David P. Holden Questions and Answers Project 657-18-110

1. Is this project sales tax exempt?

Yes

2. Where will the designated parking area be for workers accessing the construction site?

Neither JC or JB divisions have contractor specific parking. Parking at JC is on the streets at their cost. At JB all parking is within the campus and no contractor designated parking is made.

3. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

Yes, we will allow submittal software that meets or exceeds VA’s Security compatibility. Though, Submittal Exchange is the software that we are currently using at VA St. Louis and is the preferred software for submittal exchange.

4. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

NFPA 241 will apply though a fire watch will not be required to be posted. The Contractor will be required to install a sufficient number, a minimum of two, temporary fire alarm/smoke detectors in those areas where the fire suppression will be disrupted.

5. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

A price adjustment may be considered if appropriate criteria are met.

6. Can there be multiple phases going at the same time, especially with all the signage to be installed?

The most important phasing that must be kept in mind is that ALL work must be completed at the John Cochran Division, prior to beginning work at the Jefferson Barracks Division. Phasing requirements are described in the Project Manual, Volume 1 and have been determined through extensive planning and will be followed.

7. If GC can mobilize in different floors and buildings, will each team must have GC supervision with them at all times?

A GC supervisor is required on the project at all times while work is being performed. Only one (1) GC Supervisor is required.

8. Will a qualified Superintendent be able to fill the roles of the SSHO on site?

Yes

9. Will an industrial Hygienist be required to be on site with abatement team at all time while abating?

Refer to Specification Project Manual 1 page 02 82 11 – 25 section 2.2.1 GENERAL for definitions and responsibilities of Contractor Industrial Hygiene.

10. Is there a preferred manufacturer for the signage and kiosks?

Basis-Of-Design Kiosks – Specified in project specification section 10 13 00 – Electronic Directories subpart 2.1A Kiosk: Navigo By: Interactive Touchscreen Solutions, Inc.

1655 Crofton Blvd., Suite 103 Crofton, MD 21114

Contact:

Leah Devine, Digital Experience Expert Ph. 410-451-1540 Email: ldevine@itoughinc.com

There was not a basis-of-design for the signage.

The contractor is to match existing sizes, colors, materials, aesthetics, etc.

11. From the areas to be abated, what is the extent of the patching and painting?

All disturbances must be patched and/or painted to VA specifications.

12. There are multiple notes throughout the drawings that state: “VERIFY EXISTING CONDITIONS WITH COR DURING PRE-CONSTRUCTION WALK THRU, ADDITIONAL COSTS WILL NOT BE ALLOWED.” These notes pertain to areas that were not accessible during the pre-construction walk thru; therefore, we would request these statements be removed.

These areas were not available during the walk through because as an active VA hospital we are not going to stop services to our Veterans for a pre-bid walkthrough. The Contractors have the drawings and specifications which should be sufficient to produce a bid and if they need to increase their bid to cover risks that is their decision to make. The request to remove these notes/statements is not approved.

13. Several product/material substitution requests were received as questions.

Product and material substitutions will be addressed by the COR/Facility Engineer and the A/E during the submittal phase of construction. Pre-approval of substitutions is not feasible or appropriate.
