About this file
This file contains Request for Information (RFI) Responses for VA Project 508-22-105, a renovation project for the 6th Floor Clinical (CLC) Building C at a VA medical facility. The RFIs cover multiple technical disciplines including electrical, access control, video surveillance, telecommunications, HVAC controls, infection control, and construction waste management. Key technical details include requirements for new systems integration, such as connecting new video surveillance cameras to existing systems, implementing a new access control system with C-CURE server and licensing, and managing asbestos abatement with a new comprehensive survey.
Significant project specifications involve specific technical requirements like using Tridium front-end system, Bacnet over IP and Ethernet for controls, non-proprietary HVAC controls, and compliance with strict infection control measures including an ante room with negative pressurization and dust mitigation protocols. The project involves renovating an unoccupied 6th floor and abandoned 5th floor, with complex coordination requirements for existing systems, shop drawings, and integration of new technologies. The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7, with the project number 36C24725R0029.

Second Round RFIs
| ASSIGNED TO | RESPONSE | |||
| Place Services, Inc. (PSI) - Jon Hanlon | ||||
| 1 | RFI responses regarding Asbestos appear to indicate that the Contractor is to provide a new ACM survey. Is this the case, or can we bid for ACM abatement based off the quantities in the partial Castle Hill report dated 5/27/202 | VA | Contractors will be able to use acm report for pricing but will still need to produce a Asbestos Baseline Survey before commencement of construction to ensure employee safety and scope. | |
| 2 | RFI response regarding attachments for 01 45 35 (Harbor Services #4) stated the attachments are in that spec at 1.4.L.4.a.3).a). There are two images of file icons with file names, but it seems these are not clickable links and that nothing is embedded within the PDF. Can you provide these as separate files? | CHARLOTTE ENGINEERS | Attachments will be provided separately. | |
| 3 | Response regarding recycling 50% of waste stated that it must be met if "economically feasible". Please define "economically feasible." It will cost substantially more to deconstruct, sort, and recycle. We would prefer to not include these costs to be more competitive, which would make recycling economically infeasible within our bid/budget. | VA | Refer to Spec Section 01 74 19 - Part 1 Part I. for minimum waste categories that shall be diverted from landfills. | |
| 4 | RFI responses state that the location of dumpsters is TBD. Without a location, we cannot know labor time required to convey material to the dumpsters. Please provide a location to use for bidding purposes. | VA | Dumpster location will be provided during pre-construction meeting. Assume worst case scenario on site for pricing. Potentailly atop employee parking decks (Parking Deck E or Parking Deck F). | |
| 5 | Regarding the System Surveillance Riser Diagram on Sheet E004. Is the noted NVR an existing unit to be relocated to the Telecom rack from the Electrical Room? Is a separate storage unit required for the new or existing NVR? Is the Telecom rack one and the same as what is shown for the TR Room on Sheet E005? | CHARLOTTE ENGINEERS/VA | Three questions are being asked. | |
| 1. | Response to Question 1: Yes, if compatible with the new video surveillance system, confirm with the VA Contracting Officer’s Representative. | |||
| 2. | Response to Question 2: TBD, post award. | |||
| 3. | Response to Question 3: Yes, the telecom rack is existing to remain. |
| 6 | Based on previous RFI answers, the standard TCO will consist of (3) Cat-6A jacks, all terminated on patch panels. Excluding Camera & WAP outlets, TCO cable counts indicate over 300 cables to be terminated, plus a minimum of 50% spare growth capacity. Will the use of 1U high-density patch panels installed per the OIT Design Guide Templates be acceptable? | CHARLOTTE ENGINEERS | Refer to Addendum 2 Drawings. The design intent is to not include 50% spare growth capacity since that will be addressed in the future EHRM project. Provide what is called out in the specification and on the drawings unless otherwise directed by the VA Contracting Officer’s Representative. (Reference specification 27 15 00 2.2.B.2.b., 24 port fiber optic modular panels with “LC” couplers.) |
| 7 | Based on a previous RFI answer, can we confirm that the existing fiber cable as noted in the Rack Elevation on Sheet E005 is to be replaced with (1) new 12-strand single mode OS2 with SC connectors? | CHARLOTTE ENGINEERS | The existing fiber from the Main IT Room to the 6th Floor TR in detail 1 on sheet E005 is existing to remain. |
| 8 | Will the fiber enclosure in the Rack Elevation on Sheet E005 be new or will we use the existing enclosure? | CHARLOTTE ENGINEERS | he existing fiber enclosure shall be removed from the existing telecom rack. Provide new fiber enclosure as called out in the specifications and on the drawings, unless otherwise directed by the VA Contracting Officer’s Representative. (Reference detail 1 on sheet E005.) |
