VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: VA-22-00070555
1. Contracting Activity: Department of Veterans Affairs, VISN 10, John D. Dingell Medical Center 2237:
553-23-1-3508-0003.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Scope of Work Statement: Work includes general construction, demolition, and new construction for the Replace Parking Structure Elevators, Project # 553-19-101.
VA Engineering requires the installation of Siemens Building Management System Components and Programming for the project. Provisions to update the existing site Building Management System and HVAC system controls are included in the new work. The installation will include furnishing and installing new sump pump control panels, energy recovery ventilators, and mini-split system DX cooling units.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The installation of the HVAC controls and proprietary equipment will be awarded as a new contract to match the compatibility with the existing site HVAC system control system and programming.
4. Description of market research conducted and results or statement why it was not conducted: The qualified installation contractor will install a HVAC system compatible with the current facility HVAC system. The existing HVAC system is comprised of Siemens equipment, including the Building Management and monitoring system. Use of an alternate control system or vendor would require stocking of different types of equipment that are incompatible with the current operating system.
This would pose a potential risk of inoperable system control, downtime, and cost to the facility, resulting in safety issues and patient care concerns. Siemens Industry Inc. is the HVAC controls company that holds the maintenance contract for the proprietary equipment throughout the John D. Dingell VAMC
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
