About this file

This file is a Request for Information (RFI) Amendment containing 138 numbered questions and responses related to solicitation 36C26126R0009 for renovating operating rooms at the VA Northern California Health System in Mather, California for hybrid surgical installation. The RFI addresses clarifications on technical specifications, design requirements, contractor responsibilities, and administrative submission requirements for a complex healthcare renovation project involving both permanent OR renovations and temporary surgical trailers.

Key scope clarifications include: wall type specifications (S-6 wall details, fire-rated partitions), security systems (C-Cure 9000 access control with VA certifications), fire extinguisher cabinet requirements (semi-recessed cabinets in operating rooms with VA to determine extinguisher type), structural steel certification requirements (AISC certification waivable with third-party inspection or 5+ years erector experience), modular ceiling systems (SLD Technology Airframe systems with contractor-coordinated MEP connections), and temporary trailer setup and commissioning (contractor responsible for delivery, setup, connections, testing, and certification at contractor cost). The contractor must provide detailed phased construction plans, coordinate with equipment vendors (Stryker booms, Olympus equipment, Swiss Log pneumatic tube systems, Avigilon cameras), manage ICRA barrier containment, and ensure all systems (HVAC, electrical, plumbing, medical gas, safety, communications) meet applicable standards prior to clinical use. Administrative requirements include separate price breakdowns for trailer and renovation scopes, emailed proposals with specific subject lines, 8.5x11-inch paper (11x17-inch permitted for schedules), and key personnel with 3 similar-magnitude projects ($10-20+ million) completed within the past 10 years. RFI due date is January 15, 2026, with proposals due February 12, 2026. The second site visit is scheduled for February 4, 2026.

RFIRFI QuestionRFI Response
1RFI 1) On Sheet A-201, there is a wall type S-6 to be installed. Currently, there is no detail for a wall type S-6. Please clarify the following:S-6 shall match S-8 non-rated wall type but use a small 6-inch stud.
1) Detail for wall type S-6.
2RFI 2) On Sheet ALS-201, there are adjacent bolded areas to the Renovate OR scope of work. Currently, at the Patient Care Suite and the adjacent corridors, it is indicated that smoke partition (non-rated), 2 hr. fire barrier, 2 hr. fire/smoke barrier, 1 hr. fire barrier, and 1 hr. fire/smoke barrier wall types are to be installed. Currently, at the Elevator Lobby, it is indicated that a 2-hr. fire barrier partition wall type to be installed. Currently, at Rooms 2A519, 2A521, and 2A523, it is indicated that a 1 hr. fire barrier partition wall type to be installed.a) Replacement of drywall to achieve 1 hr. fire smoke rating up to bottom of deck may be required. Additional studs may be required to extend wall to deck. Based on visual assessment, parts of these walls are not rated. Existing studs and utilities are to remain. All existing and new penetrations to be fire/smoke sealed.

3 RFI 3: Please confirm whether the requirement for AISC Certified Fabricator and AISC Certified Erector can be waived for this project? If a waiver is possible, please advise on the conditions or acceptable alternatives required for compliance. The AISC certification for fabricators can be waived provided all QA requirements in section N6 of AISC 360 are carried out by a third-party inspector in the shop. This requirement is waived if the shop itself is certified. It's important the owner and contractor understand the additional inspection requirements when comparing steel bids between certified and non-certified fabricators. The AISC certification for erectors can be waived provided the erector has 5+ years of experience in similar sized projects.

