VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: VA-22-00070555
1. Contracting Activity: Department of Veterans Affairs, VISN 10, John D. Dingell VA Medical Center 2237: 553-23-1-3508-0003.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Work includes general construction, demolition, and new construction for the Replace Parking Structure Elevators, Project # 553-19-101.
As part of the scope of work, VA Engineering requires En-Gauge Fire Extinguisher Monitoring system as our Vendor to furnish and install new Fire Extinguisher Monitoring devices, and programming for the project.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The standard En-Gauge Fire Extinguisher Monitoring system is important to maintain network communication, so the components remain compatible.
4. Description of market research conducted and results or statement why it was not conducted: The existing facility is currently protected by an extensive En-Gauge Fire Extinguisher Monitoring system.
This project adds to the system, therefore requiring En-Gauge to add devices, components, controls, and programming. En-Gauge is the Fire Extinguisher Monitoring system and control company that holds the maintenance contract for the propriety equipment throughout the John D. Dingell VAMC.
The existing fire extinguisher monitoring network adapts technology that is compatible with the fire alarm system integrated with building control systems. Use of an alternate system components or vendor would require different types of equipment that are incompatible with the current system.
This would pose a potential risk of inoperable life safety system control, downtime, and cost to the facility. A second vendor working on the same system could result in downtime to the system, resulting in a safety issue.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
