About this file
This document is a Request for Information (RFI) response for a VA project to renovate the 6th Floor Clinical (CLC) in Building C at the Atlanta VA Medical Center. The RFI contains a comprehensive set of questions and answers from multiple contractors regarding various technical, logistical, and specification details of the renovation project. Key areas of inquiry include telecommunications infrastructure, low voltage systems, access control, nurse call systems, asbestos and hazardous material removal, fire sprinkler systems, exterior wall demolition, coordination drawings, infection control requirements, and specific product and installation specifications.
Significant project requirements include providing Avigilon camera systems compatible with existing infrastructure, installing Category 6A cabling with patch panels, using single-mode fiber optic cables, implementing patient lift systems, and following strict infection control protocols. Contractors must submit comprehensive documentation, including proof of employee medical testing, safety plans, and coordination drawings. The project involves a complete renovation of the 6th floor, with specific attention to electrical, mechanical, and architectural systems, and requires close coordination with VA personnel throughout the implementation process.

No, that would not be acceptable. The contractor must comply with all requirements states in Specification 01 00 00.
In the Solicitaion - page 7 of 82 lists several requirements for the First Construction Meeting. At this first meeting, it states that the completed baseline schedule along with SOV must be completed. In order to accurately complete the baseline schedule and SOV all Subcontracts must be executed and input received from subs and suppliers on the SOV and cost loading of schedule. The kick off meeting as described in this Solicitation most likely needs to occur before finalizing the baseline schedule. Please clarify
Contracting
The contractor shall submit a schedule of cost to the contracting officer for approval within 30 calendar days after date of receipt of Notice To Proceed (NTP). Such schedule will be signed and submitted in triplicate. The approved cost schedule will be one of the bases for determining progress payments to the contractor for work completed. This schedule shall show cost by the branches of work for each building or unit of the contract, as instructed by the COR. The contract requires that the Contractor submit, within ten (10) days or within such time as determined by the Contracting Officer after receiving the notice to proceed, a realistic schedule showing the order in which the work will be performed under this contract. Per the Solicitation and Specs, it states that the GC is required to submit an Infection Control plan with sketches showing proposed location of infection control barriers and other items. The infection control plan and barriers required should be completed and included in the bid documents so that all GC's are bidding the same scope of work. Please provide drawing showing temporary wall locations, types, and ante rooms required at all areas and access points on the 6th floor GUIDON
A plan is still required to present to the VA . No infection control barriers required on the 6th floor, but coordinate with the VA for all requirements at doors/elevators and outside the construction area.
Per the Solicitation, TASK 3 indicates that the GC must not mobilize onsite until all Pre-Construction requirements are met. It also states that the GC will not be able to mobilize to start work until all "construction submittals" are reviewed and approved by the VA. Is the intent that all submittals for the entire project be completed, reviewed, and approved before the GC starts any work onsite? This is not the typical process. If there are specific "pre- construction" submittals that are required prior to mobilizing, please provide a detailed list
Contracting
Payment and Performance bonds along with insurance are required before a Notice to Proceed can be issued. Before work starts, SOV, baseline schedule along with a Superintendent Delegation letter.

The Solicitiation states all workers onsite shall be required to have the Flu Vaccine and be tested for Tuberculosis. Please confrim this is correct and provide clarificaiton on how these items are to be submitted to the VA
VA
Yes. All contractors must have proof. Primary contract holders (GC) employees who will perform the work on site to provide proof prior to starting work at minimum. All sub contractors also require testing, GC shall provide proof upon additional request made by VA. To be submitted via electronic copy unless other wise specified.
The solicitation states , "Wear DuPont Tyvek coveralls or equivalent over clothing and shoe covers in moderate to high dust areas to prevent contamination of employee clothes and tracking dust and dirt into the facility. Remove coveralls and shoe covers before leaving the area" The construction area will most likely be in a states of moderate to high dust areas particularly during demo and drywall activities. Are these items required to be worn by all contractors in the construction area each day? VA
Yes
Per the solicitation - page 74 as it relates to Coordination drawings, it states, "The Contractor shall, in advance of the work, prepare coordination drawings showing the location of openings through slabs, the pipe sleeves and hanger inserts, as well as the location and elevation of utility lines, including, but not limited to, conveyor systems, pneumatic tubes, ducts, and conduits and pipes two inches and larger in diameter. These drawings, including plans, elevations, and sections as appropriate, shall clearly show the manner in which the utilities fit into the available space and relate to each other and to existing building elements. Drawings shall be of appropriate scale to satisfy the previously stated purposes, but not smaller than 3⁄8-inch scale. Drawings may be composite (with distinctive colors for the various trades) or may be separate but fully coordinated drawings (such as sepias or photographic paper reproducibles) of the same scale. Separate drawings shall depict identical building areas or sections and shall be capable of being overlaid in any combination. The submitted drawings for a given area of the project shall show the work of all trades that will be involved in that particular area.