4Do you have clarification on the security systems specified for this project?Per T401 - keynote 7; access control system exists and C-Cure 9000.
Upon review of the contract documents, we do not see any indication of a specific security system manufacturer or platform being specified. The lack of clarity regarding brand or system type may create issues, as certain systems require specific manufacturer certifications for installation. Our current understanding is that the scope appears to include security system cabling only. Please confirm the following:1 - C-Cure 9000 Existing
2 - Certifications per VA Specifications
3 - Provide and install devices as noted on sheets T203, T304. Coordinate
requirements with door hardware schedule.
1. Whether any specific security system brand or platform is specified for this project
2. Whether there is certification requirements associated with the security system
3. Whether our scope is limited to cabling only, or if there are any security systems, devices, or equipment that we are required to provide and/or install Clarification is requested so we can confirm scope and ensure proper compliance.
The project specifications call for fully recessed fire extinguisher cabinets. Based on the wall depth shown on the plans and the larger size of the required cabinets needed to accommodate the water mist fire extinguishers, fully recessed cabinets will not fit within the (2) fire-rated wall locations at Operating Rooms #4 and #5. There is also NO specification for the Fire Extinguishers.1. The operating rooms shall receive a semi-recessed wall cabinet. If the wall is rated, an alcove is required per details 06 & 07 on AE-304. The Fire Extinguisher to be
5purchased for the Operating Room shall balance infection control and the NFPA standards. Per the NFPA 16.10.14 a Clean Agent or water mist-type fire extinguisher,
must be provided in operating rooms. Operating rooms are considered to have Class A,B & C type fires due to presence of medical gases (Class B) and energized
electrical equipment (Class C) inside the room. There are only two types of extinguishers considered clean agents. (1) The carbon dioxide extinguisher cannot be used
on human tissue. (2) The water-mist extinguisher is not approved for class B "medical gas" related fires. Therefore, the A/E cannot make a recommendation for the Fire
extinguisher to be purchased and it will need to be determine by the VA which clean agent extinguisher is best in the Operating rooms. VA to determine if the contractor
is to provide the fire extinguisher or just the cabinet.
2. FEC shown in corridors shall be semi-recessed into any non-rated wall. If the wall is rated, an alcove is required per details 06 & 07 on AE-304. Per the VA TIL Fire
Protection Design Manual, the Fire Extinguisher type will need to meet Class A,B,C requirements and be 2-1/2 gallons. VA to determine if the contractor is to provide
the fire extinguisher or just the cabinet and recommend the specific type.

6 Per door schedule on Sheet AE-331, door 2A-232 calls for hardware set SH-3G which is for a single door, but is this door is paired opening? Please advise. Similarly, door schedule on Sheet AE-710T, door T1-004 calls for hardware set SH-3H which is for a single door, and this door is a paired opening? See Attachment RFI No. 6

7The project specifications require the use of an AISC-certified steel subcontractor. We are requesting clarification on whether a steelDuplicate question please see RFI 3 above.
subcontractor holding Los Angeles City Certification may be accepted in lieu of AISC certification?
The Los Angeles City Certification meets or exceeds AISC quality control and safety standards. Please advise if this certification would be acceptable for this project, or if AISC certification is strictly required.
8Opening 2A229B is currently assigned Hardware Group 7B-1. This hardware group is not configured to accommodate an automatic operator. However, drawing A2.01 indicates HW (Hands-Free Wall Actuator for an Auto Operator) at this opening. This appears to conflict with the assigned hardware group.Door 2A229B will require a hand wave auto operator
Revised Hardware 7B-1 shall include: See Attachment RFI NO. 8
assigned group hardware.
Please confirm the following:
Whether Opening 2A229B is intended to be provided with an automatic operator
If an automatic operator is required, please provide the correct hardware requirements and the revised hardware group applicable to this opening Clarification is requested to ensure proper coordination and compliance with the contract documents.

If they are to be furnished and installed by the GC, can a specification section be provided for them?Refer to locker schedule on AE-324 and equipment list on
QH-102, lockers are VA provided and VA installed.
12Please clarify if any sort of appliances (Medical Type) will be needed to be furnished and installed by the GCs? There are no spec sections for these, and it is hard to tell from the drawings if anything is required, especially in regard to Medical Refrigerators? All equipment found in the drawings is labeled with a JSN number that refers to its identification in the equipment lists on QH-102 and QH-103. This equipment list identifies who will provide and install the equipment and provides a description of such equipment. No additional specs will be provided by A/E. If specs are required for installation, requests must be made to the VA facility.

