1. Contracting Activity: Department of Veterans Affairs, VISN 10, John D. Dingell Medical Center 2237:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Scope of Work Statement: Work includes general construction, demolition, and new construction for the Replace Parking Structure Elevators, Project # 553-19-101.
The scope of the project includes to install new card readers on the elevator machine room door.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
VAMC Detroit has a standard for card readers, Security 2000. The standard system is important in emergency situations when repair needs to be done immediately. The existing card reader system is Security 2000.
4. Description of market research conducted and results or statement why it was not conducted: The hospital card reader system is a key element of hospital operations. A card reader problem immediately impacts patients and staff. The VA electricians must act immediately to resolve the problems. By standardizing card reader reduces repair time. Card reader failures in life safety are also very critical. Potential significant differences in characteristics and usage, bar the use of non-existing components. Therefore, it is essential to the Government’s requirements to only allow the provision of Security 2000 card reader and systems components, thereby precluding consideration of a product manufactured by another company.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
