not at each VAV. This shall match the existing Station standard with the existing BMS. Updated information will be included in a future amendment.

39 2/28/22 3/14/22 Specification Section 23 09 23 - Are all associated BAS graphics/user views to be updated for any existing equipment serving new terminal units (ex// update all associated VAV and AHU graphics for existing AHU serving new boxes)?

Yes, that is correct. All existing and new equipment shall be as part of the BAS graphics/user views.

40 2/28/22 3/14/22 Specification 22 14 29 2.1.H calls for the sump pump to have a provision of alarm monitoring and BACnet capabilities for the BAS. There is nothing in the plans or specs calling for the controls contractor to communicate with or pick up an alarm from the sump pump(s). Are the sump pumps to be monitored by the BAS? Which points are to be monitored?

Yes, the sump pumps are to be monitored. The BAS shall accept an alarm signal from the sump pump control panel for output to the BAS alarm notification system.

41 2/28/22 3/14/22 Specification 09 23 3.1.B.1 – 4 Calls for controls wiring to be in conduit. Can controls wiring be ran free air (with appropriate J-Hooks, etc.) above removeable ceilings? This would provide an installation cost savings.

Control wiring may be run free air as long as they are properly supported with J-Hooks and labeled.

No, monitoring is conducted at a centralized location on campus.

If so, are there any work requirements regarding the historical preservation of the buildings that the contractor should be aware of?

Yes, building 6 and building 20 are both historical buildings. Work requirements are covered by Section 106 of the National Historic Preservation Act and meet the Secretary of the Interior’s standards in preserving the standards for historic buildings. Oversight is maintained by the required concurrence from the National Park Service and the Wisconsin State Preservation Office, that any work on the buildings will not cause an adverse effect on the historic property itself.

If so, please provide clarity on what security measures are required at this location.

Contractor is responsible for the security of the building while exterior walls/doors are open. Contractor to construct a temporary fully enclosed vestibule with door during the replacement. The door shall have keyed entry hardware on the exterior, keyed to contractor/FM keyway.

The door should be temporarily tied into the P2000.

The furniture/ equipment and miscellaneous items will be removed prior to the start of work by VA. The remaining furniture currently located in building 6, C wing, first floor will be moved by VA following the completion of the building 20 floor work.

Yes, the window may be removed temporarily. The contractor will be responsible to remove, protect and reinstall at completion of work. Contractor will also be responsible for any damage to the window, casing, and building.

62 2/28/22 3/14/22 Question #: 18 Sheet: N/A Spec: N/A Topic: Elevator Usage Question: Will the contractor be permitted to utilize the elevators in Buildings 6 and 20?

The contractor will be allowed to use the elevators in building 6 and 20 but will not have exclusive access to the elevators. Contractor will need to coordinate with COR prior to commencement of work. Contractor will also have to provide protection to elevator cab in building 6 since these are passenger elevators and will be shared with the occupants of the building. Movement of large quantities of materials will need to be done before or after regular work hours and coordinated with the COR.

The VA has a soil profile for historical fill materials from our entire campus, which is primarily low levels of PAH.

As agreed with the DNR, the VA sends any unusable soil to licensed landfill as it is assumed the same historical fill is present throughout the campus. It is acceptable to re-use the historical fill material on the site – the VA only uses their profile in the case that disposal of the soil is required. Milwaukee VA GEMS department has documentation to show the DNR guidance given to the VA on this process from 2017. The VA will not be providing soil profile or compliance documentation pre-bid, however, awarded contractor shall work with the COR to establish a disposal profile for the project. Any disturbed contaminated soil is to be removed from the site.

Contaminated soil cannot be stored on site. Contaminated soils to be disposed of properly offsite.

Flooring in Building 20 is described as a maximum bearing weight of 50lbs/sf. Who/what agency determined the existing flooring capacity? This impacts the ability to utilize mechanical lifts or scaffolding to access the work areas.

Please advise.

Load capacity was done by a 3rd party structural engineer and is the driving force behind floor replacement. It is not advised for higher loads than the 45 psf prescribed to be placed on new structure, 28 on existing.

Will waste chutes be considered as feasible in logistics/refuse planning?

Yes, waste chutes will be allowed with COR coordination and limiting impact to staff using the buildings. The contractor will be responsible to remove, protect and reinstall the windows at completion of work. Contractor will also be responsible for any damage to the window, casing, and building due to the use of the chute.

Are freeze stats required?

o The VAV schematic shows a SA-T before the VAV box.

Supply temperature is measured at each AHU. Can this point be used globally as the supply air temperature to each VAV box, or are individual supply air temperature sensors required at every VAV?

o Are all associated BAS graphics/user views to be updated for any existing equipment serving new terminal units (ex// update all associated VAV and AHU graphics for existing AHU serving new boxes)?

o Specification 22 14 29 2.1.H calls for the sump pump to have a provision of alarm monitoring and BACnet capabilities for the BAS. There is nothing in the plans or specs calling for the controls contractor to communicate with or pick up an alarm from the sump pump(s). Are the sump pumps to be monitored by the BAS? Which points are to be monitored?

o Specification 09 23 3.1.B.1 – 4 Calls for controls wiring to be in conduit. Can controls wiring be ran free air (with appropriate J-Hooks, etc.) above removeable ceilings?

3/4/22 3/14/22 Door #CB27 I cannot find its location on the plan sheets For the other aluminum doors I found these on the plan sheet and there it gave me the frame type to show the elevation for same. Thus I need an elevation view to see if it has sidelites or transom glazing.

I believe you meant to type CB25 as there is no CB27 on the door schedule and drawings. Door CB25 is not required on this project.