13 Please clarify if any sort of LEED or Green Point Commissioning will be required for this project? We could not find anything regarding these in the specifications A/E is not aware of any LEED or Green Point Commissioning required. VA will be providing CX services as required. All sustainability requirements are described in the spec sections for each item as needed.

24Block 13 on the SF1442 indicates sealed offers in original and 1 copy are due at the place specified in Item 8. Under Instructions to Offerors, Item 3.a. (RFP Page 9) states that offers shall be emailed to charee.harris@va.gov. Please confirm that offers are only to be emailed, and that hard copies are not required.Proposals will be email only to charee.harris@va.gov at the date and time specified.
Hard copies are NOT required.
25Reference Instructions to Offerors on RFP Page 9: Item 3.a. states, “The subject line of the email must cite RFP: 36C26126R0009.” However, Item 3.d. states, “Offerors MUST mark the subject line of the email as 36C26126R0009 Renovate OR for Hybrid Installation Technical Proposal and 36C26126R0009 Renovate OR for Hybrid Installation Price Proposal.” Please clarify the required subject line for emailed offers (Item 3.a or 3.d).There are two binders, one will be marked 36C26126R0009 Renovate OR Hybrid Technical and the other Renovate OR Hybrid Price

26 Reference Instructions to Offerors on RFP Page 9: Item 3.d. states, “Offerors MUST mark the subject line of the email as 36C26126R0009 Renovate OR for Hybrid Installation Technical Proposal and 36C26126R0009 Renovate OR for Hybrid Installation Price Proposal.” If we are able to submit both the Technical and Price proposals in one email, please confirm the subject line may read, “36C26126R0009 Renovate OR for Hybrid Installation Technical and Price Proposal”. IT can be one email marked as stated, provided it is less than 10MB in size due to email file size constraints in the VA.

27 Reference Instructions to Offerors: Item 6.d. on RFP Page 10 indicates that proposals shall be prepared on 8.5 x 11-inch paper. This item also states the schedule sheet may be larger for legibility. Please confirm the schedule may be 11 x 17-inch page size. Yes, the schedule may go on 11x17 size paper for legibility.

28 Reference Instructions to Offerors: Item 6.f. on RFP Page 10 states that each volume will contain a Table of Contents. It also states that Tab indexing will be used to identify Sections as appropriate. Including a Table of Contents and an Index seems redundant. Please confirm a Table of Contents meets the requirements for a Tab Index. The table of contents will suffice, provided there are indicators where each segment starts. For examples resumes page XX to XX.

29 Reference Instructions to Offerors: Item 7.c. defines similar magnitude, when referred to in the evaluation factors, as projects that were valued between $10,000,000 and $20,000,000. Will projects greater than $20,000,000 be considered relevant as it pertains to similar magnitude? Yes, projects greater than $20 million are acceptable for similar magnitude. Just can’t go lower, for example here is a $100,000.00 project would be unacceptable.

30 Reference Instructions to Offerors: Item 7.e. states that the Superintendent must not perform other duties or responsibilities, (i.e., safety officer, quality control officer, job site or home office project manager) during the project duration. However, Section 01 45 00 para 3.4.B states that the CQC System Manager is assigned as CQC System Manager but has duties as project superintendent in addition to quality control. Please confirm the Superintendent and CQC System Manager roles cannot be filled by the same person. In this instance the QC manager and superintendent will be separate individuals, however, the QCmanager is not required to be on site at all times.

31 Reference Instructions to Offerors: Section 01 45 00 para 3.4.B states that the CQC System Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years construction experience on construction similar to the scope of this Contract. Will the Government allow 10 years of construction experience on construction similar to the scope of this Contract, in lieu of a degree in engineering, architecture, or construction management? Yes, 10 years of construction experience will suffice in lieu of the referenced degrees.