| 9 | Regarding the Nurse Call Portion. Would the new nurse call equipment need to interface with the current Jeron 790 system or could it run independently? | VA | Needs to interface with Existing nuse call system |
| 10 | Please provide Cable manufacturer details. | VA | to be compatible with existing nurse call system |
| 11 | Please provide CCTV manufacturer details. Also provide recording parameters. | VA | Refer to RFI Response April 10th for manufacturer. Min. Recording Parameters, refer to spec 28 23 00 Section 2.11. |
| 12 | Existing Access Control system is Software house. Please provide who is the account holder for existing access control. | VA | Account Holder Access TBD at pre-construciton meeting |
| 13 | Please provide manufacturer information for Nurse call system. | VA | Refer to RFI Response April 10th for existing manufacturer. Nurse Call System to be compatible with Existing. |
| 14 | Please provide information what type of fiber is required. | CHARLOTTE ENGINEERS | Fiber Optics Backbone Cable is specified in 27 15 00 2.2.B.5. Fiber-Optic Cross-Connection Subsystems is specified in 27 15 00 2.2.I. Fiber-Optic Backbone Distribution Cable is specified in 27 15 002.3.B.5. Fiber-Optic Outlet Connection Cable is specified in 27 15 00 2.3.C.3. (VA Contracting Officer’s Representative to inform contractor of type of fiber used on the campus.) |
| 15 | Please provide distance/location of 2C271 Nurse call head-end. | VA | 90ft. 2C271 closet adjacent to Elevator 3. Elevator 3 is the same shaft as existing elevator shaft P6-3 in the construction drawings. |
| Birmingham Industrial Construction (BIC) - Antonio Cabello | |
| 1 | Interior Finish Schedule on Drawing Sheet Number AI206 is calling for: |
RF-1 Rubber Flooring - Interface or Equal - Noraplan Linee - 7309 Quartzite
Do we need to send an RFI to be able to substitute?
| GUIDON | Product for RF-1 will be reviewed during the submittal process. The provided product must meet the specification and receive the approval of the VA Interior Designer. | ||
| 2 | The elevation details on sheet AI202 Typical Patient restrooms - Is there a shower pan at all patient showers, or are we to carry PT-1 floor tile into the showers? | GUIDON | There is a shower pan in all the typical patient rooms except the spinal cord rooms. |
| 3 | Is PT-2 going on the shower floor in 1/AI205 Typical Spinal Cord Restrooms? Finish plan hatch shows PT-2, but finish room legend has only PT-1 (to match the rest of the restroom) | GUIDON | Yes, PT-2 is used on the shower floor in the spinal cord patient restrooms |
| 4 | GT-1 is specified as a 4'x8' tile. Is this supposed to be 4"x8"? | GUIDON | GT-1 is a 12" x 13" mosaic sheet |
| 5 | PT-3 is not used. Can you confirm this? | GUIDON | PT-3 is not used |
| Harbor Services, Inc. - Sam Zion + Kim Thompson | |||
| 1 | Follow up to previous RFI #4 from "Harbor Services, Inc - Kim Thompson": These links on page 5 are not functional in the specs | CHARLOTTE ENGINEERS | Attachments will be provided separately. |
| 2 | Follow up to previous RFI #6 from "Harbor Services, Inc - Kim Thompson": This response states 50% shall be met if exceptions are not applicable and references part 1.1 and 1.4 of the specs. There are no "exceptions" listed in these parts. Part 1.4 provides definitions of terms. Part 1.1 only lists reasonable means the contractor should follow to meet the 50% but even if these are followed - 50% may not be obtained. It should also be clarified that multiple dumpsters will be required onsite to separate materials as indicated in part 1.1 and the VA should identify the area where these dumpsters will be located on site. The location will affect price and should be identified so all GC's are bidding the same scope. | VA | Vendor to determine number of dumpsters based on scope and min. waste categories. If 50% not met min waste category separation required per specs. Exceptions determined case by case basis. |
| 3 | Follow up to previous RFI #7 from "Harbor Services, Inc - Kim Thompson": Based on this response, GC's will assume the dumpster will be located in the most cost efficient location and if this changes during pre-con - there could be a change | VA | Dumpster location will be provided during pre-construction meeting. Assume worst case scenario on site for pricing. Potentailly atop employee parking decks (Parking Deck E or Parking Deck F). |
| 4 | Follow up to previous RFI #14 from "Harbor Services, Inc - Kim Thompson": Based on this response, all GC's will assume no requirements will be needed at doors and elevators outside the construction area other than tacky mats. If barriers are needed they would need to be identified on the drawings. | GUIDON | Although VA infection control measures may not be required, Ante room with negative pressurization required due to scope of work. 6th floor will be unoccupied and fully available to the contractor for construction. The 5th floor is also abandoned. |
