About this file
This is a Scope of Work document for a federal construction project at the VA Northern California Health Care System. The project, designated 612A4-25-004, involves comprehensive renovation, expansion, and modernization of the surgical operation room (OR) area on the second floor of Building 700, totaling approximately 12,500 square feet. The project objectives include renovating four existing operating rooms to contemporary clinical standards, expanding the surgical suite to include a fifth OR configured as a Hybrid OR suite, optimizing workflow through strategic design, and ensuring minimal disruption to ongoing VA operations through phased construction. The contractor must address existing condition deficiencies in plumbing, mechanical, electrical, and low-voltage infrastructure while adhering to current VHA Design Guides and standards.
The scope requires the contractor to coordinate the setup, testing, certification, and commissioning of three temporary OR trailers that the VA will supply to serve as interim surgical facilities during renovation. These trailers must be fully operational before second-floor OR renovation begins and must be integrated with support infrastructure including temporary utility connections, patient transfer pathways, ancillary staff spaces, and utility installations for HVAC, electrical, plumbing, medical gas, and communications systems. The contractor must provide a minimum of 60 days for the VA to relocate surgical services to the temporary trailers. Additionally, the scope includes renovation and upgrade of all adjacent support areas such as mechanical and electrical rooms and utility distributions. Project management will be conducted through Contracting Officer Charee Harris (Network Contract Office 21, VA Sierra Nevada Health Care System, Reno, NV) and Contracting Officer's Representative Patrick Wee, Healthcare Engineer (916-529-0933).

PROJECT TITLE: 612A4-25-004 Renovate OR Area for Hybrid Installation
PROJECT LOCATION: Renovation and Expansion of Surgical Facilities at Building 700, VA
Northern California Health Care System
DATE: 1-27-2026
1. SCOPE OF WORK:
This project involves the comprehensive renovation, expansion, and modernization of the existing surgical operation room (OR) area located on the second floor of Building 700, totaling approximately 12,500 square feet. The scope includes architectural, structural, mechanical, plumbing, electrical, and low-voltage systems to create a state-of-the-art surgical environment aligned with current VHA Design Guides and standards.
Project Objectives:
• Renovate and upgrade the existing four ORs to meet contemporary clinical and safety standards.
• Expand the surgical suite to include a 5th OR, specifically configured as a Hybrid OR suite to support advanced surgical procedures.
• Optimize workflow and operational efficiency through strategic layout design.
• Ensure minimal disruption to ongoing VA operations via phased construction and temporary facilities.
• Address existing condition deficiencies, with a focus on critical systems such as plumbing, mechanical, electrical, and low-voltage infrastructure.
Additional Requirements:
Temporary OR Trailers:
The VA will supply three (3) temporary OR trailers to serve as interim surgical facilities during the renovation process.
These trailers must be set up, constructed, certified, and commissioned on-site prior to the commencement of renovation activities on the second-floor OR areas.
The contractor shall coordinate installation, setup, testing, and certification of these trailers, ensuring they meet all applicable safety, building, and clinical standards.
Support Areas Beyond the Trailers:
The scope extends to the support infrastructure necessary for the effective utilization of the trailers, including:
• Temporary utility connections and distributions.
• Pathways for patient transfer and personnel movement.
• Ancillary support spaces for staff and clinical functions related to the trailers.
• Installation and connection of utilities (HVAC, electrical, plumbing, medical gas, communications)
2 | P a g e
• Testing and certification to ensure compliance with all applicable safety, building, and clinical standards.
• Integration of trailers into the overall operational workflow, including access routes and support systems.
The trailers shall be fully operational and ready for use during the first phase of construction, supporting ongoing surgical procedures and maintaining clinical capacity.
Commissioning and Certification:
The contractor shall work with 3rd party certified inspectors and relevant authorities to ensure all temporary trailers are properly certified and commissioned prior to their use.
This includes verifying all systems—HVAC, electrical, plumbing, medical gas, safety, and communications—are fully functional and compliant.
Phased Construction Management:
The work shall be executed in phases, with the temporary trailers serving as interim surgical facilities to ensure continuous operations.
The contractor must develop and implement a detailed phased construction plan that minimizes disruptions and aligns with VA surgical service scheduling requirements.
The trailers must be fully operational and ready for use during the initial construction phase, before the second-floor surgical suites are taken down.
The surgery suite will be relocated to the OR trailer to facilitate ongoing operations and minimize disruption. The contractor must provide a minimum of 60 days to the VA to complete the relocation of the second-floor surgery services to the temporary OR trailers. This timeframe is essential to ensure a smooth transition, proper setup, and adherence to all safety and operational standards during the relocation process.
Support Areas Beyond the ORs:
The scope includes renovation and upgrade of all adjacent support and auxiliary areas integral to surgical operations, such as:
• Mechanical and electrical rooms support the surgical suite.
• Utility connections and distributions.
• Installation and connection of utilities (HVAC, electrical, plumbing, medical gas, communications).
Contractor will work with the following VA personnel managing this Project:
i. Contracting Officer (CO): The CO shall be responsible for the contractual administration of this Project. All transactions of a legal nature, including contractual agreements, amendments, change orders, etc. shall be approved and processed through the CO.