32 Reference Instructions to Offerors: Section 01 45 00 para 3.4.C discusses (specialty) CQC Personnel and states that these individuals are directly employed by the General Contractor and cannot be employed by a supplier or subcontractor on this project. In addition, it states that these individuals have no other duties other than quality control. On past projects it has been acceptable and cost-effective to allow subcontractors to provide specialized CQC personnel in their respective disciplines, who also have other duties (ex., electrical subcontractor foreman acting as the electrical CQC). Requiring the General Contractor to direct hire these CQC personnel who have no other duties will result in elevated costs to the Government. Will the Government allow these CQC personnel to be employed by a subcontractor and have other duties so long as they are provided sufficient time to perform their CQC duties? In this instance the QC manager and superintendent will be separate individuals, however, the QCmanager is not required to be on site at all times. The individual is also one of the key personnel for proposal evaluation.

TRACKING

33 Reference Instructions to Offerors: Item 7.f.i. (RFP Page 11) indicates that a letter of intent is required for current employees. However, 7.f.ii. states, “***Letters of Commitment/Intent are only required for those personnel being hired specifically for this project and are not current employees. A letter is not required for current employees.” Similarly, in Section M, under Factor II (RFP Page 69) it states that the offeror shall state in their proposal that the individual is a current employee of the prime contractor or provide a letter of commitment… Please confirm a letter of commitment/intent is not required for current employees. Letter of intent/commitment is not required for current employees. Only those who will be hired specifically for this project will require a letter of intent/commitment.

34 Section M, under Factor II (RFP Page 69) states that the offeror shall state in their proposal that the individual is a current employee of the prime contractor or provide a letter of commitment stating the proposed individual will become an employee of the prime contractor prior to award. Please confirm this should state the proposed individual will become an employee upon award (not prior to award). Upon Award is Acceptable

35 Reference Instructions to Offerors: Item 7.g. on RFP Page 11 indicates for joint ventures that a copy of the executed joint venture agreement shall be included in the proposal. Please confirm that the joint venture agreement does not count against the page limitations. The joint venture agreement does not count on page limitations and may be a separate attachment.

36 Attachment G – Supplemental Price Breakdown is organized by high-level systems rather than CSI Divisions, which are more customary and in alignment with the specifications and our estimating systems. As this worksheet indicates “May be edited as needed”, may we modify this sheet to reflect the CSI Divisions of work? This would provide more valuable breakdown information for the Government and would be a lot less cumbersome to fill out. Yes, you may edit and/or modify as you so choose.

37 RFP Page 14 under Joint Ventures it states, “**If there is a Joint Venture, we will allow the extra pages for this information it shall be referenced as an attachment”. Please clarify the information that is being referenced here, is this referring to the Joint Venture Agreement? The Joint Venture agreement may be an attachment.

38 Under Instructions to Offerors it states that a cover is required for both Technical and Price volumes. Please confirm the cover does not count against the page limitations The cover is not a part of the page count.