| 5 | Follow up to previous RFI #21 from "Harbor Services, Inc - Kim Thompson": This response is indicating that all workers will need to completed work throughout the course of the project with Tyvek coveralls and shoe covers. This requirement will most likely detract some subs from bidding the job and will also cause prices from subs to increase. We just want to make sure this will be required even if tacky mats are used at both sides of the entrances/exits. It may be more cost effective for the VA to require the GC to construct an "ante room" at the elevator that is sealed off from construction area. However, this should be noted on the plans. | VA | Required Ante Room sealed off from construction area outside of elevator lobby with dust matts at both entries with compressed air blower in ante room for self cleaning due to scope of work. Ante room allowed substitute for coveralls and suites to reduce contamination exposure outside of construction area. |
| 6 | Follow up to previous RFI #22 from "Harbor Services, Inc - Kim Thompson": As explained, we have concerns the overall project duration does not allow for this process. The reason for this is as follows: The coordination drawings as required by this spec cannot begin until all demo work is complete. This creates a major problem. Once demo is complete, we would essentially have to stop all work, have multiple site meetings with various trades to document existing conditions and if the VA has no accurate as-builts of Steel structures in place, and as buildings of existing Fire sprinkler drawings (since the existing system will have to remain functional per previous RFI response), these drawings will have to be created which takes time. Once these are created, this will then be distributed to all subcontractors who will then begin the process of creating shop drawings and coordination drawings for items within their scope of work - this takes a significant amount of time. As conflicts are found amongst trades, these drawings have to be updated - multiple times in order to try and get an "accurate" set of shop drawings submitted as defined by the specs. This all has to be finalized and submitted 20 days prior to starting work again. We also technically wouldn't be able to order any equipment above the ceiling until these drawings were finalized in case of conflicts. This extends to the lead time of these materials. This entire process will take several months from the time demo is complete to the time coordination drawings are "accurate "and approved. This is one of the reasons the project on the 5th floor was terminated for owner convenience - there were several issues with the design and existing conditions. I imagine we will have similar conflicts on this project due to the low height from floor to decking above. This process should really be completed prior to bidding the job. Maybe too late on this project, but the cost upfront will be far less than costs due to delays during construction | VA | Markup and redline existing drawings. No need to draft new plans. Markup existing A/E demo plans to reflect existing conditions and use as base to provide coordination drawings. No cost time extension may be used for completion. |
| 7 | Follow up to previous RFI #4 from "Place, Inc - Andrew Martin": What is meant by "Contractor furnished ACM report required for materials associated with 6th floor CLC project" Are we simply having the existing report updated since 3 years have passed or do we have to complete an entirely new report from scrath and is there a requirement for what is to be included in this report. Also, the project duration may need to be adjusted for this requirement. If this was already figured in the overall project duration, please confirm how much time was allowed to complete this process from start to finish. | GUIDON | The GC will be required to do a new report. This would inlcude material testing and inspection of suspected asbestos materials. The GC will be required to provide a plan for the abatement. This is included as part of the overall project duration. Refer to the VA Asbestos Abatement Design Manual and Asbestos Management Program for additional information. |
| 8 | There is a spec for epoxy flooring, but did not see any rooms on the schedule. Is any epoxy flooring is required? Is there is an option for epoxy? | GUIDON | The epoxy Spec is for Sherwin Williams water based epoxy Coating (SC) which is a washhable and scrabbable coating used on walls in clean and soiled rooms. Color to match wall paint specified for walls. |
| Trane Technologies - Ankur Bhatia | |||
| 1 | We are looking for some feedback on the approved vendor for HVAC controls. At another recent project in Building C for pharmacy (VA Project No. 508-21-107) an RFI stated that it should be Trane controls, but we have not seen any such direction for this project. | VA | Non-proprietary controls module and bacnet over IP and Ethernet |
| 2 | Please confirm Trane controls is acceptable for DDC system to be integrated into the Trane front end. | VA | Bacnet over IP and Ethernet required |
| Johnson Controls - Jaden Godbout | |||
| 1 | Regarding HVAC controls: Do you know if the front end is Trane or Tridium where you would see the building graphics | VA | Front end system is Tridium. ALC ( automated logic) pulled in on tridium building management system platform. Global Controller Preferred for scope of work. |
| Net Planner - Joe Ciampini & Randy Major | |
