Questions and Answers Project NO. 589A4-22-100 | Relocate Physical Medicine and Rehab to 4th Floor
1. Is Submittal Exchange provided by the General Contractor or is it covered by the A/E as on other projects?
A1. Submittal Exchange is paid for by the AE firm. Access and permissions will be provided after contract award.
2. (Asbestos) Specs say “450 LF-2” piping and 400 fittings”; plans say 1724LF and 400 fittings (Sheet HA100). Which quantity is to be bid?
A2. Go with numbers on drawings, specs will be changed to match.
3. (Asbestos) There are no flooring quantities listed in the specifications. Is this correct?
A3. None is expected per VA’s 3rd party survey, but spec is included if some is encountered.
4. Is PVC allowed for sanitary waste, vent and storm? Specs to not say this.
A4. Yes, SCH 40 PVC is acceptable. A modified spec section will be provided in Amendment 3.
5. There is no condensate drain shown for the split system. Is one required? Where?
A5. A condensate drain is required. A condensate pump will be added. A 1” condensate drain will be routed from ACU-4-2 to the condensate line running along the south wall near column lines H.5 and 10. A revision will be provided showing the routing. See Amendment 3, Dated 5/3/2023.
6. There is no specification/information on the compressed air system:
a. Who provides/installs the air compressor?
b. Type of piping material?
c. Is there a piping detail?
A6. A spec section will be added for compressed-air system in Amendment 3.
7. Spec is needed for CFRP (AD102). Recommend alternative product due to lack of qualified installers (per Simpson Strong). Page AD102/B1 shows a placement detail for the CFRP. During the previous ward renovation project I reached out to Simpson strong ties for a material quote for the CFRP, Simpson declined giving any pricing. We were directed to Structural Technologies that did not provide a quote, please see below my previous email regarding this issue.
Can a spec be provided so we may look to find alternative options for the reinforcement of these penetrations.
” The use of Simpson CSS-CUCL 1014RL is required on structural sheets S101.2 and S510. We contacted Simpson the manufacturer of this product; however, they have formed a monopoly for lack of a better word with Structural Technologies (jhammrich@structuraltec.com) who is the distributor. This creates a sole source for the product and the installer structural Technologies (Pullman Power).
Structural Technologies requires 12-inch minimum clearance to prep the underside of the surface of the third-floor slab to install. The 12-inch clearance requires lowering and moving duct work, plumbing, and electrical. This creates a substantial price tag for the work to remove MEP’s and reinstall. This MEP work will have a major impact on the second-floor hospital operations due to shutdowns etc.
Detail 1/S510 reads as follows: Contractor to assume that 100% of the new mechanical pipe penetrations will be reinforced with CFRP for bidding purposes and provide a deduct amount for every opening that does not require CFRP reinforcing. We have counted 186 penetrations. This amount of penetrations poses a substantial cost in the amount of hundreds of thousands of dollars for moving the MEP’s, due to preparation and install of the Simpson CSS-CUCL 1014RL strips.
That detail note, also points out a deduct amount that should be bid but there is no deduct item noted on the bid form.
Any correspondence would be greatly appreciated on this issue. The owner needs to have an allowance in the bid for any required removal of lowering of MEPs to prepare and install the carbon fiber strips (CSS-CUCL 1014RL). I would suggest an allowance of $500,000 for the work to be done on a T & M basis since it is impossible to quantify the work at the 186 locations which may require MEP work to lower or temporarily relocate MEP systems. We recommend postponing the bid date so that this allowance can be included in the bid price.”
A7.
a. Materials used for reinforcing existing concrete members shall be carbon fiber and compatible resins. Fiber shall be Simpson Strong-Tie CSS-CUCL or approved equal, and resin shall be Simpson Strong-Tie CSS-EP or approved equal (cured composite properties: Tensile Strength = 181,000 psi, Tensile Modulus = 23,600 ksi, per ICC-ES AC125). To be approved, product substitutions shall have appropriate ICC-ESR documents.
b. Prepare the concrete surface according to manufacturer’s recommendations, including repairing any uneven surfaces.
8. For the new induction unit loop piping shown on MP103 and MP104, we are to install the new mains before demolition of the existing. In order to be able to connect to the multiple sets of units on the floor above as scheduled and available with the VA and occupants, it would be ideal to have valves added on each branch serving the 5th floor so as to not incur multiple entire area outages. Please advise if valves should be added to reduce downtime.