39FAR 52.228-1 is included in the RFP and indicates the amount of the bid guarantee shall be 100 percent of the bid price or 20,000,000.00, whichever is less. Shouldn’t this be 20 percent of the bid price or $3,000,000.00, whichever is less?Correct FAR 52.228-1 shall read the amount of the bid shall be 20 percent of the bid price of $3,000,000.00 whichever is less.
40Reference Attachment C – Key Personnel Evaluation: Near the top of the first page in blue it indicates we are to demonstrate experience for “Elevator Design Project Manager, Elevator Project Superintendent, Elevator Project Engineer, Elevator Safety Officer, and Elevator QC Manager”. These positions do not align with RFP instructions for Key Personnel and appear to be remnants from a different project. Please confirm these positions are not applicable to this Hybrid OR project and confirm we may delete this statement from Attachment C.The key personnel shall be the personnel stated in the instructions as follows:
1. Project Manager
2. Project Superintendent
3. Safety Officer
4. Quality Control
41Be as specific as possible: Reference Section M: Under Factor II Key Personnel (RFP Page 69) the second-to-last paragraph indicates that to be considered acceptable or higher on this factor, the offeror must provide project personnel who have 3 projects of similar size and scope. Attachment C (Key Personnel Evaluation) asks for a list of projects that were completed by the key personnel within the past six years (note that the RFP does not list this requirement). Projects that meet the RFP definition of similar size and scope do not come along frequently for SDVOSB contractors. Will the Government please allow key personnel to list project experience that occurred more than six years ago?Yes, this can be extended to 10 years.
42Reference Section M, Factor III on Page 69: This paragraph indicates a high-level milestone plan which ‘clearly demonstrates how the two tasks will be accomplished in the same space during the 500-day time period.’ Please clarify which two tasks the VA is referring to that will be accomplished in the same space. The two tasks consist of trailer work site preparation and set-up of temporary surgical trailers, and the renovation work inside the operating room section of the hospital.
43The RFP includes a document titled “Attachment D – Construction Experience Project Data Sheet”. This document includes multiple Exhibits including:Only the solicitation attachments required. The two items referenced as a and b in the sheet Construction experience are not required as the information is available elsewhere in the solicitation and would be considered a duplicate effort. Required solicitation attachments are as follows: Attachment A RFI, Attachment B EMR Sheet, Attachment C Key Personnel, Attach D Construction Experience, Attachment E Past Performance, Attach G Supplemental Price Breakdown.
a. Exhibit “C” Team Composition and Management. Please confirm Exhibit “C” is not required.
b. Exhibit “D” Safety Data Sheet. Please confirm Exhibit "D” is not required.

44 Will the Government please issue Attachment D (Construction Experience Project Data Sheet) in Word format so it can be completed legibly (ex., without trying to fit a ‘detailed’ project description into the small box provided)? RFI 44 attachment

45 Be as specific as possible: Reference Section M, Factor V on RFP Page 69: This paragraph states that for purposes of this evaluation, recency is defined as active or completed efforts performed within the past three (3) to five (5) years from the issuance date of this solicitation. Will projects active or completed more recently than three (3) years from the issuance date of this solicitation be acceptable? If the project is active it shall be at least 60% complete based on the invoices paid to date. If a project is more recent and complete it can be accepted.

46Reference Section M, Factor V on RFP Page 69: This paragraph states that a relevancy determination will be made for each of the three submitted contracts. Would a Hybrid OR renovation project for the VA that had a value of less than $10 million be considered relevant?Less than $10M would not be relevant, as it is considered a much smaller project.
47Reference Drawing EP.401T: We understand the contractor is responsible for providing and coordinating any required temporary electrical services and outage planning. However, the documents do not define a board-specific temporary power/bypass method or acceptable outage window for installing the 1200A breaker in NSH1001A. Please advise.ZONA Electrical Response (01/19/26) – Temporary power requirements, infrastructure and outage windows will require discussion/coordination with VA Mather Facilities. VA to provide feedback and schedule meeting as needed.

48 Reference Drawing EP.401T: While the bus tap installation is clearly contractor scope, the documents do not define how power to EHS/ESH1001A or downstream loads are to be maintained during the tap installation. Please advise and clarify outage allowances, temporary feeds, and VA-provided coordination. ZONA Electrical Response (01/19/26) – Temporary power requirements, infrastructure and outage windows will require discussion/coordination with VA Mather Facilities. VA to provide feedback and schedule meeting with design team as needed.

49 Please provide the Camera requirements and/or desired camera manufacturer/model number for the cameras shown on drawing T-304 Level 2 Video Surveillance RCP. Specification 282300 Video Surveillance appears to be pretty old referencing Analog video throughout VA Engineering: For indoor applications, the preferred camera is the Avigilon 5.0C-H6M-D2-IR Unity H6 Mini Dome Indoor Camera 5MP with the in-ceiling mounting adapter (H6M-MT-DCIL1) if applicable.