Six complete composite drawings or six complete sets of separate reproducible drawings shall be received by the Government not less than 20 days prior to the scheduled start of the work in the area illustrated by the drawings, for the purpose of showing the Contractor’s planned methods of installation. The objectives of such drawings are to promote carefully planned work sequence and proper trade coordination, in order to assure the expeditious solutions of problems and the installation of lines and equipment as contemplated by the contract documents while avoiding or minimizing additional costs to the Contractor and to the Government. In the event the Contractor, in coordinating the various installations and in planning the method of installation, finds a conflict in location or elevation of any of the utilities with themselves, with structural items or with other construction items, he/she shall bring this conflict to the attention of the Contracting Officer immediately. In doing so, the Contractor shall explain the proposed method of solving the problem or shall request instructions as to how to proceed if adjustments beyond those of usual trades’ coordination are necessary. Utilities installation work will not proceed in any area prior to the submission and completion of the Government review of the coordinated drawings for that area, nor in any area in which conflicts are disclosed by the coordination drawings, until the conflicts have been corrected to the satisfaction of the Contracting Officer. It is the responsibility of the Contractor to submit the required drawings in a timely manner consistent with the requirements to complete the work covered by this contract within the prescribed contract time." Please note the items and coordination required by these "coordination drawings' should be completed and by the Design Team prior to the Bid date in order to eliminate delays to the schedule and so the GCs can provide the best possible pricing at the time of bid. The requirement to have finalized cooridination drawings prioir to starting any utility work onsite will also greatly impact the scheudle and it does not appear this has been considered in the overall project duration. Work can still be coordinated amongst all of the trades in the field without having to create a separate set of design docs and drawings before work is started. The creation of these coordination drawings also cannot begin until demo work is complete and all existing conditions, existing fire sprinkler systems, and existing structural members can be verified. This requirement directly contradicts previous comments in the specs and solicitation that indicates all submittals must be 100% complete prior to mobilizing. The previous renovation project on the 5th floor had similar requirements which ultimately resulted in termination for convenience as these items were not coordinated prior to the bid. We recommend this to be done prior to bid or at a minimum please confirm work can begin prior to approval of coordination drawings. GUIDON
Provide a drafted schedule to included coordinated drawings to address period of performance fesiblity.
Include as part of drafted construction schedule. Scale and drawings requirements to be red line draings marked up using provided construction documents. Red line drawings or "markup drawomgs" to avoid additional drafting requirments required and to avoid additional time and expedite turn around time required to be received by Goverment: 20 days prior to the start of work in the area.
Digital copy and 2 separate physical copies to be be issued.
Demo Plan - note 2 - states to remove existing stud and drywall at exterior wall - full height. Please provide a section cut or drawing of the exterior wall so the "stud" to be demolished is clearly shown along with exterior facade components and transition to floors above and below. We would not want to demolish any exterior studs that may be an attachment point for the exterior facade. This is also needed in order to determine how the Fire Rating may be affected between floors once demo is completed. GUIDON
Existing construction at exterior wall is brick with masonary backup, finished with plaster. Where studs exist, they are indipendent of the exterior veneer
Please confirm tube steel as indicated on details 9,8, and 12 on sheet AE501 are only to be used at bathrooms TLT11 and TLT 9 as indicated on sheet AE401 GUIDON
No, these steel tube details are to be used for all patient toilet rooms. These are typical details. See AE401 for typical rooms.
If existing structure is to receive Fire Spray, please show designated areas that will require fire spray. It is assumed that any/all existing fire spray would remain in place during demo and no fire spray would be missing from structural steel where existing walls are installed GUIDON
Yes, all structure is to be sprayed fireproofed.
General note Y on sheet AE002 states all exterior furring walls to have spray foam insulation. The wall types on the same sheet do not appear to show any spray foam insulation or indicate spray foam insulation in designations i or t on the wall tag legend. Detail 10 and 11 on AE602 shows spray foam at window jamb. If spray foam is required, please provide clear indicator of locations where this is to be applied GUIDON
Spray foam to be provided at exterior furring walls.
27 There is no spec section for spray foam or insulation in Div 7 GUIDON Specification will be provided in Addendum 1.
