Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 10, John D. Dingell Medical Center 2237:
553-23-1-3508-0003.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Scope of Work Statement: Work includes general construction, demolition, and new construction for the Replace Parking Structure Elevators, Project # 553-19-101.
As part of the scope of work, VA Engineering requires Johnson Controls Fire Protection (Formerly Simplex Grinnell) as our Vendor to furnish and install new fire alarm system components, controls, and programming for the project.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The existing facility is currently protected by an extensive Johnson controls Fire Protection System.
This project adds to the system, therefore requiring Simplex Grinnell to add fire alarm components, controls, and programming. Johnson controls is the Fire Alarm system and control company that holds the maintenance contract for the propriety equipment throughout the John D. Dingell VAMC.
4. Description of market research conducted and results or statement why it was not conducted: The existing fire alarm system is comprised of Simplex Grinnell equipment including the master annunciation panel and monitoring systems. Use of an alternate system components or vendor would require different types of equipment that are incompatible with the current fire alarm system. This would pose a potential risk of inoperable life safety system control, downtime, and cost to the facility. A second vendor working on the same system could result in downtime to the system, resulting in a safety issue.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