A8. Additional valves are acceptable to install as required for phasing to limit shutdowns. Coordinate all additional valves, phasing, and shutdown for induction unit piping with owner. Shutdown and replacement as required for phasing to limit shutdowns. Shutdown and replacement to occur after hours or over weekend. “Additional verbiage will be added to cover this scope, however actual valve quantity and locations will need to be coordinated with the COR with the contractor’s execution plan.” See Amendment 3, Dated 5/3/2023.
9. The existing heating water piping serving the 4th floor looks to be a reverse return system originating around column K7.5 and going south. If we demo the existing heating water per the drawings, the occupied pain clinic will be without heating water for conditioning the space. The new heating water mains serving the space originate around column K7.5 and go north through the corridor that is to remain open at all times for the pain clinic. Do these new heating water mains need to be installed after hours in the corridor prior to the demolition of the existing heating water mains to keep the pain clinic operational at all times except for a swap over or is there another solution? FYI, additional valving will also be needed to make this possible to minimize shutdowns.
9A. Heating hot water mains in the corridor that is to remain open at all times for the pain clinic shall be installed after hours or over the weekend. New heating hot water piping for the pain clinic needs to be roughed in prior to demolishing the existing heating hot water lines for the pain clinic. Coordinate maximum allowable downtime with the COR. The pain clinic shall be operational at all working days and hours (Mon-Fri, 7AM – 5PM) during the entire construction period. Any required work in this clinic shall be coordinated closely with the COR. Additional valves are acceptable to install as required for phasing to limit shutdowns. Coordinate all additional valves, phasing, and shutdown for heating hot water supply and heating hot water return piping with owner. Shutdown and replacement Shutdown and replacement as required for phasing to limit shutdowns. Shutdown and replacement to occur after hours or over weekend. “Additional verbiage will be added to cover this scope, however actual valve quantity and locations will need to be coordinated with the COR with the contractor’s execution plan.”
See Amendment 3, Dated 5/3/2023.
10. Door hardware request for substitution: ABH Manufacturing Inc.
A10. The proposed manufacturer seems to meet the requirements for specs. Substitution information included in Amendment 3.
11. Section 283100, Item 1.6 Guarantee Services – Are we to include this in our scope. This scope is covered under an existing service agreement and will be duplication of scope and service.
This section has historically been removed from the fire alarm scope.
A11. No, this shall NOT be included.
12. Section 283100, Item 2.4.A – Uninterrupted Power Supply – Are we to provide a UPS for the existing fire alarm system?
A12. No, this shall NOT be included.
13. Section 283100 refers to the existing system as a Siemens Firefinder. The system has been upgraded to a Siemens Desigo Modular.
A13. The spec section will be updated to reflect Siemens Desigo Modular in Amendment 3.
14. Please advise if the designated SSHO and Competent Person role can be fulfilled by the site superintendent?
A14. The site superintendent may serve as the SSHO, IF these are the only two (2) roles they are serving. The Competent person is to come from the subcontractor performing the work (and be identified up front). Yes, the superintendent may serve as the CP for SELF PERFROMED work…
15. Is the project taxable?
A15. No. Tax Exempt Certification will be provided with contract NTP.
16. Specification 113000-1, part 2, 2.1 dishwasher. Please provide additional information for the dishwasher.
A16. A basis of design will be provided in Amendment 3.
17. Sheet AD102 what is the thickness of the blue outlined depressed slab infill?
A17. They are 1” & 4” at different locations. The drawing will be modified for locations in Amendment 3.
18. Please verify that the patient lifts are VA supplied and installed.
A18. Patient lifts are a VA contract that will be coordinated with the GC for installation. The lift contractor will do all of the installation.
19. Please verify that the patient lift support steel and uni-strut is VA supplied and installed.
A19. Patient lifts are a VA contract that will be coordinated with the GC for installation. The lift contractor will do all of the installation.
20. Please provide an interior elevation view of PT/OT swamp east view.
A20. The “window types” elevation on AE601 provides all necessary information. There’s no wall mounted equipment on this wall.
21. Please provide additional details on operable wall partition steel other than D5/AE501.
A21. A spec section will be added in Amendment 3.
